The -board of Aldermen of the City of ? ichita Falls met in regular session
at 8:00 P. 11. on the above date in the Council Roon in the Ie,enorial Auditorium with
the following members present:

The 11inutes of the regular meeting of July 25th were read.
Moved by Alderman Hardage that the Minutes of the regular meeting of July
25th be approved as read.

AN ORDINANCE AMENDING SECTIONS 2, 5 AND 6 OF CR.DINANCE NO. 986, PASSED
AND APPROVED ON JUNE 18, 1928, AS ATTENDED BY ORDINi-alCE PASSED AND APPROVED JULY
11, 1932, INCREASING THE LICENSE FEE PROVIDED FOR IN THE ORIGINAL ORDINANCE No.

A LICENSE AS AN "ITIIdERANr VENDOR" TO BE FILED SIXTY DAYS BEFORE GRANTING OF A
LICENSE, AND EXCEPTING FROM THE OPERATION OF THIS ORDINANCE PERSONS, FIRMS OR COR-
PORATIONS ENGAGED EXCLUSIVELY IN THE SALE OR DISTRIBUTION OF AGRICULTURAL, FARM OR
DAIRY PRODUCTS, AND DECLARING AN EMERGENCY.

reading.

Moved by Alderman Babb that the Board instruct the City Attorney to prepare
an ordinance prohibiting sale of beer in the City of Wichita Falls between the hours
of 12:00 o'clock P.M. and 7:00 A. M.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Wolf that the Board of Aldermen of the City of Wichita
Falls, Texas, hereby approve and adopt map or plat of Blocks numbered One, Two, Three
and Four of the Lee Wilson Addition to the City of Wichita Falls, Texas, and hereby
approve dedication to the public the streets and alleys as same are shown on said
plat which is filed in the records of the Clerk of Wichita County, Texas, dedication
being made by The First National Bank of Wichita Falls .

Moved by Alderman Williams that the Board authorize issuance of dance hall
license to Wm. P. Vandegriff, doing business as Van's Pig Strand, at 410 North Scott.
Motion seconded by Alderman Hardage and carried by the following vote:

Nays: Aldermen Fitzpatrick.
Moved by Alderman Babb that the Board of Aldermen of the City of Wichita
Falls authorize the execution for and on behalf of the City of Wichita Falls t)r that
certain Works Progress Administration Project Proposal, Sponsor's Proposal No. 2-38,
and being a project of city wide extensions of sewer lines, and, further, that W. E.
FITZGERALD, Mayor of the City of Wichita Falls, be authorized to execute such project
as the Sponsor's Agent, and that J. Bryan Miller, City Manager, be authorized to exe-
cute such project proposal as the fiscal officer of said City.
Motion seconded by Alderman Wolf and carried.
Moved by Alderman Babb that the Board of Aldermen of the City of Wichita
Falls do hereby allocate and set aside to that certain project described in Works Pro-
gress Administration Project Proposal, Sponsor's Proposal No. 2-38, and entitled
"Project of city wide extension of sewer lines," all those certain funds, materials
and equipment as set in such project proposal, as the Sponsor's contribution, and being
in the total amount of $2,418.45, and that such funds allocated from and constitute a
charge against the General Fund of said City.

Moved by Alderman Babb that the Board of Alderman of the City of Wichita
Falls authorize the execution for and on behalf of the City of Yichita Falls for that
certain Works Progress Administration Project Proposal, Sponsor's Proposal No. 3-38,
and being a project of city wide extensions of water lines, and, further, that W. E.
Fitzgerald, Mayor of the City of Wichita Falls, be authorized to execute such project
as the Sponsor's Agent, and that J. Bryan Miller, City Manager, be authorized to
execute such project oposal as the fiscal officer of said City.

Moved by Alderman Bebb that the Board of Aldermen of the City of Wichita
Falls do hereby allocate and set aside to that certain project described in Works
Progress Administration Project Proposal, Sponscr's Proposal No. 3-38, and entitled
"Project of city wide extension of water lines", all those certain Hinds, materials
and equipment as set in such .project proposal, as the Sponsor's contribution, and
being in the total amount of 5,881.04, and that such funds allocated from and con-
stitute a charge against the Water Fund of said City.

The special committee appointed by Mayor Fitzgerald, pursuant to an order
of the Board of Aldermen, for the purpose of considering a petition filed by a
Committee of Petitioners of the voters requesting submission of certain questions
relative the construction of a light and power plant and water plant to the voters,
and for the purpose of making investigations relative to said petition and request
and the holding of public" hearings on said petition, filed a written report with
the Board of Aldermen as follows:
TO THE 1AAYCR AND CITY COUNCIL
of WICHITA FALLS, TEXAS:
We, your Committee, appointed to conduct public hearings on the petition
presented by a number of taxpayers and citizens of V ichita Falls, requesting that
an election be ordered to determine whether or not the City of Wichita Falls should
build an electric light plant, and make certain additions and improvements to the
water system, as outlined in application No. 9630, have had one public hearing and
have obtained quite a bit of information relative thereto, and beg leave to report
as follows:
We recommend that no election be ordered, as called for in said petition,
for the following reasons:
(1) The grant is conditioned upon a showing that a reasonable, bona fide
offer has been made to purchase the existing plant, and, by it, refused. This
offer has not been made and such a showing at this time could not be furnished.
This could not be done until a survey and estimate of the value of the existing
plant has been conducted.
(2) It would cost the City of Wichita Falls a considerable sum of money
to secure the services of an expert, or experts, to make such survey and estimate
as would justify a reasonable, bona fide offer of purchase.
(3) Again, if the existing plant should accept said offer, the tax payers
would have to vote a bond issue sufficent to pay for said plant, which would involve
an annual payment of thousands of dollars to meet sinking fund and interest
requirements.
(4) We have secured, in the last three months, a reasonable reductions of
electric light rates for the citizens of Wichita Falls, aggregating a saving of
$65,000.00 per year.
(5) The construction and building of Possum Kingdom Dam and other like
projects in this state, will undoubtedly cause a reduction in electric rates, and
possibly enable Wichita Falls to receive further and more substantial reductions
in the future.
(6) If we should accept the present grant, or purchase the existing plant,
we could be compelled to involve the City in additional indebtedness to the extent
Of $1,000,000.00 or $2,000,000.00 and, under our present set-up, be forced to raise
our taxes or do away with the Homestead Exemptions, or find new revenue sources to
properly and legally provide for the liquidation of our present indebtedness of
more than 3,000,000.00, and this added indebtedness of from one to tM million
dollars.

(7_) Repairs and additions to our water systm, and other urgent and worth-
while projects, which will necessarily increase our indebtedness to approximately
$800,000.00, are more vital and important thanthe building of a light plant.
(8) It is thought that in view of the fact that the present plant has a
franchise, good until 1951, that a competitive city built plant would not be practical,
or produce much results in either reduced rates or city revenue.
(9) The grant, No. 9630, pledges the revenues from our water plant for the
payment of the proposed light plant, and this would tie up the revenues from our water
system.
(10) 'V"ith our present light rates comparable with other cities in Texas, and
with our existing indebtedness current at this time and in better shape than it has
been - for years, and in view of the fact that the people of v'Jichita Falls have twice,
heretofore, voted down a like proposition, and for the other reasons hereinabove
mentioned, we submit that it would be unwise to ask the people of ',,J'ichita Falls to
vote upon this question.

the Taxicab Fund.

Moved by Alderman Williams that the Council authorize adjustment of personal
and property taxes and settlement of same as outlined in the following schedule:
