Ha3_1; Mayor Spell Voted Yea to break the tie. - - - - - - - - - - The Transportation Committee, consisting of Mrs David K. Langford and C. W. Muehlberger, submitted a written report on the local bus problems,, which reads as follows: To: The Mayor and Members of the Wichita Falls city Council Re: Busses Date: October 13p 1958 It is the considerate opinion of this committee that the city transit service could be he City itself, or private individuals. more efficiently operated by u essiveness, lack of Past operations by the National City Lines2 their lack of aggr public confidence has -resulted in inferior serwice as compared to cities of comparable size. Ile recommend that the City make every effort to interest other companies or Drivate individuals in operating a local transit service, If such an attempt failsp then it is recomended that the city assume this operationp appointing a City Transit Authority separate and apart from e3Leeted officials,, and be governed accordingly. Since bus service is needed in the interim periodp we suggest that the present contract be extended only so long as necessary to enable the City to act upon the foregoing recommendation, Submitted by: Mrs David K. Hulver - - - - - - - - - - 305 Jack Ballard presented a written complaint agginst, the operations of the City Lines, Inc., also asserting the City Council has not complied with Section 21 of the Charter. Said ifritten complaint is attached hereto and made a part of the records hereof. - - - - - - - - - - 11r, Totten, an official of Wichita City Lines Inc.., filed an Operating & Financial Report with the City Clerk, which report is filed in the Office of the City Clerk for future reference. Also, a proposed Five Year Extension Franchise was filed with the City Clerk. In view of the fact that the Transit Co. filed its proposed Franchise Ordinance with both the local Transportation Committee and the City officials too late for them to properly analyze the contents of the same, the following motion was made: Moved by Aldeman Vaughan that the Board of Aldermen does hereby extend the Wichita City Lines Inc:. franchise an additional 30 days from date hereof, so as to provide sufficient study of the proposed Franchise Ordinance.
