The Board of Aldermen `f the City of Wichita Falls, met in regular
session at 8:00 P. L. on the above date in the Council Room in the Memorial Auditorium
with the following members present:

The Minutes of the regular meeting of November 7th were read.
Moved by Alderman Bebb that the minutes of the regular meeting of
November 7th be approved as read.
Notion seconded by Alderman Naylor and carried.

third and final reading, and be adopted as read.

Loved by Alderman Williams that Ordinance No. 1280 be passed on
it's second reading.
Notion seconded by Alderman Naylor, and carried by the following

Yoved by Alderman Williams that the former resolution read and
approved July 25, 1938 authorizing the City lianager to execute and file an applica-
tion on behalf of the City of Wichita Falls, to the United States of America for
a loan and grant to aid in financing the construction and remodeling of the old
postoffice building into a police station, and the old police station into a fire
station, be changed from a loan and grant to a grant only, and that the following
resolution be adopted.

And, Whereas, the City of Wichita Falls, Texas has heretofore filed
with the Federal Emergency Administration of Public Works, application No. 2444,
for a grant and loan for the purpose of remodeling the Fire and Police buildings,
Whereas, the Board of Aldermen desire to change said application from
a loan and grant to one of grant only,
Now, therefore, be it resolved by the Board of Aldermen of the City
of Wichita Falls, Texas:
That George 10. Bull, Regional Director Public Works Administration
be and he is hereby requested to change application No. 2444 from one of loan and
grant to grant only.
PASSED AND APPROVED, this 1.4th day of November, A. D. 1938
A petition previously presented to the City Council by certain
citizens to restrict the sale of beer, and other intoxicants, to specified areas as
set out in said petition was discussed, after having been heard by various citizens
affected by said petition, and Piayor Fitzgerald requested that action on said
petition be deferred to a later date, in order to make a more careful investigation
to determine what action should be taken.
1="oved by Alderman Wolf that the Council authorize adjustment of
personal and real property taxes as outlined in the following schedule.

Moved by Alderman Williams that a certain list of delinquent taxes
as described in report compiled by the City Tax Collector under date of November
14, 1938, be referred to the City Attorney for immediate action, and proceed at
once to collect said delinquent taxes, and report to the Board of Aldermen such
accounts as are necessary to file suit for collection.
Ldlotion seconded by Alderman Hardage and carried.
Moved by Alderman Naylor that the City Manager be authorized to
request bids for the purchase of such new automobiles for the City of Wichita
Falls, as proposed by City Yanager, 1. Bryan Puller.
Motion seconded by Alderman Hardage and carried.
Moved by Alderman Bebb that the City Clerk be authorized to
draw warrants payable to Dr. Holland in the amount of one hundred seventy seven
dollars ( 177.00) to pay for medical services rendered to H. L. Morris during
the year 1937, (at which time H. L. .Morris was employed by the City of Wichita
Falls, Texas. )
Also draw a t�rarrant to Dr. Robert Hargrave in the sum of fifty
dollars ($50.00) to pay for medical and surgical services rendered to Bill
Arthur during the year 19370 (at which time Bill Arthur was employed by the
City of Wichita Falls, Texas.)
Potion was seccnded by Alderman Naylor and carried.
Moved by Alderman Fitzpatrick that the Board of Aldermen approve
payment to Wichita General Hospital the sum of eighteen hundred eighteen dollars
and eighty six cents ($1818.86) on payment of like sum by Wichita County.
Seconded by Alderman Wolf and carried.

Moved by Alderman Bebb that the Board authorize payment of
certain hospital bills for City employees injured in line of duty from their
respective departmental funds. When such bills have been properly authorized
and okayed, upon the condition that Wichita County pay their bills upon like
conditions.
Motion seconded by Alderman Naylor and carried.
Moved by Alderman Fitzpatrick that the City Attorney be
instructed to draw an Ordinance amending the Tax Exemption Homestead Ordinance,
iTherein the same would restrict homestead exemptions to only those who actually
occupy their homes.
Yotion seconded by Alderman Naylor, and lost by the following
vote:
Yeas: Aldermen Fitzpatrick and Naylor.
Nays: Aldermen Bebb, Hardage, 'dilliams and Wolf.
