Min 01/26/1959 1 348 Wichita Falls, Texas Memorial Auditorium Bldg, January 26, 1959 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Bldg., at 8:00 o'clock P.M., with the following members present: K. Walter Friberg City Attorney The Invocation was given by Rev. James A. Boyle, Assistant Pastor of Sacred Heart Catholic Church. Moved by Alderman Vaughan that the Minutes of the regular meeting held Jan. 12, 19590 be and the same are hereby approved. Motion seconded by Alderman teissner and carried. Moved by Alderman Meissner that the Minutes of the meeting of the Wichita Falls Transit Commission, held Jan. 19, 1959, be and the same are hereby approved and ratified, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Thacker and carried. Minutes of the meeting of the Wichita Falls Traffic Commission, held Jan. 15, 1959s came on for consideration, whereupon Otis Nelson, Attorney for certain residents who reside on the south side of Hampstead Lane, or in the vicinity, presented a petition, bearing approximately 88 names, protesting "No Parking at Any Time" signs on the south side of Hampstead Lane, from Jacksboro Highway to Kemp Blvd., and on the north side to start from 200 ft. east of Milby Ave. to Barrett Place. The matter was discussed, both pro and con, whereupon the following motion was made: Moved by Alderman Thacker that the Minutes of the meeting of the Traffic Commission held Jan. 15, 1959, be and the same are hereby approved and ratified, copy of which is attached hereto and made a part of the records hereof, save and except Items 1 and 2, under New Business, which are hereby referred back to the traffic Commission, with request that all persons affected by Items 1 & 2 be duly notified to be present when and at such time as the said items 1 & 2 may again come up for consideration. Motion seconded by Alderman Meissner and carried. Moved by Alderman Thacker, in accordance with bids opened January 12, 1959, for purchase of 300 gal. yellow paint and 600 gal, white paint, for the Traffic Engineering Department, the Board of Aldermen does hereby accept the recommendation of the Traffic Engineer and the Purchasing Agent, and award the bid to the lowest bidder, C. H. Dragert Co. of Dallas, at their bid price of $1746.00, terms 1% 20 days. Motion seconded by Alderman Hall and carried. Moved by Alderman Hale, in accordance with bids opened Jan. 12, 1959, for purchase of brass goods for the Water Department, the Board of Aldermen does hereby accept the recommendation of the Director of Public Utilities and Purchasing Agent, anaward tthe bid to the lowest bidder, Clowe & Cowan, Inc. at their bid price of $4364.55, subject 2% discount 15th prox. Motion seconded by Alderman Thacker and carried. 349 Attorney Charles Crowell) representative of Louis Sikes, appeared before the Council with a request that the proposed Ordinance to annex certain properties, presently Alder- owned by the said Louis Sikes, into the City Limites, be deferred for further study. RESOLUTION NO. 344 WHEREAS, by proper Resolutions Nos. 339 and 340 the Board of Aldermen of the City of Wichita Falls, Texas, ordered the permanent ,improvement of certain public streets desig- ;-+ nated therein, by excavating, grading and paving the same, and by the construction of curbs and gutters where required, in accordance with plans and specifications on file and approved by the Board of Aldermen of the City of Wichita Falls, Texas; and, WHEREAS, pursuant to said resolution, the City Manager advertised for bids for the construction of such improvements, and bids were received and opened, all as provided by the laws of the State of Texas and the Charter of the City of Wichita Falls; and, WHEREAS, the bid of R. 0. Green Construction Company in the amount of Three Hundred and five Dollars ($305.00) was the lowest and best responsible bid, and the Board of Aldermen of the City of Wichita Falls has awarded to R. 0. Green Constrction Company the contract for the construction of such improvements; and, u WHEREAS, the contract form and contract documents, including the performance bond required by the agreement and by law, have been executed by the contractor; NOW, therefore, BE IT RESOLVED BY THE BOARD OF ALDI IEN OF THE CITY OF ti4ICHITA FALLS, TEXAS: That the form and substance of the contract and contract documents heretofore executed by R. 0. Rugeley came forward with a tabulation of the