M. on the above date in the Council Room in the L,-emorial Auditorium with the following members present: W. E. Fitzgerald, Ylayor 11. Williams, Edwin A. Bebbf Aldermen Frank Wolf, J. Bryan Miller City kanager T. H. Crouch, City Clerk T. A. Hicks, City Attorney The Minutes of the meeting of February 1 were read. Moved bv Alderman Wolf that the Minutes of the meting of February 1 be approved as read. Motion seconded by Alderman Bebb and carried. ORDINANCE NO. 1248 AN ORDINANCE FOR THE LICENSING AND REGULATING OF ALITM,'OBILES FOR HIRE, PROVIDING FOR A PER,!IT OR CERTIFICATE OF PUBLIC NECESSITY AND CONVENIENCE, PRE- SCRIBING RATES TO BE CHARGED, REQUIRING CHAUFFEUR'S LICENSES FOR DRIVERS OF SUCH AUTOMOBILES, REQUIRING M 2UWISHING OF INSLTLQTCE OR BONDS BY THE OPERATORS OF SUCH CARS, fEQUIRING THE FILING OF AN AFFIDAVIT SHOWING THE NP2,,-,ES AND ADDRESSES OF AIL aqMS AND PERSONS INTERESTED IN SUCH BUSINESS, RE(ZUIRING SUCH OPERATORS TO HAVE RESIDED IN THE CITY OF WICHITA FALLS FOR AT LEAST SIX kONTHS BEFORE EN- GAGING IN SUCH BUSINESS, PROHIBITING THE TRANSPORTING OF PERSONS FOR THE PURPOSE OF LZWSNESS, ETC. , PROVIDING FOR THE REVOCATION OF LICENSE UNDER CERTAIN CONDITIONS, PROVIDING THAT IF ANY PART OF THIS ORDINANCE IS HELD TO BE NULL AND VOID THEN SUCH HOLDINGS SHALL NOT AFFECT THE OTIMR SECTIONS OF THIS ORDINANCE, PROVIDING �ffTAT IF ANY SECTION OF THE ORDINANCE 15 IN CONFLICT INITH THE STATE IXV, THEN THE SAID STATE LAW SHALL GOVERN, PRESCRIBING THE PENALTY AND DECLARING AN' E11ERGENCY. Motion seconded by Alderman Wolf and carried. loved by Alderman Babb that the Mayor appoint a committee from the Board of Aldermen to consult with the property owner and the representatives of the Country Club to consider rerouting of Holliday Creek Channel through the Country Club property and to bring a recommendation to the Board. Motion seconded by Alderman Wolf and carried. The Mayor appointed Aldermen Babb, 'Wolf and Williams, as a committee to con- sider rerouting of Holliday Creek Channel through the Country Club. Yoved by Aldermen 1,11illiams that the Board grant request of the American Legion Post and order issuance of a permit to the Loos Carnival Shows to operate for a period of six days during the month of March, said permit and license to be without charge and issued only on the written application conforming to the terms of the ordi- nance governing. Motion seconded by Alderman Babb and carried. Moved by Alderman Babb that the Board refer to the City Attorney for investi- gation and report the request and claim of Mrs. Owen Tumulty in the matter of taxes held against Lost 6. Block 1. Harrison Addition. I.otion seconded by Alderman Wil.Liams and carried. Bert Darden, attorney for the Conruittee of Petitioners previously petitioning the Council for amendment to the City Charter for the purpose of establishing civil service for city employees, presented to the Board amendment to the petition originally filed. This amendment petition was accepted by the Board of A ldermen and referrred to the City Clerk for procedure set out in the Charter. loved by Alderman Wolf that the Council authorize and order adjustment of property and personal taxes and settlement of same as set out in the following schedule: Yotion seconded by Alderman Babb and carried.
