Clark, one of the owners of the Dairy Qiaeen,, located at 1907 - 9th St., requested the Council to prevent parallel parking in front of their place of business. To require parallel parking would., he stated., injure their business and perhaps put them out of business altogether at this location, The matter was discussed both pro and con an the advisability of cutting the curb farther back, etc. In view of the fact that the regulation regarding parallel parking is not effective until July 15th, no P.ction was taken at this ti#e, - - - - - - - - - - Spencer Ellis, Director of Parks & Recreation, presented a written quarterly report of the Park Department activitiesp whereupon the same was ordered filed in the Office of the City Clerk. - - - - - - - - - - Alderman Wininger gave the following reports: Water shortaSe on North lst Street. By co=nion consent of the Council., this was re- ferred to J. 11. Ruhmann, Director Utilities. Residents who reside in the 300 block on North 6th desire their street paved., providing installment parments would be acceptable to the City, This matter was rcferred to the City Manager. Alderman Wininger also wanted to know if Spudder Ball Park could be made available for kid baseball games on a percentage basis of gate receipts. This matter was referred to the Park Board. Also Alderman WininZer asked if it would not be feasible to employ and eni- -3r into a contract with some engineering firm to determine the cost of raising the dam at Lake Kickapoo. The adjustment in alignment of the street, as now presented, was made at City request. Three property owners in- volved have agreed on this revised alignment and we recommend that it be approved. Thomason 0ATE: April 21,, 1959 FROM: Steve Taylor SUBJECT:MINUTES OF TRANSIT CONYISSION K&_,;TING HtELD TUESDAY APRIL 1L,,., 1959 COMMENT: The meeting was called to order by the Chairman, Larry Lambert, with the following members present: Ben Ludy Charles L. Adcock Ben Blanton A. B. Foreman Maxine Lee Claude West Capt. John M. Coggins Larry Lambert Fitzgerald Andy Hauer Williams Jack Hughes Steve Taylor Mr. Fitzgerald, in discussion of Faith Village service, stated, that some work had been done,, but nothing definite. That he felt that sortie adjustments would be made prior to the next meetin�- of the Transit Commission. cl In other discussions concernin- the extension, on Rosewood Street, South to Sullivan, o Mr. Hughes stated that schedules could not be maintained due to the additional four blocks travel necessitated by this extension. This would probably require going to a 30 minute schedule ra:ther than the 20 minute route now in effect. Mr. Fitzgerald, on this matter, stated that a study would be made on the Loop Route to see if such an extension is feasible. The possibility of re-routing the Sheppard run by way of the Low Rent Housing Project on Carolina Street was proposed by bus officials. In that running time would be the same, Captain Co'g,gins, representing Sheppard, saw no objection to the proposal. Mr. James Smith,, Transit Consultant, gave a brief summary of his com,-.)any' s experience and what would be included in a comprehensive study b�r his firm. Major points mentioned by Mr. Smith were: 1. Investigation of present operation, loading,, transfer points, routes, c� and survey of existing conditions. 2. Studies to deter.n.-iine the transit sYstems impact on economy of ��iichita Falls. How doas it effect the economic base? 3. Relationship of traffic and transit, the effect of parking,, pedestrians., etc., on transit operations. Does parking, signal operation and one-way streets impede transit? )t. Recommendation, with the hope of a cooperative program. Mr. Smith pointed out that the national trend was toward indirect subsidation of transit through tax relief and in Texas some aid was derived through registration fees. The fourth meeting of the year. Mr. Martin Nelson, Chairman, called the meeting to order at 2:20 p.m. . Mr. Martin Nelson was re-elected as Chairman of the Traffic Commission. OLD BUSINESS: 1. Recommendation for a peak hour 4- 6 p.m. parking restriction on the westside of the 600 block of Brook Avenue. Moved by J. Richard Long that the recommendation for a peak hour 4- 6 p.m. parking restriction on the westside of the 600 block of Brook Avenue be approved. Seconded by Cletus C. Schenk and carried. 2. Recommendation for prohibiting parking in the center of the street at Eleventh and Holliday. Moved by Lt. W. J. White that parking in the center of the street at Eleventh and Holliday be prohibited. Discussion of a study to determine the possibility of removing the traffic signal at Ave H, Harrison and Wilson Street intersection. Moved by Murrell Hooper that the traffic signal at the Ave H, Harrison and Wilson Street intersection be rt;moved and replaced with stop signs. This action to take place June lst, 1959, after the schools are closed for the summer months. It was further moved that a study be made of this location and that it be placed on the Traffic Commission agenda in September 1959. Seconded by Pat Halverson and carried. Request by the Retail Merchants Association for a discussion of some of the parking problems in the Central Business L�istrict. A list of suggestions for parking changes was presented to the Traffic Commission. The Retail Merchants Association requested that the Traffic Commission members study these suggestions and pass on to the City Council any of these suggestions which they felt merited further consideration. 6. Recommend speed zoning of Archer Street, between Taft and Lake Rd. Moved by J. Richard Long that in conformity with the 85 percentile speed being driven on Archer Street, the following speed limits be installed: From Lake Road to a point 7001 east of Lake Rd. hO MPH, from this point 7001 east of Lake Rd. to a point 700' west of Taft Street h5 MPH, and from this point 700' w�-st of Taft Street to Taft St. 0 MPH.
