C. de Yontel, Attorney, for certain interests, requesting the consideration and issuance of a franchise to operate an electric light and power plant in !;'Jichita Falls be referred to the City Attorney with particular reference to Section 121 of the City Charter, and request that the Attorney report on the legal phases of this application.
