Mr. Sam Spence, the Vice-Chairman, called the meeting to order at 2:05 p.m. J,Jr. G. H. Kirby made the motion to nominate Mr. Martin Nelson as our repular Chairman of the Traffic Commission to replace Jack Christopher, who resigned. Geo. Adams seconded the nomination and it carried. OLD BUSINESS: 1. Reference (Item No. 1 under Old Business from the Minutes of the July 2�, 1958 Meeting of the Traffic Commission) Discussion of a proposed ordinance relating to automobile parkine lots. Frank Craig moved that a committee be appointedl consisting of two members of the commission and one member representing the parkinv lot business, to meet with the Traffic En�--ineer and make an investigation and present recommendations to the Traffic Commission at its next meetinp. Seconded by Geo. Adams and carried. Acting Chairman Jack Reed appointed Geo. Adams T. Herbert Brown and Larry Tarpley to serve on the above committ'ee. Chairman Geo. Adams reported that the committee had nothing to present at this time. 2. Reference (Item No. 3 under New Business from the Minutes of the July 2L, 1959 meeting of the Traffic Commission) Recommendation for the closing of Bridw6ll Street at the intersection with Kell Blvd. Moved by Ralph Morgan that Bridwell Street at its intersection with Fell Blvd. be left open and a complete study of possible signal system modifications be made and a report be presented at our next meeting, Seconded by Geo. Adams and carried. "it is recommended that the traffic signal at Bridwell and Kell be removed and replaced by stop sipns on Bridwell Street." Ralph Morgan moved that the recommendation of the Traffic En,-ineer be adopted and that we remove the traffic signal at Bridwell and Kell and that it be replaced with stop signs on Bridwell Street. Recommendation for a peak hour parkinp prohibition (L:00- 6:00 p.m) on the west side of the 700, 800 and 900 blocks of Lamar Street. Ralph Morgan moved that the Traffic EniryinE--er notify all people operating a business on the westside of the 700, 800 and 900 blocks of Lamar that the Traffic Commission will take action on this recommendation at their next regular meeting, Nov. 20, 1958. Discussion of the need for a No Parkino restriction on Taft Street between Ave J and Kell Blvd. Jack Reed moved that in eompliance with the studies and recommendations of tne Traffic Enpineer, no action be taken on this matter. Seconded bY Geo. Adams and carried. 4. Request for discussion of the left turn prohibitions at the intersections of Scott Avenue and 7th, 8th) 9th, 10th and llth Streets. Sam Spence made the motion that this matter be tabled for more complete study. Seconded by G. H. Kirby and carried. 5. Request for angle parking at the Wichita Supply Co. 1105 Scott Ave. Frank Craig Moved that any action from the Commisr�ion be delayed for 90 days, pending enforcement at this location. Request to increase the speed limit on Kemp Dlvd. from Hampstead to Arizona Street to 35 MPH. Ralph Morgan moved that the speed limit on Kemp Elvd, from Hampstead to Arizona Street be increased to 35 MPH. It is requested that new speed surveys on Kemp Blvd. from Piedmont to Call Field Road be made 90 days after the regulation is installed and presented to the Traffic Commission. Ralph Morgan moved that a recommendation be made to the Board of Aldermen to prepare an Ordinance permitting the Texas High- way Department to install the following speed limit siqns on the Red River Valley Expressway. For southbound traffic on the expressway lanes; from the north end of the project to 6th St., 40 MPH minimum speed limit, 50 MPH maximum speed limit; from 6th to 7th street 40 MPH maximum speed limit; and from 7th to eth Street 30 YPH maximum speed limit. For northbound traffic on the expressway lanes; from 8th to 7th Street 35 IvTH maximum speed limit; from 7th to 6th Street 45 MPH maximum speed limit and from 6th Street to the north end of the project, LO MPH minimum speed limit, 50 MPH maximum speed limit. Seconded by Jack Reed and carried. 8. Geo. Adams moved that a member of the Traffic Commission be appointed by the Chairman to act as a representative of the Commission, and to attend the meetings of the Board of Aldermen, at the, time action is taken by the Board of Aldermen on the recommendations of the Traffic Commission. Seconded by Frank Craig and carried. Chairman Martin Nelson appointed Ex. T. Herbert Brown to be our first representative to the Board of Aldermens ' meetings. 9. Jack Reed requested that the Traffic Engineer submit a report to the Traffic Commission on the location of' troes and poles on Ninth Street between Van Buren and Kemp Blvd., as there has been an accident involving a vehicle colliding with a light pole at Kemp and Ninth Street, on the west side of the intersection. 10. In compliance with Ordinance 1794 - Section 1 - Paragraph (H); it was moved by Ralph Morgan that a member, representing the public press or some other publicity medium, be appointed to the Traffic Commission by the Mayor to replace a member who has missed two consecutive meetings.
