Min 04/15/1935 Wichita Falls , Texas Memorial Auditorium Building April 15, 1935 The Board of Aldermen of the City of Wichita Falls met in regular session at 7:30 P.M. on the above date in the Council Chamber in the kemorial Auditorium with the following members present: John T. Young, Mayor J. B. Stokes, L. C. Rodgers, Mack Taylor Aldermen Mark D. Walker, Claude killer, A. H. Douglass, City Manager J. H. Crouch, City Clerk W. E. George, City Attorney The Linutes of the previous meeting were read and approved. ORDINANCE NO.1195 AN ORDINANCE MAKING AN APPROPRIATION FOR TEE SUPPORT OF THE CITY GOVEM-101T UNTIL TEE FINAL ADOPTION OF A BUDGET AND PASSAGE OF A GEkMRAL APPROPRIATION ORDINANCE FOR THE YEAR BEGINNING APRIL 1, 1935, AND ENDING LARCH 31, 1936, AND DECLARING AN E13RGENCY. Moved by Alderman Walker that Ordinance No. 1195 be passed on its first reading. Motion seconded by Alderman Rodgers and carried by the following vote: Yeas: Aldermen Walker, Rodgers, Stokes, Taylor, and killer, Nays: None. Moved by Alderman Rodgers that the rules requiring ordinance to be read on three separate days be suspended and an emergency declared, and Ordinance No. 1195 be passed on its second reading. kotion second by Alderman Walker and carried by the following vote: Yeas: Aldermen Walker, Rodgers, killer, Stokes, and Taylor. Nays: None. Moved by Alderman Walker that Ordinance No. 1195 be passed on its third and final reading and be adopted as read. Motion seconded by Alderman Miller and carried by the fbllowing vote: Yeas: Aldermen Walker, Miller, Taylor, Stokes, and Rodgers. Nays: None. Bids of local accountants for the annual audit of the City of Wichita Falls books and records were opened and considered; low bid being P. H. Lambert & Co. for the sum of $419.00. . Yoved by Alderman Walker that the Board of Alderman award the contract for the annual audit to P.H. Lambert & Co. Motion seconded by Alderman Rodgers and carried. Moved by Aldezman Walker that the following resolution be adopted. Motion seconded by Alderman Miller and carried by the following vote: Yeas: Aldermen Walker, Miller, Taylor, Rodgers, and Stokes. Nays: None. RESOLUTION A RESOLUTION ESTABLISHING, STRAIGHTENING, WIDENING AND IEDICATING A STREET, ID HIGHWAY BEGINNING AT THE INTERSECTION OF THE NORTH PROPERTY PUBLIC WAY, THOROUGHFARE A� LINE OF WASHINGTON STREET WITH THE CENTER LINE OF SCOTT AVENUE IN THE CITY OF WICHITA FALLS, TEXAS, AND EXTENDING IN A NORTHWESTERLY DIRECTION TO THE CITY LIMITS OF SAID CITY TO BE USED AS A STREET AND RIGHT OF WAY FOR STATE HIGHWAY NO. 5. V1HEREAS, , it is the desire of the City of Wichita Falls, the State of Texas and the Government of the United States of America to establish, straighten, widen and con- struct a street, public way, thoroughfare and highway to be used as a right of way for State Highway No. 5, beginning at the intersection of the North property line, of 'Washing-1 ton Street with the center line of Scott Avenue in the City of Wichita Falls, Texas, and extending in a northwesterly direction to the City Limits of said city; and WHEREAS, the said City of Wichita Falls has acquired the title to the land necessary to the establishment, straightening, widening and construction of such street public way, thoroughfare and highway; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALEEaIEK OF THE CITY OF WICHITA FALLS, TEXAS; SECTION 1. That the said street, public way, thoroughfare and highway be and I is hereby established, straightendd andwidened; the same to occupy and use the following described lands in the City of Wichita Falls, Wichita County, Texas, to-wit: "The property herein dedicated as a City Street is a part of and out of the John A. Scott Survey No. 15, Abstract 307 and the John A. Scott Survey No. 17, Abstract 298, in the City of Wichita Falls, Texas; ..Said property being- a strip of land on each side of the center line of the location of State Highway No. 5, as sur- veyed by the Resident Engineer of the State Highway Depart- ment and as shown on right-of-way map attached hereto, the center line of said location being more particularly described as follows: Beginning at the intersection of the North property line of 'Washington Street with the center line of Scott Avenue, said beginning point being at Survey Station 61�09.2; Thence No. 340 411 with the center line of Scott Avenue produced for a distance of 997.9 feet to the