The Board of Aldermen of the City of Wichita Falls, Texas met in called
session on the above date in the Council Room of the Memorial Auditorium
Building at 8:30 o 'clock a.m. , with the following members present.

Item 3
A proposed resolution was presented calling a public hearing as required by
the Texas Tax Code.
RESOLUTION NO. 153-82
RESOLUTION CALLING A PUBLIC HEARING AS REQUIRED BY SECTION 26.06 OF
THE TEXAS TAX CODE.
WHEREAS, the Texas Tax Code requires a public hearing in the event that the
proposed tax rate for the current year exceeds by more than three percent the
calculated effective tax rate; and,
WHEREAS, the effective tax rate, in general , is that tax rate which would
have produced the total tax revenue assessed the previous year if it were applied
to the total taxable value assessed in the current year on the properties which
were taxed in the preceding year; and,
WHEREAS, such effective tax rate is calculated to be 64.2 cents per $100
valuation, and an increase of three percent in such effective tax rate would
give a tax rate of 66.12 cents per $100 valuation.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
It is proposed that the Board of Aldermen will consider setting a tax rate
higher than 66.12 cents per $100 valuation, which exceeds the calculated effective
tax rate by more than three percent; public notice shall be given of this proposal ,
and a public hearing on such proposed increase shall be held on Thursday,
September 23, 1982 at 8:30 o'clock A.M. in the Council Room of Memorial Auditorium
Building, at which hearing proponents and opponents of the tax increase will be
afforded adequate opportunity to present their views.
The City Clerk shall publish in a newspaper, not less than seven days before
such public hearing, a notice of the public hearing in the form required by
Section 26.06 of the Texas Tax Code.
Moved by Alderman Shearman that Resolution No. 153-82 be passed.
Motion seconded by Alderman Boston, and carried by the following vote.

A proposed resolution was presented approving an agreement with the Texas
Department for the Burnett Street bridge project.
RESOLUTION NO. 154-82
RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT WITH THE TEXAS DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION
ASSOCIATED WITH THE BURNETT STREET BRIDGE PROJECT.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, THAT:
That certain agreement, a copy of which is attached hereto, with the Texas
Department of Highways and Public Transportation, concerning the installation of
a water line and incidental items on the new Burnett Street Bridge, is hereby
approved, and the City Manager is authorized to execute the same for the City of
Wichita Falls.
Moved by Alderman Shearman that Resolution No. 154-82 be passed.
Motion seconded by Alderman Russell , and carried by the following vote.

Item 5
A proposed resolution was presented approving Change Order No. 1 on the
lHolliday Creek project.
RESOLUTION NO. 155-82
RESOLUTION APPROVING CHANGE ORDER NO. 1 TO THE HOLLIDAY CREEK CLEARING
AND CLEANING PROJECT.
WHEREAS, the City of Wichita Falls and Hancock Contracting Company, as
Contractor, entered into a contract dated July 16, 1982, for the cleaning of
Holliday Creek; and,
WHEREAS, Change Order No. I in the amount of $10,000.00 will increase the
estimated contract price to a final value of $50,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
Change Order No. I to the contract dated July 16, 1982, with Hancock
Contracting Company, a copy of which Change Order No. I is attached hereto, is
hereby approved and the City Manager is authorized to execute the same for the
City of Wichita Falls.
Moved by Alderman Shearman that Resolution No. 155-82 be passed.
Motion seconded by Alderman Morris.
Alderman Shearman asked how the work is progressing on the East side of
Harding Street? Ernest Lillard stated that they are completed there. It is now at
Weeks Park Lane and Midwestern Parkway, and it will take a few more days to complete
that. He further stated that the cleaning and clearing will not go back to the lake.
If it floods, it will not cause any problems. They are only going as far as South
Lake Park Drive and Schlumberger. It is not worth the expenditure of funds to clean
it up all the way to the lake.

A proposed resolution was presented approving the Sixth Amendment to the
water purchase contract with Wichita Valley Water Supply Corporation.
RESOLUTION NO. 156-82
RESOLUTION APPROVING SIXTH AMENDMENT TO WATER PURCHASE CONTRACT
WITH WICHITA VALLEY WATER SUPPLY CORPORATION.
WHEREAS, the Bradley Ranch has applied to Wichita Valley Water Supply
Corporation for water service at a single family residence located on a 624.6
acre tract out of Thomas Cook Survey, A-34 in Wichita County; and,
WHEREAS, the Bradley Ranch is within the service area extension of the
Corporation approved by the Texas Public Utility Commission on July 29, 1982;
and,
WHEREAS, the service area extension of the Corporation was approved by
the City of Wichita Falls on August 17, 1982.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The Sixth Amendment to the Water Purchase Contract, a copy of which is
attached hereto, between the City of Wichita Falls and Wichita Valley Water
Supply Corporation, which allows water service to a single family residence
in a 624.6 acre tract out of the Thomas Cook Survey, A-34 in Wichita County,
is hereby approved, and the City Manager is authorized to execute the same
for the City of Wichita Falls.
Moved by Alderman Wilson that Resolution No. 156-82 be passed.

Alderman Russell asked if there is any indication if there are other
property owners in the area that will be interested in obtaining water?
Will we be seeing other applications?
Roger McKinney, Director of Planning, stated that Mr. Bradley indicated
there are only three homes in that area. If some of these ranchers start
selling off their land we will see other requests, but he could not get this
information from Wichita Valley.
Alderman Shearman asked if the pipe costs the City anything? Mr. McKinney
stated that it is- paid for by Wichita Valley.
Alderman Hampton noted that Electra is closer at this point than anything
else. It is closer than Iowa Park. We need to think about this for the
future. Mr. McKinney stated that both of these tracts are in excess of 900
acres. Alderman Hampton stated that there is another house which is apparently
not connected at this time, and feels that there will be a request for another
connection there soon.
