3rd Section, were opened by the City Clerk and read aloud by Joe E. Ward, Consulting
Engineer. The bids were as follows:

by the Consulting Engineer, Joe E. Ward, that the bid of Costello & Flick be acceptedj,
thereupon the following motion was, made:
Moved by Alderman Hale that the Board of Aldermen does hereby accept the recomnen-
dation of Joe E. Ward, Consulting Engineer, and award the bid to the lowest bidder., Costello

the Spillway at Lake Kickapoo were opened by the City Clerk and read aloud by F. M. Rugeleys

Moved by Alderman Hale., in view of the fact that both the City Manager and F. M.

the Board of Aldermen does hereby reject all of the bids for bridge construction at Lake
Kickapoo.

City Clerk to draw a check for same., payable out of Water Bond Improv, Fund., Ser. 1955.

execution of an Agreement by and between the Fort Worth & Denver Ry Co, and the City of
Wichita Falls, whereby the said Fort Worth & Denver Ry Co. grants unto the City an Easement
for the purpose of constructing and maintaining a drainage ditch along U.S. Highway 287s
Industrial Route, for a consideration of $10.00; further to authorize and empower Mayor
K. C. Spell to execute the said Agreement for and on behalf of the City of Wichita Falls.

of $960,00,

Robert Seabury came before the Council seeking permission to install 27 foot
streets in University Park, Sections 3 & T. for reason that he had already received com-
mitments from F.H.A. for 27 foot streets, and that the 30 foot streets as required in
recent rulings by the City would work an extreme hardship on him. Mr. Seabury further
stated he had been promised by some City officials, prior to the recent City change., that
his plan would be acceptable., thereupon the following motion was made:

of Robert Seabury Real Estate, to proceed as previously planned to use 27 foot streets in
University Park, Sections S & T, except Lindale Drive shall be a 30 foot street.

issuance of a Certificate of Public Necessity and Convenience to Travelers Uar Rental,
Inc. to operate 25 or less driverless automobiles over the streets of the City of Wichita
Falls, Texas.

Moved by Alderman Foley that the Board of Aldermen does hereby authorize the
issuance of a Certificate of Public Necessity and Convenience to H. C. R. Car Rentals, Inc.
to operate 10 to 30 driverless automobiles upon the streets of the City of Wichita Falls,
Texas.

Moved by Alderman Foley that the City Traffic Engineer, Earl Williams., be and he
is hereby directed to make a study and traffic survey of the advisability of one-way streets
in certain sections of the City., and submit the same to the Council for their consideration
at an early date,

Alderman Foley requested that a study be made of all retail locations, both in
and adjacent to the City., where fire works are amd. may be sold., and that the City Manager
contact such firms who are., or may be,, handling fireworks regarding the desirability of
discontinuing sale of same altogether., and report their reactions to the Council at the
next regular meeting for proper discussion.

The City Clerk certified to the Board of Aldermen the Referendum Petition filed
by Petitioners Everett Hughes,, Chairman., Harry Joiner., Claude Ritchie, Forrest Tillman and
J. R. Wallis, seeking repeal of Ordinances Nos. 1791 and 1792, filed in the Office of the
City Clerk Nov, 27., 1957., to be sufficient as to qualified voters., copy of which is attached
hereto and made a part of the records hereof.
Everett Hiighes, Harry Joiner and Forrest Tillman demanded immediate action upon
the petition. M. J. Vaughan discussed at length the desirability of immediate repeal of
Ordinances Nos. 1791 and 1792., while Aldemen Foley,, Jarratt, Bonner and Hall explained
the necessity of retaining the same from a financial standpoint. After both proponents
and opponents had been given ample time to express their views., the following motion was
made:
Moved by Alderman Foley that the request of the petitioners to repeal Ordinances
Nos. 1791 and 1792 be and the same is hereby denied and refused.
Motion seconded by Alderman Jarratt and carried unanimously.