beginning of a 5 degree curve to the left, whose central angle is 730 0519 said beginning of curve being at Survey Station 71�07.1; Thence in a Northwesterly direction around said 5 degree curve to the left 1461.7 feet to the end of said curve at Survey Station 85�68.8; Thence S. 720 141 W. 398.4 feet to the beginning of a 3 degree curve to the right, whose central angle is 270 511 , said beginning of curve being at Survey Station 89�67.2; Thence in a Westerly direction around said 3 degree curve to the right 928.3 feet to the end of said curve at Survey Station 98�95.5; Thence N, 790 561 1% with a line 11 feet North and parallel to the center line of present 18-foot concrete pavement -for a distance of 585.2 feet to the City Limits." SECTION 2. That said street and highway is hereby dedicated to the use of the public and as a right-of-way for said State Highway No. 5, PA,6SED AND APPROVED this 15th day of April, A.D. 1935. Moved by Alderman Walker that the Wichita Falls Symphony Orchestra ,be al- lowed the free use of the Auditorium on the night of May 9 for a public program and one night weekly prior to May 9 for rehearsal. Boardman to install two additional curb gasoline pumps in front of 1002 Scott Street with -the understanding that the present pumps will be relocated and the additional pumps so placed that they will be set back a:t least 5 feet from the present curb line. Nolen be allowed to install additional gasoline pump in front of 509 Scott with the understanding that the pump will be located at least 5 feet from the curb line. blotion seconded by Alderman Walker and carried. At the request of City Manager A. H. Douglass that he be allowed a two week's vacation from April 15 to blay 1, it was moved by Alderman Taylor that the request be granted. Stokes be selected by the Board of Aldermen as Acting City IIV.anager from April 15, 1935, to May 1, 1935, during the vacation period of City Lanager A. H. Douglass. Lotion seconded by Alderman Rodgers and carried. In compliance with request of E. Wilson, it was moved by Alderman Rodgers that W. E. Wilson be granted permission to block E. Wilson Sub-division of the north one half of Block No. 5 Irrigation subdivision of Jno. A. Scott Survey No. 10 Abstract No. 302, -Jichita County, Texas, as per the attached plat. Motion seconded by Aldermen Walker and carried. Moved by Alderman Walker that the City Tax Assessor be authorized to place vlauation of $50.00 per lot on Lots 7 and 8, Block 4, Bateson Addition to the City of I and accept taxes on this valuation for all delinquent taxes due to date. ,Vichita Falls, Motion seconded by Alderman Miller and carried. Moved by Alderman Miller that Ivrs, Ray Bland, Chamber of Commerce and Retail Merchants Association Hostess for the city, be officially designated by the Board of Alderman as Hosteli for the City of Wichita Falls, Texas. Motion seconded by Alderman Rodgers and carried. The public hearing on the budget for the current fiscal year was open for discussion and hearing postponed until the regular council meeting on April 22. Moved by Alderman Miller that the following resolution be adopted* Motion seconded by Alderman Rodgers and carried by the following vote: Yeas: Aldermen Miller, Rodgers, Stokes, Walker, and Taylor. Nays: None. RESOLUTION WHEREAS, the City of Wichita Falls has applied to Secretary of the Interior, Harold Ickes, for sufficient funds to construct a municipal power plant for the City of Wichita Falls, application being Docket No. 9630; and WHEREAS, in a project of this kind it is necessary that a great deal of corres- pondence be had between the City and Secretary of Interior, Harold Ickes. I MAKE A KOTION that the City of Wichita Falls' application to the Secretary of Interior, Harold Ickes, for funds to construct a municipal power plant, be amended and that Mack Taylor be designated as the .official representative of the City of Wichita Falls, to handle all formal correspondence pertaining to the municipal power plant appli- cation Docket No. 9630, with the office of the Secretary of Interior, Harold Ickes, Washington, D.C. Moved by Alderman Miller that the Board of Aldermen appoint Mack Thomas, L. H. GOULD, and Frank Johnson as members of the Board of Equalization for the year 1935. Motion seconded by Alderman Rodgers. Mayor Young refused to call for a vote on this motion. Moved by Alderman Miller that the meeting be adjourned.
