The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session at 8:30 P. M. on the above date in the Council Room in the Memorial auditor-
ium with the following members present:

The I,,inutes of the regular meeting of May 3 were read.
Moved by Alderman Bebb that the minutes of the regular meeting of May 3
be approved as read.
Motion seconded by Alderman Williams and carried.
ORDINANCE NO. 1252
AN ORDINANCE PROVIDING THAT IF ANY PERSON SHALL BET OR WAGER UPON ANY DOG
RACE OR UPON TFE RESULT OF ANY RACE, SPEED, SCKILL OR ENDURANCE CONTEST OF, BY OR
BETWEEN DOGS, WITHIN THE CORPORATE LII'ITS OF THE CITY OF WICHITA FALLS, TEXAS, THE
SAME SHALL CONSTITUTE A A+ISDWANOR, PUNISHABLE BY FINE OF NOT EXCEEDING FIFTY
DOLLARS FOR EACH OFFENSE; FURTHER PR OC I DI NG THAT IF ANY PERSON S H.UI KEEP OR BE IN
ANY MAMM INTERESTED IN KEEPING ANY PREMISES, BUILDING. ROOT0, PLACE, TRACK, PARK,
LAND, FIELD, LOT, OR ANY OTHER PLACE LIYE OR UNLIKE THE FOREGOING ENUITRATION FOR
THE PURPOSE OF BEING USED AS A PLACE TO BET OR WAGER UPON ANY RACE, OR SPEED, SKILL
OR ENDURANCE CONTEST OF, BY OR BETWEEN DOGS, WITHIN THE CORPORATE LD ITS OF TI,'E
CITY OF WICHITA FALLS, TEXAS, THE SAME SHALL CONSTITUTE A MISDEMEANOR PUNISHABLE
BY FINE NOT EXCEEDING TWO. HUNDRED DOLLARS, AND FURTHER PROVIDING THAT EACH RACE OR
CONTEST SHALL CONSTITUTE A SEPARATE OFFENSE; FURMER PROVIDINNG FOR THE REQUISITES OF
AN INDICTFINT AND PROOF IN KEEPING PREI11ISES AND USING THE SAME FOR THE PURPOSE OF
BETTING OR WAGERING ON ANY RACE OR ENDURANCE CONTEST BETWEEN DOGS, OR RECEIVING
BETS FOR SUCH PURPOSE; REPEALING ALL LAWS OR PARTS OF LAWS IN CONFLICT THEREWITH,
AND DECLARING AN EMERGENCY.
Moved by Alderman 'golf that Ordinance No. 1252 be passed on its second
reading.
Motion seconded by Alderman Fitzpatrick with the following result:
Yeas Aldermen 'golf, Fitzpatrick and Bebb.
Nays: Aldermen Naylor, -Hardage and Williams.

The vote on Ordinance 1252 being tied, the Mayor voted yeas and declared the
ordinance passed on its second reading.
Moved by Alderman Wolf that the Board appoint a committee from the citizen-
ship to be known as the CITIZENS TAX ADVISORY COMMITTEE to function in an advisory
capacity in conjunction with the Board of Aldermen on tax problems and particularly the
collection of delinquent taxes, and the Committee to be composed of the following:

Motion seconded by Alderman Bebb and carried..
Wayne Sommerville and committee representing the American Legion requested
the Board to grant license and permit without charge to the American Legion for the
showing of Haines carnival Show the latter part of June or first of July.
The Mayor requested that a written application be filed with the Board as per
the ordinance governing.
Moved by Alderman Wolf that the Council authorize and order adjustment of
property and personal taxes and settlement of same as outlined in the following schedule:

for the City of Wichita Falls for the year 1937.

Moved by Alderman Williams that the Board refer to the City Attorney for in-
vestigation and report claim filed by Z. D. Allen, Attorney, on behalf of Roy McAlister
W.P.A. employee injured on or about April 28, 1937.
Notion seconded by Alderman Naylor and carried.
Moved by Alderman Naylor that the Board instruct the City Attorney to prepare
amendment to Ordinance no. 1137 changing the license fee for master plumbers from
$10.00 per annum to $100.00 per annum.
Potion seconded by Alderman Hardage and carried.
Moved by Alderman Bebb that the Board hereby approve and extend the contract
of M. 0. Moore with the City of Wichita Falls for the purpose of seining Lake Wichita
for the period of one year from date of expiration of last extension and request Y. 0.
Moore to file monthly report with the City Manager.
Notion seconded by Alderman Wolf and carried.
Moved by Alderman Bebb that the Board of Aldermen of the City of Wichita Falls
Texas, hereby approve and recognize the organization of the Fire Department of the City
under the provision of House Bill No. 258, Texas Legislature, which has become a law of
the State in the establishment of a Board of Trustees for the Firemen Relief and Re-
tirement Fund and order the Notice of Organization signed by the Chief of the Fire
Department , Secretary of the Board of Trustees, spread upon the Minutes.

NOTICE TO GOVERJING BODY OF ORGANIZATION
Under the provisions of House Bill No. 258 Texas Legislature, which has become
a law of the State, the Fire Department of Wichita Falls has organized for the purpose
of making it possible for the employees of the Fire Department to avail themselves of
the benefits of this law.
The Fire Department has duly conformed with the above mentioned provisions and
hereby notify the Honorable Board of Aldermen of the City of Wichita Falls, Texas, of
the election of Henry Smith for three year term, Howard Tate for two year term, and
G. C. Habern for one year term, members of the Board of Trustees of the Firemen's Reliet
and Retirement Fund, said three members, together with the Mayor and City Clerk, to
compose said Board of Trustees.

Moved by Alderman Naylor that the Board of Aldermen of the City of Wichita
Falls authorize the execution for and on behalf of the City of Wichita Falls of that
certain Works Progress Administration Project Proposal, Sponsor's Proposal Nb. 3-37,
and being a project to provide employment for needy professional, educational, and
clerical persons for the supervision and coordination of recreational activities, in-
cluding recreational and leisure time leaders for games, sports, social activities and
the training for recreational leadership, and, further, that W. E. Fitzgerald, Mayor of
the City of Wichita Falls, be authorized to execute such project proposal as the Spon-
sor's agent, and that T. Bryan Miller, City Manager, be authorized to execute such
project proposal as the fiscal officer of said City.
Motion seconded by Alderman Fitzpatrick and carried.

Moved by Alderman Naylor that the Board of Aldermen of the City of
Wichita Falls do hereby allocate and set aside to that certain project described
in Works Progress Administration Project Proposal, Sponsor's Proposal No. 3-37, and
entitled "Project to provide employment for needy professional, educational and
clerical persons for the supervision and coordination of recreational activities,
including recreational and leisure time leaders for games, sports, social activities
and the training for recreational leadership" all those certain funds, material and
equipment as set out in such project proposal, as the Sponsor's contribution, and
being in the total amount of 2,410.50, and that such funds be allocated from and
constitute a charge against the Park Fund of said City,

Moved by Alderman Wolf that the meeting be adjourned.

The Board of Aldermen then adjourned.
