Min 02/01/1937 522 Wichita Falls, Texas Memorial Auditorium Building February 1, 1937 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date at 7:30 P. Y. in the Council Room in the memorial Auditorium with the following members present: W. E. Fitzgerald, Mayor Edwin A. Babb, a Claude Miller, J. B. Stokes, 4 Aldermen H. J. Naylor, Frank Wolf, J. Bryan lGiller, City Manager J. H. Crouch, City Clerk T. A. Hicks, City Attorney James M. Williams appointed by the Board of Aldermen on January 25 to Place No. 3 on the Board of Aldermen of the City of 1.1ichita Falls took the Oath of Office and was duly seated as a member of the Council. F The Minutes of the meeting of January 25 were read. j Moved by Alderman Babb that the Minutes of the meeting of January 25 be approved as read. t Motion seconded by Alderman Wolf and carried. 1 F ORDINANCE NO. 1248 AN ORDINANCE FOR THE LICENSING AND REGULATING OF AUTOMOBILES FOR HIRE, PROVIDING FOR A PERMIT OR CERTIFICATE OF PUBLIC NECESSITY AND CONVENIENCE, PRE- SCRIBING RATES TO BE CHARGED, REQUIRING CHAUFFEUR'S LICENSES FOR DRIVERS OF SUCH AUTOP�:OBILES, REQUIRING THE FURNISHING OF INSURANCE OR BONDS BY THE OPERATORS OF SUCH CARS, REQUIRING THE FILING OF AN AFFIDAVIT SHOWING THE NEIMES AND ADDRESSES OF ALL OWNERS AND PERSONS INTERESTED IN SUCH BUSINESS, REQUIRING SUCH OPERATORS TO HAVE RESIDED IN THE CITY OF WICHITA FALLS FOR AT LEAST SIX YCINTHS BEFORE ENGAGING IN SUCH BUSINESS, PROHIBITING THE TRANSPORTING OF PERSONS FOR THE PURPOSE OF L=D- MESS, ETC. , PROVIDING FOR ZiE REVOCATION CF LICENSE UNDER CERTAIN CONDITIONS, PRO- VIDING THAT IF ANY PART OF THIS ORDINANCE IS HELD TO BE A'UU AND VOID THEN SUCH HOLDINGS SHALL NOT AFFECT THE OTHER SECTIONS OF THIS ORDINANCE, PROVIDING THAT IF ANY SECTION OF THE ORDINANCE IS IN CONFLICT "tITH THE STATE LAW, THEN THE SAID STATE LAW SHALL GOVERN, PRESCRIBING THE PENALTY AND DECLARING AN EMERGENCY. 11oved by Alderman Babb that Ordinance No. 1248 be passed on its second reading. D. , 1936, ENTITLED AN ORDINANCE CREATING AND IEFINING PARKING 1EITER ZONES IN THE CITY OF WICHITA FALLS, TEXAS; PROVIDING FOR THE INSTALLATION, OPERA- TION AND MAINTENANCE OF ATCHANICAL rEVICES TO REGULATE PARKING IN SAID PARKING METER ZONES; PROVIDING FOR THE COLLECTION OF REGULATORY AND INSPECTION FEES FOR THE USE OF SUCH DEVICES; PROVIDING FOR THE IEPOSIT OF SUCH FEES BY THE CITY TREASURER IN A SPECIAL FUND; PROVIDING FOR THE BETHOD AND PURPOSES OF DISBURSEMENT OF SAID FUND; MAKING IT UNLA1,7UL TO USE THE STREETS OR PORTIONS OF MiE STREETS SO DESIGNATED FOR PARKING EX- CEPT THROUGH USE OF PARKING METERS; DEFINING 71HAT ACT SHALL BE UNLA111FUL, AND FIXING PENALTIES FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH AND DECLARING AN EMERGENCY. loved by Alderman Miller that Ordinance No. 1249 be passed on its second reading. Motion seconded by Alderman Naylor and carried by the following vote: Yeas: Aldermen Hiller, Naylor, :golf, Stokes, Williams, and Bebb. Nays: None. Alderman Naylor nominated Mrs. P. E. Miller as a member of the Board of Ap- peals of Commercialized Amusements. Moved by Alderman Bebb that nominations be closed and Mrs. P. E. Miller elected by acclamation as a members of the Board of Appeals of Commercialized Amusements., i s Motion seconded by Alderman Naylor and carried. f 9 i I Loved by A lderman Wolf that the Board accept report of the City Attorney in g the Archa claim and that said claim be hereby disallowed. Motion seconded by Alderman Miller and carried. Moved by Alderman Miller that the Board of Aldermen allow and order payment of claim of Joe Ward, Engineer, in the sum of $235.00; this amount to be in full for all. claims and services rendered by Joe Ward on applications of the City to all government agencies. i Motion seconded by Alderman Naylor and carried. Moved by Alderman Bebb that the City Manager's recommendations for the pur- chase of automotive equipment on the basis of low bids be approved. Motion seconded by Alderman 3olf and carried. Moved by Alderman Bebb that the Board of Aldermen approve and recommend organization of a Tennis Club to be known as the Weeks Park Tennis Club, subject to the organization of said club with at lease 20 members, with an annual member- ship fee of $10.00; courts and locker equipment to be established and maintained on j the grounds of the Neeks Park Golf Club and said club to be operated under general rules and regulations established by the City for ;'leeks Park Golf Club. i i Rotion seconded by Alderman Naylor and carried. E F Moved by Alderman Miller that the Board of Aldermen authorize payment of the City's prorata part of receipts from parking meters on January 29 and 30 and February 1, together with the prorata part of said receipts due to the Parkrite Corporation to the American Red Cross Association for the relief of the present y! flood emergency disaster; said amounts totaling $281.30 and the Parkrite Corpora- tion payment having been authorized by the said Parkrite Corporation. Motion seconded by Alderman I.Iolf and carried. Yoved by Alderman Bebb that the Council order payment of 90.00 for the purchase of chairs for the Wichita County Sewing Room.