bids and recommended the acceptance of the bid of Costello & Flick, thereupon the following motion was made: Moved by Alderman Thacker that the Board of Aldermen does hereby accept the recommendation of the Director of Public Works and award the bid to the lowest bidder, ' Costello & Flick.Construction Co, at their bid price of $35,868.50; further to authorize and empower Mayor K. Alderman Meissner stated the "No Parking" restrictions were iaposed on Ohio St., between 5th & 6th as a temporary regulation until ouch time as the truck route could be ,-completed and since the same has been completed, the No Parking restrictions should be discontinued, whereupon the following motion was made: Moved by Alderman. Meissner that discontinuance of No Parking restrictions on Ohio, between 5i`h & 6th, be referred back to the Traffic Commission for reconsideration. Motion seconded by Alderman Hale and carried. Appointments to fill present vacancies on the Park Board, created by expiration , of previous appointments, were by common consent of the Council, deferred to the next regular meeting. Moved by Alderman Vaughan that the Board of Aldermen does hereby authorise the City to enter into an Agreement with the State Board of Water Edgineers and. the Wichita ; Co. Water Control Improv. Dist. #1, for the erection and maintenance of another gauging station in Clay County on Little Wichita River below the present gauging; station, at an approximate cost of $800.00, for the first year; further, to authorise and empower Mayor K. C. Spell, or City Manager H. A. Thomason, to execute a contract; for the same for and on behalf of the City; further, to authorize the City Clerk to draw a check for the same. Motion seconded by Alderman Hale and carried. Alderman Thacker, Chairman of the Committee previously appointed to confer with the down-tovm Merchants Committee on two-way streets, made a lengthy and informative verbal report on the committee's findings, and recommended that 5th and 6th Streets be retained ,.as one-way streets and continued study be made on other proposed one-way streets, and suggested that an opinion be requested from the Attorney General as to the legality of these one-way streets. Alderman Thacker also recommended continuation of left; turns off of Scott at 7th and llth, for the time being. Floyd Randel, spokesman for down-town Merchants Committee,, came forward to oppose one-way streets on 5th and 6th and asked for left hand turns off Scott on to 6th St. Al Flack and others objected to one-way traffic on 5th & 6th Streets. Howard Renfro also strongly opposed one way streets on 5th & 6th. Ed Thom, part owner of the building occupied 357 by Goodrich Stores, asked for parking meters at this location. The owner of the A & C Restaurant at 704--B Scott and Glenn Stewart requested parking meters be re-instated in front of their res;oective places of business, as well as left turns. The matter was discussed at length, both pro and con, whereupon the following motion was made: Moved by .Alderman Thacker that the report of the Traffic Committee, of which he is chairman, be and the same is hereby adopted; that 5th & 6th Streets remain one-way streets, and that a request be Made for an opinion from the Attorney General. Recommendation of a "NO PARKING ANY TIME" restriction on the southside of Hampstead Lane from Jacksboro Highway to Kemp Blvd. Frank Craig moved that the recommendation be made for a "NO PARKING ANY TIME" restriction on the southside of Hampstead Lane from Jacksboro Highway to Kemp Blvd. and on the northside - to start from 200 feet east of Milby Avenue to Barrett Place. Richard Long moved that the Traffic Commission recommend to the Council that they deny permission to the U.S.O. to erect directional signs, as requested in a letter dated December 17th, 1958 for the following reasons: 1. We feel it would be setting a precedent for other service organizations and it would be difficult to deny further requests in the future. , 2. It would create a hazard to maintenance personnel, 3. It would clutter our poles and distract from the necessary traffic control signs. Motion seconded by Lt. W. J. White and carried unanimously. Frank Craig moved that for the safety and convenience of traffic that the existing dip across Fifth Street at Bluff, be improved to permit a speed of" 30 MPH in accordance with design specifica- tions of the A.A.H.S.O.
