The Board of Aldermen of the City of Wichita Falls met in regular session on the
above date, in the Council Room of the Memorial Auditorium Bldg., at 8 o'clock P.M., with
the following members present:

Moved by Alderman Hale that the Minutes of the regular meeting held Feb. 10,
1958,be and the same are hereby approved.
Motion seconded by Alderman Jarratt and carried.
Moved by Alderman Mitchell that the Minutes of the Planning Board meeting held
Feb. 17, 1958, be and the same are hereby approved, copy of which is attached hereto and
made a part of the records hereof.

Moved by Alderman Hale that the Minutes of the Park Board meeting held Feb.
18, 1958, be and the same are hereby ratified and approved, copy of which is attached
hereto and made a part of the records hereof.

BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS:
That an Election be held in the City of Wichita Falls, Texas, on April 1, A.D.
1958, for electing the following officials of said City:

WHEREAS, the City National Bank in Wichita Falls, Texas, has deposited in trust with
the First National Bank in Dallas, the sum of $1,900,000.00 in U.S. Treasury Bonds, as security
for the account of the City of Wichita Falls, Texas, evidenced by the First National Bank in
Dallas Certificates Nos. 60597 and 67299, as hereinafter set forth:
Cert. No. 67299, dated 2-15-57, U.S. 2 1/8% Treasury Bonds of 1960,

thereof $1,900,000.00 U.S. 2 1/4% Treasury Bonds, due 9-15-590 and,
WHEREAS, it appears that sufficient securities have been pledged by the City National
Bank in Wichita Falls, Texas, with the First National Bank in Dallas to secure the deposits
of the City of Wichita Falls, Texas;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS:
That the City Clerk be and he is hereby authorized to accept as security for
the City of Wichita Falls, $1,900,000.00 2 1/4% U.S. bonds, due 9-15-59, and surrender the
above described bonds, as evidenced by Certificates Nos. 60597 and 67299, aggregating the
sum of $1,900,000.00, now on deposit with the First National Bank in Dallas.
Moved by Alderman Jarratt that Resolution No. 322 be and the same is hereby adopted
and passed as read.

Moved by Alderman Hall that the Board of Aldermen does hereby authorize payment to
Wichita General Hospital the sum of $10,791.69 for January charity patients.

opened and read aloud by the City Clerk. The bids were as follows:

Moved by Alderman Jarratt that the Board of Aldermen does hereby approve and
ratify the above and foregoing appointments of Mayor K. C. Spell to serve on the City
Electrical Advisory Board.

Moved by Alderman Foley that the Board of Aldermen does hereby accept the
recommendation of the City Attorney, Director of Utilities, and Consulting Engineer,9 Joe
E. Ward, and authorize final payment to Hicks Construction Co. the sum of $11,250.00,
inclusive of Change Order increases in the amount of $809.02, being final payment on
their clear well contract with the Water Department; and direct the City Clerk to draw
a check for the same, payable out of Water Bond Improv. Ser. 1955 Fund; also authorize
payment of any and all court costs in connection with suit previously brought by the City
against the Hicks Construction Co. relative to the above described final payment.

Mayor K. C. Spell appointed Lloyd N eeley to serve as a new member of the City-
County VYelfare Board, until Sept. 2, 1960, succeeding Ernest Guffey, whose term expired
Sept. 2, 1957; and I-Irs Owen C. Berg also as a new member to serve on the City-County
Welfare Board until Sept. 2, 1959, succeeding J. B. Jarratt, whose term automatically
expired when he was elected to the Board of Aldermen in April, 1956, thereupon the
folloi,dng motion was made:
Moved by Alderman Bonner that the Board of Aldermen does hereby approve and
ratify the appointments of Lloyd Neeley and 14rs Owen C. Berg to serve on the City-County
daelfare Board.
Motion seconded by Alderman Hall and carried.
Moved by Alderman Hall that the Board of Aldermen does hereby authorize the
City of Wichita Falls to enter into an Agreement with the Fort Worth & Denver Ry. Co.
granting an Easement or License to the City to lay a 12" Water Line at Mile Post C-5.64, V
as shown on Railway's print No. 2-1 , for a consideration of $1.00; and further
authorizes Mayor K. C. Spell to execute the said Contract for Pipe Line across or along
right-of-gray, for and on behalf of the City of Wichita Falls.
Motion seconded by Alderman Foley and carried.
Alderman Mitchell presented a request from Bennett's Unique Shop for permission
to install an airconditioning compressor in the alley at 1628 Harrison, whereupon after
having learned by the Director of Public Works that the same would be an obstruction to
the alley, the matter was, by common consent of the Council, deferred to a later date.
The request of Mr. Gustafson, as presented by Alderman Foley, was discussed ~
and referred to the City Attorney for study.
The matter of the proposed zoning law for the City was presented by Steve
Taylor, Planning Engineer. After considerable discussion.. the same was, by common consent
of the Council, deferred to the next regular meeting.
The proposed ordinance to relocate the Freeway in the Eastern part of the City ,
was, by common consent.'of the Council, deferred to a future date, or perhaps a called
meeting to be held this week.

