Min 04/16/1934 Wichita Falls Texas Memorial Auditorium Building April 16, 1934 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date at 7:30- P.M. Roll call in- dicated the following members present : John T. Young, Mayor leon L. Deaton, George D. Fox, Mack Taylor Aldermen Lark D. Walker, Raymond Y1. Myers, V. R. Smitham, City Manager W. E. McBroom, City Clerk Thelbert Martin, City Attorney The Minutes of the previous meeting were read. Moved by, Alderman Myers that the Minutes be approved. Motion seconded by Alderman Deaton and carried. adopted. Lloved by Alderman Myers that the following resolutions be Motion seconded by Alderman Taylor and carried by the following vote: Yeas: Aldermen Myers, Taylor, Fox, Walker, and Deaton. Nays : None. RESOLUTION Kell Field Airport Improvement BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FAILS, TEXAS. That the City of Wichita Falls furnish free of cost to the Wichita County .Board of Welfare and Employment whatever technical and supervisory personnel, one timekeeper, and one foreman for the successful completion of the project entitled "Kell Field Airport Improvement" . It is also agreed that the City of Wichita Falls will furnish the equipment listed in the accompanying application, and all tools ncessary for the prosecution of the work. The estimated value of these services and use of equipment is placed at $2, 901.20. RESOLUTION I Boulevards BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITAI FALLS, TEXAS. i That the City of Wichita Falls furnish free of cost to the Wichita County Board of Welfare and Employment whatever technical per- sonnel and one foreman for the successful completion of the project en- titled "Boulevards" . It is also agreed that the City of Wichita Falls will furnish all tools necessary for the prosecution of the work. The estimated value of these services and use of equipment is placed at $168.00. RESOLUTION Holliday Creek Ch nel Change BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS. That the City of Wichita Falls furnish free of cost to the Wichita County Board of Welfare and Employment whatever technical and supervisory personnel, and one foreman for the successful completion of the. projpact entitled "Holliday Creek Channel Change" . It is also agreed that the City of Wichita Falls will furnish the equipment in the accom- panying application, and all tools necessary for the prosecution of the work. The estimated value of these services and use of equipment is placed at $1,368.00. Moved by Alderman Deaton that the City Clerk be instructed to advertise for bids for the annual audit of the books and records of the City and Wichita General Hospital in accordance with specifications read and approved; said bids to be opened and considered at the regular session to be held at 7 :30 P.M. April 23, 1934. Motion seconded by Alderman Fox and carried. Moved by Alderman Walker that W. F. Wallace be paid the sum of $250.00 in full settlement of his claim for personal injury sustained in the course of his employment under supervision of the Street Department on March 13, 1934. Motion seconded by Alderman Myers and carried. Moved by Alderman Deaton that the Mayor be authorized to exe- cute a Deed conveying to H. A. Moody Lot 291, Block F. Riverside Cemetery On- evidence of ownership furnished by him in the form of an affidavit, and ,the oemetery records showingAfismt6-his relatives have been buried on t this lot. Motion seconded by Alderman Fox and carried. Moved by Alderman Myers that in accordance with the City Charter a public hearing be held in the Council Chamber in the Memorial Auditorium at 7 :30 P.M. April 30, 1934, on appropriations to be made for support of the city government for the fiscal year April 1, 1934, to March 31, 1935. After a lengthy discussion a vote was taken showing the following result: Yeas: Alderman Walker, Alderman Taylor, and Mlayor Young, Nays: Alderman Fox, Alderman Myers, and Alderman Deaton. The Mayor declared the vote to be a tie. 14oved by Alderman Taylor that the meeting be adjourned. Motion seconded by Alderman Walker end carried. The Board of Aldermen then adjourned. Young, Y.ayor George D. Fox9 I'lack Taylor, Mark D. Walker, Aldermen Raymond MI. Myers, Leon L. Deaton, V. R. Smitham, City N'llanager W. E. 'McBroom, City Clerk Thelbert Martin, City Attorney J. L. Jackson, Jr. , representing. the Taxation Committee of the Chamber of .Commerce, appeared before the Council with reference to the revaluation for tax purposes of the real estate in the City. It was the recommendat-ion of his committee that all property be reappraised for tax purposes due to the appraisal of 1923 being, according to their opinion, obsolete. Other taxing authorities had representatives present as follows: H. A. Gray and Homer Lee representing the Wichita County Water Improve- ment District No. 1. Carter McGregor and H. D. Fillers representing the School Board. Wichita County was represented by Judge John P. Marrs. Judge Marrs came in late and did not get into the discussion, After a thorough discussion of the subject it was decided that a committee from the Council be appointed by the Mayor to act with the committees from the County, School Board, and Water Improvement District to examine the proposal in more detail and to make their recommendations at a later date. Ilayor John T. Young then appointed Alderman 14. D. Walker and Alderman Raymond MI. Myers as a committee to represent the City. It was the recommendation of Mr. Jackson's committee that the cost of the reappraisal be shared by each of the taxing authorities* Moved by Alderman Myers that the meeting be adjourned.
