Min 09/25/1981 132 Wichita Falls , Texas Memorial Auditorium Building September 25, 1981 Items 1 & 2 The Board of Aldermen of the City of Wichita Falls , Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building at 5:00 o'clock P.M. , with the following members present. Kenneth Hill Mayor Gene Shearman John W. Hampton Curtis W. Smith Aldermen James B. Thomas Horace 0. Boston Stuart Bach City Manager H. P. Hodge, Jr. City Attorney Wilma J. Thomas City Clerk Fred Werner Chief Accounting Officer Carol Russell Absent The invocation was given by Alderman Smith. Mayor Hill noted that Alderman Russell still remains ill . The public hearing was opened as required by the Truth in Taxation Act asso- ciated with revisions to the City's effective tax rate. City Attorney H. P. Hodge, Jr. stated that the Act passed in 1978 recognized the fact that you could have an increase in taxes without actually increasing the tax rate, if property values are increased. If taxes are increased by more than three (3) percent, even though you don't increase the tax rate itself, you must have a public hearing on it so that proponents and opponents can present their views. The $.75 per $100.00 valuation is the same as last year, but the appraised values are higher this year that will cause an increase in taxes. The tax rate will be adopted at 8:30 A.M. , Tuesday, September 29, 1981 . Mayor Hill asked if anyone in the audience wished to approach the Council relative to this subject. No one desired to be heard, and the public hearing was closed. The following vote was taken by the Board of Aldermen on who presently pro- poses to levy the tax rate at $.75 per $100.00 valuation. Ayes : Mayor Hill , Aldermen Shearman, Hampton, Smith, Thomas, and Boston Nays : None The tax rate will be considered at the Council meeting on Tuesday, September 29, 1981 , at 8:30 A.M. in the Council Room.
