8:00 P. M. on the above date in the Council Room in the 1emorial Auditorium with

1938, HAVING DULY CONSIDERED THE REPORT
IN REGULAR LING THIS THE 21TI-1 DAY OF AUGUST
OF THE COWITIM
THAT the Board of Aldermen of Wichita Falls , in regular meeting this the
29th day of August, 1938, duly considered the report of the Committee, heretofore that

pointed to conduct public hearings On the petition of a number of citizens asking th
an election be called for the purpose of constructing a competing municipally owned
n Y�Tichita Falls, Texas, and, after due consideration, the Council con-
electric light plant i recommends that no election be
hereby approves said report in so far as the same rec
sidered for said purpose, for the following reasons, to-wit:
(1) This grant and loan has heretofore been submitted to the people of
I''Achita Falls and, by a vote on two different occasions, has been rejected, first
on December 11, 1935, and again on January 11, 1936.
(2) Since January 1, 1936, the local utility has made a substantial re-
duction in reates, as follows:
(a) January 1, 1936, residential and commercial light rates, and
combined light and power rates were reduced, aggregating an annual reduction of
41,500.00.
(b) February 1, 1937, large power rates were reduced, aggregating
an annual reduction of $5,800.00.
(c) may 1, 1937, light and power rates were reduced, aggregating
an annual reduction of �1,394.00.
(d) July 1, 1937, the power rates were reduced, aggregating an
annual reduction of 3,050.00.
(e) Tune 1, 1938, residential and commercial, small and large power
rates were reduced, aggregating an annual reduction of y65,900.00.
(3) The total annual reduction since January 1, 1936, by the local
utility amounts to more than $100,000.00; therefore, the rates structure is much
more favorable now than it was when the voters refused to build a competing light
plant, and there is less reason now for calling an election than there was then.
(4) The acceptance of this grant and loan would likely interfere with
the grant and loan for improvements to our water system, which is owned by the
City, and other worthwhile improvements.
(5) This grant and loan is conditioned upon a bona fide proposition from
the City Council to the existing light plant to purchase the existing light plant.
In order to make a bona fide offer to purchase the existing light plant, a con-
siderable expense to the city would ensue for survey, inventory and appraisement
of the existing plant's holdings.
(6) A competing light plant, in the judgment of this Council, at a cost
of a million dollars would not result in any substantial reduction in rates, be-
cause after the payment of operating expenses, interest and principal on said boTids,
the revenues of a competing plant would not justify a substantial reducition in
rates, nor provide a profit for the City.
(7) Under the present offer and set-up, the City would be compelled to
pay approximately60,000.00 interest before the plant is put in operation, and
in addition thereto the expense of survey, inventory and appraisement of the
existing plant which, in all probability would not be less in the aggregate of
$701000.00.
(8) T e are of the opinion that municipal ownership of an electric light
and power system wou1G be niore satisfactory and much more profitable if the City
would purchase outright the prc-ent system, even at a greater cost than the con-
struction of a new system, thereby securing the entire field of revenue and patron-
age, and avoiding epripetition with all its attendant rate fights and other trouble.
(9) The City at this time does not have the funds available to coriply
with the Government's offer for interest payment beginning September 1, 1936, ex-
pense of survey, inventory and appraisal of the existing plant, without either
increasing the tax rate, finding other sources of revenue, or repealing the
homestead exemption.
For these reasons, we do not believe it wise to order said election.

RESOLTUION
1HEREhS, the United States Government, through the Public Works Administra-
tion, has made a conditional offer to the City of Wichita Falls, Texas, of a loan and
grant described as No. 9630 for the purpose of constructing an electric light and
power system, conditioned specificly upon the City being unable to purchase the
existing electric light and power system, and
rdJ-,ERFa?S, after due consideration by a special committee of the Board of
Aldermen in public hearings and after consideration by the Board as a whole, of the
said FWA tentative offer, and after consideration of other pressing and paramount
needs of the City for extensive improvements to the water system and public buildings,
and
IHEREk3, it is the sense of this Board that the best interests of the City
will be served by declining to accept said offer of loan and grant under No. 9630,
and in lieu of said offer requesting allocation of Public Works Administration funds
for other more necessary improvements,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDER�,TNT OF THE CITY OF
WICHITA FALLS, TEXAS:
THAT this Board hereby respectfully declines offer of loan and grant herein-
above described and requests and urges the Public `"corks Administration to allocate a
portion of the funds under No. 9630 to improvement projects for the City of Wichita
Falls Water System, and public buildings.
