Min 04/22/1935 Wichita Falls, Texas Memorial Auditorium Building April 22, 1935 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date at 7:30 P.M. in the Council Chamber in the 1emorial Auditorium with the following members present: J'ohn T. Young, Yayor Lack Taylor, t-11ark D. Walker, Claude 1iller, Aldermen J. B. Stokes, L. C. Rodgers, V. E. Stampfli, J. H. Crouch, City Clerk W. E. George, City Attorney The buinutes of the previous meetings were read and approved. ORDINANCE NO.1196 AN ORDINANCE RAKING AN APPROPRIATION FOR TBE SUPPORT OF TEE CITY GOVEMINT UNTIL THE FINAL ADOPTION OF A BUDGET AND PASSAGE OF A GENERAL APPROPRIATION ORDINANCE FOR TEE YEAR BEGINNING APRIL 1, 1935, AND ENDING MARCH 31, 1936, AND DECLARING AN EIIERGENCY. Loved by Aldermen Walker that the rule requiring ordinances to be read on three separate days be suspended and an erRrgency declared, and Ordinance No. 1196 be passed on its second reading. Nays: None, Loved by Aldennan Stampfli that Ordinance No. 1196 be passed on its third and final reading and be adopted as read. Nays: None. 196 koved by Alderman Taylor that Glenn Bowen and Edmund Nuss applications for Chauffeurs' license be approved. kotion seconded by Alderman Stampfli and carried, Ivioved by Alderman Taylor that the City Treasurer be instructed to release certain Wichita County Warrants in the amount of $61,350.75 pledged by the City National Bank of Wichita Falls to secure funds on deposit, included in Receipt No. 16 dated October ll, 1934, of the Wichita National Bank of Wichita Falls, Texas. Motion seconded by Alderman Stokes and carried. Attorney for D. ,% 'Jiley filed an application with the Board of Aldermen re- questing permit to erect a filling station at Ninth and Denver Streets. A public hear- ing on the application was set for regular meeting of the Aldermen on April 29, 1935. 1 Moved by Alderman Walker that the following resolution be adopted. kotion seconded by Alderman Stokes and carried by the following vote: Yeas: Aldermen Walker, Stokes, Rodgers, Stampfli, Taylor, and killer. 'RESOLUTION WHERE UAS, the State Highway Department of the State of Texas is desirous of constructing State Highway No. 5, Projects No, N.R.M. 3-1) and N.R.Y. 119, through the City of Wichita Falls, Texas, over Scott Avenue, and WHEREAS, the State Highway Departrmnt is desirous of receiving Federal Aid for the improvement of said highway; and '�MREAS, the Bureau of Public Roads of the Department of Agriculture of the United States of America will not participate in the construction of said highway until and unless the City of Wichita Falls , Texas, will agree to the following on route of Highway No. 5 on Scott Avenue, between Sixth Street and Tenth Street, to refrain from permitting encroachments upon the right-of-way of said above mentioned avenue and high- way, and unless the City of Wichita Falls, Texas, will agree to refrain from permitting parking of vehicles on pavement, except parallel parking, and until and unless the City of Wichita Falls will agree to refrain from passing ordinances or laws fixing a speed 11mit of under twenty miles per hour on said avenue, and until and unless the City of Wichita Falls will agree to refrain from erecting signs, semaphores, and signals that will give preference to local routes or that will hinder or delay traffic on said above mentioned avenue and highway. THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDEMIEN OF THE CITY OF WICHITA FAILS, TEXAS, THAT, for and in consideration of the State Highway Department of the State of Texas and the Bureau of. Public Roads of the Department of Agriculture of the United States of America constructing Highway No. 5, through the City of Wichita Falls, Texas. It hereby agrees with the State Highway Department of the State of Texas and the Bureau of Public Roads of the Department of Agriculture of the United States of America to the following on Scott Avenue route, between Sixth Street and Tenth Street, that it will not, in the future, permit encroachment on the right of way of said avenue or high- way; not will it permit parking of vehicles on pavement, except' parallel parking; nor will it pass an ordinance or laws fixing a speed limit on the above mentioned avenue of under twenty miles per hour; nor will it allow the erection of signs, semaphores, and signals that will give preference to local routes which intersect with said avenue; or delay traffic on said avenue; nor will it repeal or nor will slow up, hinder, s of this resolution without the consent of the State amend any Of the provision Highway Commission- d at a This is to certify that the above resolution was adopted and passe regular meeting of the Board of Aldermen on April 22, 1935. moved by Alderman Taylor that the Board of Aldermen extend a vote of thanks to Fire Chief mcClure for the efficient m8nagement of the Fire Department and for his sincere cooperation in the management Of the city's affairs relative to the Fire Department. motion seconded by Alderman StamPfli and carried, Moved by Alderman Taylor that the following resolution be adopted. motion seconded by Alderman stokes and carried by the following vote: Yeas: Aldermen Taylor, Stokes, Stampflis Rodgers, 1,11alker, and Miller. RESOLUTION IKMFAS, the Board of Aldermen of the City of Wichita Falls , Texas, on March 17, 1930, ordered transferred from the General Fund the sum of $32,500.00, and again rred the aggregate sum Of on June 5, 1933, and on March 12, 1934, again transfe and Sinking $19,039.92, making a total transfer from the General Fund to the Interest said Interest Fund of $51,539,92; and also ordered transferred from the Park Fund to the and Sinking Fund on various dates shown in audit schedule of P. H.