E Mo;*ed by Alderman Bonner that the hour for the Council to assemble in the
Council Chamber of the Municipal Auditorium Bldg., be changed to 10-30 A.M. on regular
designated meeting dates, namely the second and fourth Xondays ..
Motion seconded by Alderman Hale and carried unanimously.
Alderman Jarratt gave a verbal report for the Tax re valuation Committee to the
effect that after long and careful study, the Committee recommends that the Firm of Marshall-
Palmer Co. of Austin, Texas, be employed at $200,00 per month, and J. M. Palmer Sr. at
$35.00 per working day, to make a re-valuation survey, who shall work in conjunction with
the present City Tax Assessor and Collector, Ben Armstrong, and that the Tax Assessor be
given authority to employ such additional help as may be necessary to make the said Tax
Re-Valuation Survey, at an estimated over-all cost of approximately $75,000.00; that the
City pay 113 of the total cost, Wichita Falls Independent School District 1/3, Junior
College 1/6 and Wichita Co. Water Improv. Dist No. 1 1/6. The Committee further recommends
that a citizens committee of 11 to 15 be appointed to serve in an advisory capacity; that
the City Attorney be directed to prepare proper contracts to be executed between the City
and all parties above stated.
The matter was discussed favorably whereupon the following motion was made:
Moved by Alderman Jarratt that the Board of Aldermen does hereby approve and
adopt the above and foregoing Tax Re Valuation Plan and the City Attorney be and he is
hereby directed to draw the proper contracts, substantially the same as above outlined,
to be entered into by and between the City and Marshall-Palmer Co., J. M. Palmer Sr., Wichita
Falls Independent School District, Junior College, and Wichita County Water Improvement
District No. 1, and does hereby authorize and empower Mayor K. C. Spell, or the City Manager,
to execute the same for and on behalf of the City of Wichita Falls.
Motion seconded by Alderman Hall and carried unanimously.

IN HIS LETTER, MR. LING REgUESTED THAT THE BOARD CONSIDER SELLING
TWO OR THREE .ACRES OF THE LAKEVIEW CEMETERY TRACT ON HIGHWAY 369
TO HIS CONGREGATION FOR A BUILDING SITE. MR. BALLARD TOOK THE FLOOR
AND ADDRESSED THE BOARD AT LENGTH, THEN MR. LING MADE A FEW REMARKS.
MR. RICHARDSON SUGGESTED THAT THE BOARD EXCUSE THE VISITORS AND
DISCUSS THE MATTER IN EXECUTIVE SESSION. THIS WAS ACCOMPLISHED.
IT WAS POINTED OUT THAT IT IS UNLIKELY THAT THE ENTIRE AREA CAN EVER
BE DISPOSED OF DUE TO THE PRE'SENCE OF THE CEMETERY ON THE SITE.
THE PROPERTY IS VALUABLE AND THE CITY MAY NEED THE AREA AT SOME
FUTURE DATE. IN THE MEANTIME, THE VALUE OF THE LAND WILL NOT DE—
CREASE. MR. RICHARDSON ST,kTED THAT HE THOUGHT THE AREA SHOULD BE
DEVELOPED AS A PART OF THE PARK SYSTEM. AFTER CONSIDERABLE DISCUSSION
THE FOLLOWING ACTION WAS TAKEN.
