M. on the above date in the Council Room in the Yemorial Auditorium with the following members present: Zohn T. Young, kayor Yark D. Walker V. E. Stampfli: J. B. Stokes, Aldermen Claude Miller, Yack Thomas, City yanager J. H. Crouch, City Clerk E. George, City Attorney The yinutes of the regular meeting of April 6 and called meeting of April 9 were read and approved The following resignation of Lack Thomas, City Manager, was read: April 61 1936 Honorable Layor end Board of Aldermen City of Wichita Falls, Texas Gentlemen: I am this day tendering you my resignation as City Yanager of the City of T,A,Tichita Fallst Texas, to take effect the night of April 13, 1936, at which time the newly elected Council takes charge. Loved by Alderman Walker that the Board of Alderman authorize end instruct the City Tax Assessor and Collector to reduce assessments on the 1935 tax rolls to the arounts originally rendered as per the following schedule: 1. Moved by Alderman Miller that the following Resolution be adopted. Motion seconded by Alderman Stampfli and carried by the following vote: Yeas: Aldermen Miller, Stampfli, Stokes, and Walker. Nays: None. RESOLUTION I)EEREA,S, at a regular meeting of the Board of Aldemen of the City of Wichita Falls held at the regular meeting place in the Council 'Room of the Yemorial Auditorium Building in said City on the 13th day of April, 1936, at which a quorum was present, I came on to be considered the returns of the city election held on April 7, 1936, for the purpose of electing a mayor and four aldermen for said City, and for the recall of Ylayor John T. Young and Alderman Yack Taylor. Whereas, after canvassing the returns of said election it was found to be dul and legally held in all respects, and there were cast at said election 6548 votes for I the election of a mayor and four aldermen and 5304 votes were cast for the recall of Alderman Taylor and 5198 for the recall of Mayor Young, and that For Mayor IV. E. Fitzgerald received 4367 votes k-ack Taylor received 2137 For Alderman Place Number Three (3) Roy Bryan received 4286 E. S. Morris received 2137 For Alderman Place Number Four (4) E. A. Bebb received 4052 E. B. Zittel received 171T P. A. McIntosh received 667 For Alderman Place Number Five (5) 4364 H. J. Naylor received J. 0. Fitzgerald received the greatest number of votes at said election for Mayor, that Roy Bryan received the greatest number of votes cast at, said election for Alderman Place Number Three (3), that E. A. Bebb received the greatest number of votes cast at said election for Alderman Place Number Four (4), that H. J. Naylor received the greatest number of votes cast at said election for Alderman Place Vumber Five (5), that Frank Wolf received the greatest I number of votes cast at said election for Alderman Place Number Six (6), that the greatest number of votes were cast in favor of the recall of Mayor John T. Young, and that the greatest number of votes were cast for the recall of Alderman Mack Taylor, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERPEN CF THE CITY OF WICHITA FALL�, TEXAS: Roy Bryan and Frank 77olf THAT TV. E. Fitzgerald, I E. A. Babb, H. J. Naylor, were duly and legally elected Yayor and Aldermen of the City of Wichita Falls at said election and that Mayor John T. Young and Alderman Mack Taylor were recalled and that said election was in all respects legally held in accordance with the laws of the State of Texas and the Charter and Ordinances of said City. PASSED AND APPROVED this the 13th day of April 1936. The retiring Mayor, John T. Young, administered oath of office to the newly elected mayor and aldermen who took their seats at the council table. ORDINANCE No. 1228 Ay ORDINANCE IFAYING AN APPROPRIATION FOR THE SUPPORT OF THE CITY GOVERN- ? 'Z mENT UNTIL THE FINAL ADOPTION OF A BUDGET AND PASSAG OF A GENERAL APPROPRIATION ORDINANCE FOR THE YEAR BEGINNING APRIL 1, 1936, AND ENDING YARCH 31, 1937, AND DECLARING AN EEE� RGENCY. 361 Moved by Alderman Babb that Ordinance No, 1228 be passed on its first reading. Motion seconded by Alderman Miller and carried by the following vote: Yeas: Aldermen Rabb, Miller, Bryan, Naylor, 11olf, and Stokes. Nays: None* Moved by Alderman Bebb that the rules requiring ordinances to be read on three separate days be suspended and an emergency declared and that Ordinance No. 1228 be passed on its second reading. Motion seconded by Alderman Miller and carried by the following vote: Yeas: Aldermen Babb, Miller, Stokes, Bryan, Naylor, and wolf. Nays: None* Moved by Alderman Bebb that Ordinance No. 1228 be passed on its third and final reading and be adopted as read. Motion seconded by Alderman Miller and carried by the following vote: Yeas: Aldermen Babb, Miller, Wolf, Stokes, Bryan, and Naylor. Nays: Noneo Moved by Alderman Bryan that the Board of Aldermen authorize the contunance of operation of governmental and local agencies for the distribution of relief supplies until Lay 1, 1936. Tootion seconded by Alderman Miller and carried. Moved by Alderman Wolf that City Clerk J. H. Crouch be and is hereby appointedl Acting City Y.anager and George T. Henderson Acting City Clerk until such time as the Board of Aldermen make a permanent appointment of a City Yanager, it being the under- standing of the Council that the Acting City Manager will not initiate changes in the general policy or personnel, emergencies excepte d. Motion seconded by Alderman Bryan and carried. Damage claim of Miss Iva Johnson was presented to the Council by her attorney, Moved by Alderman Na�or that action on this claim be deferred and that the matter be referred to the Legal Department for investigation and report. Motion seconded by Alderman Bebb and carried, Moved by Alderman Yiller that the meeting be adjourned. Motion seconded by Alderman Wolf and carried. The Board of Aldermen then adjourned.
