Min 12/16/1935 295 Wichita Falls, Texas Memorial Auditorium Building December 16, 1935 The Board of Aldermen of the City of Wichita Falls met in regular session at 7:30 P. M. on the above date in the Council Room in the Memorial Auditorium with the following members present: John T. Young, Mayor L. C. Rodgers, V. E. Stampfli, Claude killer, L ark D. Walker, � aldermen J. B. Stokes, Tack Taylor, Mack Thomas, City laanager J. H. Crouch, City Clerk W. E. George, City Attorney The binutes of the previous meetings were read and approved. Moved by Alderman Walker that the following resolution be adopted. 3 Motion seconded by Alderman Stempfli and carried by the following vote: ! Nays: None. i I RESOLUTION i I A RESOLUTION CANVASSING THE RETURNS AMID DECLARING RESULTS CF THE SPECIAL ELECTION HELD ON THE 11TH DAY OF DECEIMER, A. D. 19351 TO DETERMINE ,ff ETFM OR NOT THE BOARD OF ALDERMEN OF THE CITY OF >IICHITA FALLS SHOULD BE AUTHORIZED TO ISSUE 01,260,000.00 REVENUE BONDS FOR THE PURPOSE OF CONSTRUCTING A COITLETE ELECTRIC a LIGHT AND POWER SYSTEM. , At a regular meeting of the Board of Aldermen of the City of Wichita Falls, Texas, held at the regular meeting place thereof at the Memorial Auditorium I on the 16th day of December, A. D. 1935, a quorum being present, came on to be considered the returns of the election held in said city on the llth day of December, A. D. 1935, to determine whether or not the Board of Aldermen of the City of Wichita Falls, Texas, should be authorized to issue bonds of said City in the sum of One Million Two Hundred Sixty Thousand ($1,260,000.00) Dollars, revenue bonds maturing serially over a period of years not to exceed thirty (30) bearing interest at the rate of four (4%) per centum per annum, payable semi-annually, for the purpose of constructing a complete electric light and power system in said City, and to provide for the payment of principal and interest on said bonds by pledging the net revenues from the operation of the waterworks and the electric light and power systems and further secured by a first mortgage lien upon the entire municipal electric systam; on consideration of such returns, the following resolution was adopted: f a '.EMREAS, under and by virtue of an ordinance duly enacted and approved by i the Board of Aldermen of said City on the 25th day of November, A. D. 1935, an election was held in said city on the llth day of December, A. D. 1935, for the purpose of determining whether or not the Board of Aldermen of said City should be authorized to issue bonds in the amount of One &pillion Two Hundred Sixty Thousand ($1,260,000.00) Dollars, maturing serially over a period of years not to exceed i i i V i i f f I 's 29 thirty (30) bearing interest at the rate of four (4%) per centum per annum, payable semi-annually, for the purpose of constructing a complete electric light and power system in said City, and to provide for the payment of principal and interest on said bonds by pledging the net revenues from the operation of the waterworks and electric light and power systems and further secured by a f irst mortgage lien upon the entire municipal electric system, for said City of Wichita Falls , Texas, and, upon consideration of the returns of said election it appeared that I WHEREAS,, the same was in all respects legally held; that due notice had been given; that returnsr thereof were legally made; that there were cast at said election 2580 votes, of which number 1061 votes were cast "For the Issuance of bonds", and 1519 were cast "Against ! the Issuance of Bonds"; i THEREFORE, BE IT RESOLVED AND IECLA.RED BY THE BOARD OF ALDERMEN OF TIE CITY OF ISICHITA FAILS, TEXAS: That the proposition to issue said bonds was not sustained by the majority of the qualified tax payers voting at said election. PASSED AND APPROVED this the 16th day of December, A. D. 1935. Nays: Alderman Rodgers. Moved by Alderman Stampfli that the Board of Aldermen approve application of T. R. Hall for Chauffeur's license. Lotion seconded by Alderman Miller and carried. 2ti%oved by Alderman Rodgers that the Board of Aldermen of the City of Wichita Falls authorize the execution for and on behalf of the City of Jichita Falls of that certain Works Progress Administration Project Proposal, Sponsor's Proposal No. 18, and being a project to furnish assistance in the Wichita Day Nursery, and, further, that John T. Young, Dayor of the City of Wichita Falls, be authorized to execute such proj- ect proposal as the Sponsor's agent, and that lack Thomas, City Manager, be authorized to execute such project proposal as the fiscal officer of said City. Motion seconded by Alderman Stampfli and carried. Moved by Alderman Rodgers that the Board of Aldermen of the City of Wichita Falls do hereby allocate and set aside to that certain project described in ;Yorks Progress Administration Project Proposal, Sponsor's Proposal No. 18, and entitled "Assistance in the Eichita Day Nursery" all those certain funds, materials and equip- ment as set out in such project proposal, as the Sponsor's contribution, and being in the total amount of $2,710.00, and that such funds be allocated from and constitute a charge against the Park Fund of said City. Motion seconded by Alderman Stampfli and carried. e� 97 c i Moved by Alderman Stampfli that the Board of Aldermen hereby order and extend time for payment of all delinquent taxes without interest or penalty to January 31, 1936. F - -� notion seconded by Alderman Stokes and carried. bloved by Alderman Miller that the Board of -Aldermen order the reduction in valuation on Lot 14, Block 22, Floral Heights, from $4,050.00 to $2,500.00 for the year 1929; from $3,420.00 to $2,250.00 for the year 1931; from $2,100.00 to $1,510.00 for the year 1933; and authorize the City Tax Collector to accept the taxes on these valuations. Also authorize and order refund of taxes paid as per schedule to follow: karie Blumhoff; Lot 2, Block 14, Floral Heights - 414.42 E. S. Rest; Lot 6, Block 106, Floral Heights, - 23.24 b.rs. J. IV. McCormick; north 20 x100 ft, 25 x 50 ft of Lot 8 and South 30 x 100 ft of Lot 9, Block 2, Jalonic Addition; - $15.68 b_rs. V. A. ORDINANCE NO. 1219 AN ORDINANCE IAKING ADDITIONAL APPROPRIATION OUT OF THE UNAPPROPRIATED BALANCE AT ME BEGINNING OF ME FISCAL YEAR FOR THE SUPPORT OF THE CITY GOVERNMENT FOR THE FISCAL YEAR BEGINNING APRIL 1, 1935, AND ENDING MARCH 31, 1936, T<<oved by Alderman 'Talker that Ordinance No. 1219 be passed on its third and final reading and be adopted as read. Motion seconded by Alderman Stampfli and carried by the following vote: Yeas: Aldermen Walker, Stampfli, Rodgers, Stokes, hiller, and Taylor. Nays: None. Motion seconded by Alderman Stampfli and carried by the following vote: Yeas: Aldermen :lalker, Stampfli, Taylor, Rodgers, and Stokes. Nays: Alderman 2viller. Moved by Alderman Miller that the City Manager be instructed to arrange to accmmodate the State Employment Bureau offices in the Memorial Auditorium on the terms and conditions required by the State Employment Bureau with the understanding that the Chamber of Commerce is to be responsible for utility bills for this organization. Lotion seconded by Alderman Rodgers and carried. The request of A., L. Huey that the City open the dead end of North r'ifth Street into and through Scotland Park was referred to the City Manager and City Enginee for attention. Alderman L. C. Rodgers filed the following resignation as a member of the Board of Aldermen to be effective immediately: Wichita Falls, Texas December 16, 1935 Hon. h.'ayor & Board of Aldermen: Please accept my resignation to be effective immediately.
