To the City Council of the ',itv of '41ichita Falls:
19-y virtue of the power vested in T,.,e, is lavor of this 'Clity, I herp. return
you ordinance ITO. 1221 and I disap rove the. sar.k- for the follo,!,Ing reasons:
Because it -,Tas passed at nn illegal neetirr- of the Board of Paderr.nen, at
wh1ch no -,uorur, was present.
The unusual hour nd manner at which it was passed is contrary to the
charter Prid laws of the city, and for the further reason that the taxpayerF of the
city have already borne the expense of one election on substantially the same
matter, and the citizens of this city in my judm. ent do not approve the calling
of another election and the incurring the expense therefor to engae.e in such
entqrprise. It calls for needless expenditure of money, -and the city in my judg-
ment does not need or want a LAinicipally oi,.,ned light plant.
"Titness my hand at 4ichita Falls, this the 13th day of Jan. 1936.
