The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date in the Council Room of the Memorial Auditorium Building
at 8:30 o'clock A.M. , with the following members present.
Kenneth Hill Mayor
Gene Shearman
John W. Hampton
Curtis W. Smith Aldermen
James B. Thomas
Horace 0. Boston
Stuart Bach City Manager
H. P. Hodge, Jr. City Attorney
Wilma J. Thomas City Clerk
Carol Russell Absent
The invocation was given by Alderman Hampton.
Mayor Hill announced that the Board of Aldermen will go into executive session
in accordance with Article 6252-17, Section 2, subsection (g) of the Revised Texas
Civil Statutes. (Personnel )
At 11 :00 A.M. the Board of Aldermen reconvened in open session.
Alderman Thomas stated that they had looked at every aspect of the pay plan;
how it was prepared; the initial contract, and what was required of the consult-
ants. The Council 's evaluation is that proper procedure was followed in every
aspect. He stated that Mr. Bach had done a professional job when he deleted the
consulting firm's recommendations for a longevity-merit system, and replaced it
with an incentive pay plan, and that both the plan and the City Manager had the
full support of the Council .
Alderman Smith stated that it was recommended in the 1972 pay evaluation plan
that the incentive plan be adopted; however, it was not installed at that time.
There are a lot of employees carrying their load, and a lot are not. The superior
employees should be rewarded in a substantial way that they can take home in their
paychecks. We do not want to ask for a tax increase. We want to encourage our
employees doing a good job, and this is one method of doing it. He further stated
that they did not hire City Manager Stuart Bach to run a popularity contest, but
to do the best job which he can, and they feel he is doing this.
City Manager Stuart Bach stated that he appreciated what the Council has to
say, and the opportunity to share the facts with them. He stated that the Consult-
ant was aware of the adjustments, and he feels we have a good workable plan to
reward our employees for outstanding or superior performance.
Mayor Hill stated that the Council has complete confidence in our City Manager.
The Board of Aldermen adjourned at 11 :10 A.M.
