After a thorough discussion of all possible Mans and means of financing such a ^ro- ject, we arrived at the plan of constructing a i.unicinal Plant with the aid of funds. The conclusion of such a project is obvious as the _'ederal Government is willinry to assist the states and. cities in such undertakings, givin-a 30 •,7. of the cost of the labor and materials free to the city , and loan the balance at the cheap F rate of interest of 4%. In view of such coonerat ion and assistance of the ;Federal Government and the hearty sunnort and help of President -Franklin D. Poosevelt , who now urges cities to avail themselves of such onnor- tunities, we your committee, rem,. mend that we proceed to secure such P"'A funds with which to construct a municipal plant for icri.ta Falls, Texas, and that this action be taken immediately. .Jtness the hands of the committee hereto , this Jan. 21, 1935.
