June 23, 1958 The Board of Aldermen of the City of Wichita Falls met in regular session on the above date, in the Council Room of the Memorial Auditorium Bldg., at 8:00 o'clock P.M., with the following members present: K. Walter Friberg City Attorney The Invocation was given by Rev. Carl Alcorn, Pastor of Southside Assembly of God Church. Moved by Alderman Bonner that the Minutes of the regular meeting held June 9, 1958, be and the same are hereby approved. Motion seconded by Alderman Thacker and carried. Moved by Alderman Meissner that the Minutes of the meeting of the City-bounty Welfare Board, held June 13, 19582 be and the same are hereby approved and ratified, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Vaughan and carried. As advertised, bids for purchase of 4 Packer-type Truck bodies were opened by the City Clerk and read aloud by the City Manager. The bids were as follows: Hobbs Trailers W,500.00 Terms Net, fob Cleburne, Tex. Installed on chassis at Platt, Alternate Bid $12,060.00 Pak-Mor Manufacturing.Co. ea $3550.00 14,200.00 Terms 3 20 days, fob San Antonio, installed on chassis at San Antonio. The Ballard Equipment Co. 12,9696.00 Terms net fob Cleburne, Tex. plant, installed on chassis at Plant Alternate Bid 12,256•o Moved by Alderman Meissner that the above and foregoing bids be and the same are hereby referred to the Director of Sanitation and Purchasing Agent, for comparison and recommendation. Motion seconded by Alderman Hale and carried. ORDINANCE NO. 1805 AMENDING ORDINANCE N0. 1674, PASSED AND APPROVED BY THE CITY COUNCIL. OF THE CITY OF WICHITA FALLS, TEXAS, ON DECEMBER 212 1953, PRESCRIBING RATES AND CHARGES FOR LOCAL EXCHANGE TELEPHONE SERVICE FURNISHED BY SOUTHWESTERN BELL TELEPHONE COMPANY IN THE CITY OF WICHITA FALLS, TEXAS. 269 Moved by Alderman Meissner that Ordinance No. h805 be and the same is hereby approved and passed as read. Motion seconded by Alderman Hale and carried by the following vote Yeas: Aldermen Hale, Bonner, Vaughan, Meissner and Thacker. Nays: Alderman Hal].. City Manager H. A. Thomason appointed Dr. Charles H. Miller Director of the Wichita County Health Unit, thereupon the following motion was made: Moved by Alderman Hale that the Board of Aldermen does hereby approve and ratify the appointment made by Dity Manager H. A. Thomason, of Dr. Charles H. Miller as Director of Wichita County Health Unit. Motion seconded by Alderman Vaughan and carried. Dr.' Hall not voting. Moved by Alderman Hall that a letter be written to Dr. Aubrey Cox, expressing the City Council's sincere thanks and appreciation for a job well done while serving in u the capacity of acting as an Interim Director of Wichita County Health Unit for the past two years. Motion seconded by Alderman Hale and carried. Moved by Alderman Thacker that the Board of Aldermen does hereby accept the recommendation of the Director of Public Works and the City Manager, and award the bid ;1 on heat-planing -p certain streets to the low bidder Jim Jacksons Contractor, at his bid price of 18 cents per square yard, for not less than 19,000 square yards. Motion seconded by Alderman Hale and carried. Moved by Alderman Hall that the Board of Aldermen does hereby approve and authorize , payment to the Wichita General Hospital the sum of $11,836.84, for charity patients for the month of May, and direct the City Clerk to draw a check for the same. Motion seconded by Alderman Vaughan and carried. Moved by Alderman Meissner that the Board of Aldermen does hereby approve and authorize payment to Joe Ward, Consulting Engineer, the sum of $247.27, for engineering services in connection with Water System Improvements, Section Three, and direct the City Clerk to draw a check for the same, payable out of Water Bond Improv. Ser. 1955 Fund. Motion seconded by Alderman Thacker and carried. Moved by Alderman Hale that the Board of Aldermen does hereby approve and authorize payment to L. W. Riesen, Trustee, and J. R. Killebrew for account of Jack Killebrew and Glen L. Harris, the sum of $705.72, due 6-20-58, on Water Main Contract in Sections A & B, Sikes Addition, and direct the City Clerk to draw a check for the same. Motion seconded by Alderman Thacker and carried. The claim of Jake Henderson for alleged damages, in the amount of $150,000, due him for damages against the City, as presented by his attorneys, Kouri & Banner; and likewise the claim of Ruby Florice for damages in the amount of $25,000. due her for damages against the City as alleged by the said Ruby Florice and her attorneys, Kouri & Banner, were each read to the Council by the City Clerk, whereupon the following motion was made: Moved by Alderman Thacker that each of the above and foregoing alleged claims for damages be and they are hereby referred to the City Attorney, Walter Friberg, for investiga- tion. Motion seconded by Alderman Hale and carried. 