I. Welcome & Introduction
Judge Gossom, the TPC chairperson, called the meeting to order at 8:35 a.m. and
welcomed everyone in attendance.
II. Public Comment on Agenda and Non - Agenda Items
Judge Gossom asked for any public comments on agenda and non - agenda items. None
was received.
III. Review and Approve the Transportation Policy Committee's July 22, 2015 TPC
Meeting Minutes
Judge Gossom asked for any comments or corrections to the July 22, 2015 TPC meeting
minutes. Receiving none, he asked for a motion to approve the minutes. Mr. Watts made
the motion to approve. Mr. Smith seconded the motion, which passed unanimously.
IV. Review and Comment Regarding the Technical Advisory Committee's October 16,
2015 Meeting Minutes —No Action Required
Judge Gossom asked for any comments or questions regarding the October 16, 2015
Technical Advisory Committee meeting minutes. Receiving none, the committee moved
on to the next agenda item.

V. Review and Approve the Amendment in Section VI - Federally Funded Transit
Projects - of the 2015 -2018 Transportation Improvement Program: FY 2015
Section 5307 Transit Grant for the Wichita Falls Transit System
Judge Gossom directed the committee's attention to page 17 of the meeting packet. Mr.
Barnett stated the amendment programs actual federal, state and local funds for capital,
preventive maintenance, operations and transit planning expenses for the Wichita Falls
Transit System (WFTS). Mr. Barnett mentioned that WFTS continues to move closer to
not needing General Fund contributions because of the different fare box funding
streams currently in place. Mr. Barnett asked for any comments or questions regarding
the amendment to FY 2015 of the Transportation Improvement Program. Receiving
none, Judge Gossom asked for a motion to approve the amendment. Mr. Watts made the
motion to approve. Mayor Henson seconded the motion, which passed unanimously.
VI. Review and Approve the WFMPO Prioritized Project List for Use in Calendar Year
2016
Judge Gossom directed the committee's attention to the enclosed WFMPO Prioritized
Project List. Mr. Barnett stated this was the second year utilizing the Prioritized Project
List. He stated the TAC committee prioritized the projects in the document and held a
project - vetting meeting on October 1, 2015. WFMPO staff applied all of the changes to
the list and presented the draft document to the TAC committee at the October 16, 2015
Technical Advisory Committee meeting. On that day, the TAC committee reviewed the
list and made its final revisions and recommendations. WFMPO staff then prepared the
list for presentation to the Policy Board at today's meeting.
Mr. Barnett gave a brief overview of the new projects added to the list for FY 2015 and
discussed the changes to the new document. Mr. Barnett mentioned that two projects
located in the Prioritized Project List were awarded funding from the Transportation
Alternatives Program (TAP) grant. Mr. Barnett asked for any comments or questions
regarding the WFMPO Prioritized Project List. Receiving none, Judge Gossom asked for a
motion to approve the Prioritized Project List for use in calendar year 2016. Mr.
Tegtmeyer made the motion to approve. Mr. Watts seconded the motion, which passed
unanimously.
VII, Discussion of Proposition 1 Project Funding
Mr. Barnett reported on the Proposition 1 Funding stating that TxDOT has allocated
funds up through FY 2017. He stated the FY 2015 allocation for WFMPO was $3,120,000
and the total cost of construction was $3,426,496. Future projects include the US 287
Corridor Roadway Lighting project, intersection improvements on Southwest Parkway,
McNeil drainage ditch enclosures, and an overlay on Interstate 44.
FY 2016 has an estimated MPO allocation of $2,289,000 with a total of $3,345,000 in
scheduled construction. Projects for FY 2016 include illumination upgrades on US
82/287 from near McKinney Road to the Clay County Line, and SH 79 from US 82 to
near BU 2871, and intersection improvements on FM 369 from near Kell Blvd. to near
Jacksboro Highway.
FY 2017 has an estimated MPO allocation of $1,200,000 with a total of $4,500,000 in
scheduled construction. Projects for FY 2017 include drainage ditch enclosures on FM
369 from near McNiel to near Rhea Road and again on FM 369 from near Rhea Road to
near Kemp Blvd.

Mr. Barnett asked for any questions or comments regarding Proposition 1 Funding.
Receiving none, the Policy Board moved on to the next agenda item.
VIII, Other Business:
a. Discussion & Overview of Progress on Local Transportation Projects - City and
TxDOT staff' (Quarterly Review)
TxDOT: Mr. Rohmer reported that FM 369 at McNiel connected to the city's drainage
ditch was complete. US 287 at Huntington Road bridge replacement project is ahead
of schedule. SH 240 at Sinclair Road drainage ditch has an AT &T utility delay and
they were currently relocating the fiber optic line. IH 44 near SP 325 /US 287
Wichita River was currently delayed. FM 171 Old Friberg Road to Clay County Line
was currently under construction, but on schedule. FM 369 at Fairway near Hughes
to McNiel is a section west of the FM 369 drainage ditch. FM 2650 from FM 369 to
FM 1954 has not begun construction.
WL Mr. Powell reported that the McNiel Drainage and Southwest Parkway
Intersection Improvements project was moving along well and was about 75%
complete. The Hike and Bike Trail from Wichita Bluff was about 40% complete.
b. MPO Quarterly Financial Report (3rd Quarter FY 2015 - April, May, June)
Mr. Barnett reported on the third quarter expenses for the MPO. He stated the MPO
had spent 92.57% of its allocation for FY 2015. He asked for any comments on the
third quarter financial report. He received none.
c. Grouped TxDOT CSJ Projects Report
Mr. Barnett reported on the Grouped TxDOT CSJ Projects Report. He stated two new
bridge projects have been added to the grouped list. Mr. Barnett asked for any
comments or questions regarding the Grouped TxDOT CSJ Projects Report. None
was received. The committee moved on to the next agenda item.
d. Other Items
There were no other items for discussion.
