Min 10/17/1938 V` ichita Falls, Texas Memorial Auditorium Building October 17, 1938 The Board of Aldermen of the City of Wichita Falls met in regular session at 8:00 P. M. on the above date in the Council Room in the Memorial Auditorium with the following members present: W. E. Fitzgerald, Mayor Edwin A. Bebb, J. W. Fitzpatrick, X Pat Hardage, H. J. Naylor, X Aldermen Jas. M. Williams , �. Frank 'Wolf, J. Bryan Miller, City Manager J. H. Crouch, City Clerk T. A. Hicks, City Attorney The Minutes of the regular meeting of October 10the were read. Moved by Alderman Bebb that the Minutes of the regular meeting of October loth be approved as read. Motion seconded by Alderman Hardage and carried. ORDINANCE NO. 1277 AN ORDINANCE MAKING APPROPRIATIONS FOR THE CURRENT EXPENSES OF THE CITY OF Z'ICHITA FALLS CHARGEABLE TO THE APPROPRIATIONS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1938, AND ELIDING SEPTEMBER 30, 1939, TO COVER THE NECESSARY EXPENSES OF VARIOUS DEPARTMENTS, DIVISIONS AND OFFICES NOT HERETOFORE APPROPRIATED FROM THE PERIOD ENDING OCTOBER 31, 1938, AND DECLARING AN EMERGENCY. Moved by Alderman Wolf that Ordinance No. 1277 be passed on its first reading. Motion seconded by Alderman Hardage and carried by the following vote: Yeas: Aldermen Wolf, Hardage, Fitzpatrick, Bebb, Naylor and Williams. Nays: None. Moved by Alderman Wolf that the rules requiring ordinance to be passed on three separate days be suspended and an emergency declared and Ordinance No. 1277 be passed on its second reading. Motion seconded by Alderman Hardage and carried by the following vote: Yeas: Aldermen Wolf, Hardage, Bebb, Naylor, Williams and Fitzpatrick. Moved by Alderman Williams that the Board authorize the purchase of the following listed properties for right-of-way purposes Highway No. 30 and authorize pay-; ment of same on approval of the City Attorney: L. M. Hughes - Lot D, Block 244, McGregor Subdivision $$1,200.00 C. Buss - Part Lot 1, Block 265 500.00 C. Buss do wife - Part Lot I, Block 244, McGregor Subdiv 1,500.00 W. F. George - Lots F,G,E,I k J, Black 244, Francis Subdiv 3,500.00 and further instruct the City Attorney to institute condemnation proceedings against the following listed properties for right-of-way purposes Highway No. 30, and author- ize payment of judgments aedruing thereby, together with all courts costs incident thereto: T. Moved by Alderman Williams that the Board auth(,raze the Mayor to execute on behalf of the City of 6"Wichita Falls certain quite Claim Deed to E. A. Bebb and Kenneth Bebb for certain track of land more fully described as follows: "A part of that certain track of land out of the original dedication of Fifth Street, lying North of and adjacent to Blocks~J & K of the hemp � est End Addition to the City of ?ichita Falls, and being more particularly described as follows: beginning at a point in the 17est line of Fillmore Street, 10 feet North of the Northeast corner of Block K, Kemp's West End Addition to the City of viichita Falls; Thence North 890 34' Vest a distance of 977.7 feet to a point 10 feet North of the Northwest corner of Block J, Kemp's Vest End Addition; Thence North 30 feet to a point in the North line of Fifth Street; Thence South 890 34' East along the North line of Fifth Street, 977.7 feet to a point in the East line of Fillmore Street; Thence South 30 feet to the point of beginning. Moved by Alderman Hardage that the Board of Aldermen of the City of Wichita Falls authorize the execution for and on behalf of the City of Wichita Falls for that certain Works Progress Administration Project Proposal, Sponsor's Proposal No. 10060, and being a project to transcribe, catalogue, cross-index, and prepare a new file of records in the office of the City of Wichita Falls, Texas, and, further, that W. E. Fitzgerald, Mayor of the City of Yichita Falls, be authorized to execute such project as the Sponsor's Agent, and that T. Bryan Miller, City Manager, be authorized to execute such project proposal as the fiscal officer of said City. Motion seconded by Alderman Bebb and carried. Moved by Alderman Hardage that the Board of Aldermen of the City of Wichita Falls do hereby allocate and set aside to that certain project described in Works Progress Administration Project Proposal, Sponsor's Proposal No. 10060, and entitled "Project to transcribe, catalogue, cross-index, and prepare a new file of records in the office of the City of Wichita Falls, Texas", all those certain funds, materials and equipment as set in such project proposal, as the Sponsor's contribution, and being in the total amount of $360.75, and that such funds allocated from and constitute a charge against the General Fund of said City. Motion seconded by Alderman Bebb and carried. Moved by Alderman Bebb that the Board authorize refund to Wilson Grove and Clemine Johnson in the sum of $15.00 of payment made for usDof the Auditorium. Motion seconded by Alderman Hardage and carried. Moved by Alderman Hardage that the Board allow dance permit be issued to the District Nurses Association, dance to be held at the Kemp Hotel October 31st and license to be issued without charge. Lotion seconded by Alderman Wolf and carried.