270 Mrs R. E. Grubbs, a resident of Faith Village, presented a petition, bearing approximately 45 names, setting forth a very undesirable water drainage problem in the vicinity of Featherston, Cunningham, Stearns and Rugeley streets, and earnestly requested the City to take some immediate action to correct the situation. The matter was dfscuss6d at length, whereupon the following motion was made: ' Moved by Alderman Hale that the City Manager, City Attorney and Director of Public Works proceed immediately to contact the proper officials of Wichita County and the Railroad Company for the purpose of securing assistance from them to correct this situation; further, that the Director of Public Works be and he is hereby directed to proceed to deter- mine the present grade of the area and report back to the Council at the next regular meeting. Motion seconded by Alderman Thacker and carried. Attorney Calvin Ashley presented a petition to the Council, bearing approximately 270 names, protesting all existing regulations on Lakes Wichita & Kickapoo, except items designated 1, 2, 3, 4 and A.B.C.& D under Item 4, as set forth in their petition; said petition to be filed in the Office of the City Clerk for further reference. The matter was listened to attentatively by the Council, whereupon Mr. Ashley was requested to meet with the Park Board for the purpose of arriving at a workable solution. Moved by Alderman Meissner that theBoard of Aldermen does hereby go on record as commending Chief of Police C. C. Daniel for his past accomplishments as a member of the State Police ORNM Association, and more particularly so since he has recently been honored with the Presidency of this organization. Motion seconded by Alderman Thacker and carried. Moved by Alderman Thacker that the Times Publishing Co. be and they are hereby requested to cooperate with the City in the interest of public safety by parking their motor vehicles parallel with the street in front of their building on Scott St., pending further study of traffic regulations. Motion seconded by Alderman Hale and carried. Alderman Bonner called the attention of the Council to an undesirable traffic jam being created at the railroads crossing on 12th St., and suggested that a proper t city official contact the proper railroad official for the purpose of securing an agreement with railroad officials whereby this situation would be remedied immediately, otherwise more draftic steps be taken. Mayor K. C. Spell stated the railroad crossing on Scott St. is in bad condition and requested the City Manager to contact the proper railroad officials for the purpose of remedying the same, and should the same be refused, he, the Mayor, desires to go on record as having the City fix the crossing and bill the Railway Co. for the entire cost. Alderman Hall stated he had received a request from Dr. Paul Collins to the effect that he would like for the new Freeway to be named for Walter Cline. Moved by Alderman Hale that the meeting be adjourned. Motion seconded by Alderman Thacker and carried. The Board of Aldermen then adjourn d. APPROVED this the / day of 1958. Mayor AT City Clerk � r MINUTES OF THE MEETING CITY-COUNTY WELFARE BOARD WICHITA FALLS, TEXAS June 13, 1958 OPENING REMARKS: The meeting was called to order by J. K. Broday with the following members present: Mr. Jack Broday Mrs. E. C. Darter Dr. William Rector Mr. Harold VanLoh Mrs. Owen C. Berg Mr. R. Lloyd Neelley Meeting with the Board were: Mr. H. A. Thomason Dr, and Mrs. Charles H. Miller, Jr. Mrs. Ann McCutcheon BUSINESS: Motion and second was made that the Board accept with thanks the kind offer of the Junior Service League group to do investigation and other social work under the direction of the City-County Welfare certifying office. Mr. Thomason presented a letter to the Welfare Board from the Director of the State Department of Public Health in Austin, Texas. The letter advised that the State would only expend State funds to Health Units that have a full time director. Dr. Charles H. Miller, Jr., who holds the position of Public Health Director at Lawton, Oklahoma, was interviewed by the Board. His credentials and references were considered and discussed at length. Dr. Rector expressed the feelings of the Board and made a move to the following effect: "The Board feels that the present acting Director of the City-County health unit, Dr. Aubrey Cox, has done and is doing an excellent job. If a full time director with a Master of Public Health degree must be hired, we recognize that Dr. Cox cannot be kept in this capacity, and we recommend Dr. Charles H. Miller, Jr. to the City Council and Commissioner's Court for the position." The Board is in unison on the above recommendation. ADJOURNMENT: The meeting adjourned at 2:10 p.m. APPROVED: Ch rman
