Memorial Auditorium Building
July 18, 1938
The Board of Aldermen of the City of Wichita Falls met in regular session
at 8:00 P. M. on the above date in the Council Room in the Memorial Auditorium with
the following members present:
W. E. Fitzgerald, Mayor
J. W. Fitzpatrick,
H. J. Naylor,
Jas. M. Williams, Aldermen
Frank Wolf,
J. Bryan Miller, City Manager
Geo. T. Henderson, Acting City Clerk
T. A. Hicks, City Attorney
The Minutes of the regular meeting of July llth were read.
Moved by Alderman Naylor that the Minutes of the regular meeting of July
llth be approved as read.
Rlotion seconded by Alderman Williams and carried.
Loved by Alderman Williams that License be granted to falter E. Hodges to
operate a domino parlor at 714 Ohio Avenue.

A general discussion was had with reference to the City purchasing a
right-of-way for Highway 30, and a Committee of four consisting of Aldermen
Hardage, Naylor and Volf and City manager Miller were appointed to investigate
the exact cost of procuring the right-of-way for said Highway 30 and report
their findings at the next regular meeting.
moved by Alderman Williams that the Board approve dedication of the Lee
Lilson Subdivision as outlined below:

"That The First National Bank of Wichita Falls , a corporation, as Trustee,
by and through its duly authorized officers, does hereby adopt the annexed map or
plat of Block No. One (1) and Block No. Two (2) of the Lee Wilson addition to the
City of Voichita balls, Texas, and do hereby dedicate to the public karshall Street
in said Addition from its intersection with Ardath Street south for a distance of
170 feet and the alley south of said .docks lio. One (1) and Two (2) , as both said
street and said alley are shown on said map or plat, and it hereby agrees that in
making sales of said property within the limits of that portion of said raddition
so platted and hereby dedicated, same shall be done by reference to the Lot and
Block numbers as shown on said plat, by which numbers said addition of land shall
hereafter be known and conveyed.

-Walls authorize the execution for and on behalf of the City of ;'oichita Falls for that
certain Works Progress Administration Project Proposal, Sponsor's Proposal No. 38-2,
and being a project of city wide extensions of water and sewer lines, and, further,
that W. E. Fitzgerald, Mayor of the City of Wichita Falls, be authorized to execute
such project as the Sponsor's Agent, and that J . Bryan hiller, City Manager, be auth-
orized to execute such project proposal as the fiscal officer of said City.
Motion seconded by Alderman Williams and carried.
Moved by Alderman Naylor that the Board of Aldermen of the City of 4yichita
Falls do hereby allocate and set aside to that certain project described in Works Pro-
gress Administration Project Proposal, Sponsor's Proposal No. 38-2, and entitled
"Project of city wide extension of water and sewer lines", all those certain funds,
materials and equipment as set in such project proposal, as the Sponsor's contribution,
and being in the total amount of 8,640.93, and that such funds allocated from and con-
stitute a charge against the Water Nand and Sewer Fund of said City.

Moved by Alderman Williams that the City extend water service to Blocks 1
and 2, Wilson Subdivision, on Ardath Street at an approximate net cost of $500 and
sewer service in the alleys through Blocks 1 and 2, Wilson Subdivision, at an approxi-
mate net cost of $350 using a ,,.P.A. project for both water and sewer, upon the pay-
ment of all delinquent taxes on the entire Wilson estate for 1938 and prior years and
upon payment of all taxes owed the City by A. C. Realty Company on both personal and
real property for 1937 and prior years and upon payment by A C Realty Company to the
City of Lichita Falls an approximate amount of $350 for materials for the sanitary
sewer extension provided above. The water and sewer extensions set up and payment
provided by A C Estes on sewer is on the basis that a V1.P.A. project be secured and
the work done under such project.
Motion seconded by Alderman Fitzpatrick and carried.
Moved by Alderman Wolf that the Council authorize adjustment of personal and
property taxes a nd settlement of same as outlined in the following schedule:

RESOLUTION
A RESOLUTION AUTHOFIZING THE BOARD OF ALDER&M OF THE CITY OF WICHITA FALLS,
TEXAS, TO FILE AN APPLICATION TO THE UNITED SPATES OF RIERICA VHROUGH THE FEDERAL
EMMGENCy ADMINISTRATION OF PUBLIC WORKS FOR A LOAN AND GRANT TO AID IN FINANCING THE
CONSTRUCTION AND FMIODELING OF THE OLD POST OFFICE BUILDING INTO A POLICE STATION AND
THE OLD POLICE STATION INTO THE CENPRAL FIRE STATION TOGETHER WITH ALL FURNISHINGS
AND EQUIPMENP REQUIRED THEREBY, AND DESIGNATING J. BRYAN MILLER, CITY MhNAGER OF THE
CITY OF WICHITA FALLS, TEXAS, TO FURNISH SUCH INFORMATION AS THE CGERNMENT MAY REQUEST.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF `JdICHITA FAILS, TEXAS._
SECTION 1. That J. Bryan Miller, City Manager of the City of Wichita Falls ,
Texas, be and he is authorized to execute and file an application on behalf of the
City of Wichita Falls, Texas, to the United States of America for a loan and grant ,to
aid in financing the construction and remodeling of the old Post Office building into
a Police Station and the old Police Station into the Central Fire Station together
with all furnishings and equipment required thereby.
SECTION 2. That J. Bryan Miller, City Manager of the City of Wichita Falls,
Texas, be and he is hereby authorized and directed to furnish such information as the
United States of America through the Federal Emergency Administration of Public Works
may reasonably request in connection with the application which is herein authorized
to be filed.