-H--2 MR. CALVIN ASHLEY, REPRESENTING A GROUP OF PEOPLE OjJECTING TO THE
REGULATIONS OF AqUATIC SPORTS ON LAKE WICHITA APPEARED BEFORE THE
BOARD. MR. ASHLEY STATED THAT A PETITION HAD BEEN PREPARED �,Y CERT',',IN
PEOPLE AND CIRCULATED1 AND THAT HE HAD BEEN ENGAGED TO PRESENT
THE PETITION TO THE BOARD OF ALDERMEN. HE PRESENTED THE PETITION
ON JUNE 23, 1958. MR. ELLIS SAID THE BOARD OF ALDERMEN HAD REFERRED
THE PETITION TO THE PARK BOARD FOR RECOMMENDATION AND HE PRESENTED
PHOTOSTATIC COPIES OF THE PETITION HEADING TO EACH MEMSER OF THE
BOARD. MR. ASHLEY THEN RESTATED THE OL),JECTIONS THAT HIS GROUP HAS TO
THE REGULATIONS. THE SPECIFIC 05JECTIONS WERE DISCUSSED IN DETAIL,
AND THE INTENT AND WORDING OF THE ORDINANCE WAS EXPLAINED ON EACH
00JECTION. THE MAJOR OBJECTION WAS IN REG RD TO SECTION 3 OF
ORDINANCE #1799 WHICH STATES THAT A PERSON' S LICENSE OR CERTIFIC,,TE
OF REGISTRATION CAN BE REVOKED FOR VIOLATION OF THE PROVISIONS OF THE
ORDINANCE. IT WAS POINTED OUT THAT THIS SECTION MAY BE A LITTLE SEVERE
IN THAT A MINOR VIOLATION COULD RESULT IN THE REVOCATION OF A PERSON'S
LICENSE OR CERTIFICATE, IT WAS SUGGESTED THAT THE WORD "REPEATED"
SHOULD 3E INCLUDED IN THE WORDING. MR. KRUGER AGREED THAT NO PERSON
SHOULD HAVE HIS LICENSE OR REGISTRATION CERTIFICATE REVOKED UNTIL
AFTER HIS SECOND OFFENSE,
MOTION 4-600: MRS. STAFFORD MOVED THAT THE PARK BOARD RECOMMEND TO
THE BOARD OF ALDERMEN THAT SECTION 3 OF ORDINANCE j�:1799
BE AMENDED TO READ AS FOLLOWS:
CREATION OF AUTHORITY FOR SUPERVISION. THE BOARD OF ALDERMEN OF THE
CITY OF WICHITA FALLS MAY DESIGNATE, BY MOTIONP ANY DODY OF WATER OR
SURFACE OF ANY LAKE A CITY PARK. THE ENTIRE PROPERTY SO DESIGNATED
SHALL DE TRANSFERRED TO THE DEPARTMENT OF PARKS AND RECREATION FOR
SUPERVISION AND CONTROL. THE DIRECTOR OF PARKS AND RECREATIONP HIS
RANGERS OR OFFICERS SHALL HAVE FULL POWER TO REMOVE FROM THE PREMISES
ANY PERSON VIOLATING THE RULES AND REGULATIONS OUTLINED IN THIS
ORDINANCE. li PERSON'S REGISTRATION CERTIFICATE OR LICENSE MAY DE RE-
VOKED FOR THE REPEATED VIOLATION OF THE RULES AND REGULATIONS ESTAD-
LISHED FOR THE LAKE. IF FOR ANY REASON A PERSON'S CERTIFICATE �R
LICENSE IS REVOKED, HE MAY APPEAL TO THE BOARD OF ALDERMEN.

IT WAS POINTED OUT THAT THE PARK BOARD, IN RECOMMENDING THE
ESTABLISHMENT OF AQUATIC REGULATIONS, INTENDED TO PREVENT DAMAGE
TO PROPERTY AND PERSONAL INJURY AND DID NOT INTEND TO PENALIZE OR
TO TAKE AWAY ANY PERSON'S RIGHT TO ENJOY THE RECREATION POTENTIAL
OF AQUATIC SPORTS ON THE CITY LAKES. MR. EVANS SAID THAT THE
REGULATIONS ARE A MATTER OF PUBLIC EDUCATION AS WELL AS ENFORCE-
MENT AND THAT A PAMPHLET SHOULD BE PREPARED FOR GENERAL DISTRI -
BUTI ON TO THE PUBLIC OUTLINING IN BRIEF FORM THE RULES AND
REGULATIONS ESTABLISHED FOR THE LAKES INVOLVED,
MOTION #601 : MR. EVANS MOVED THAT A PAMPHLET LISTING THE RULES
AND REGULATIONS REGARDING THE USE OF THE CITY-OWNED
LAKES FOR AQUATIC ACTIVITIES 13E PREPARED, PUBLISHED
AND GIVEN GENERAL DISTRIDUTION TO THE PUBLIC*
MOTION SECONDED BY: MR. HARVEY. MOTION CARRIED*
MR. ELLIS SAID THAT LAKE WICHITA IS SMALL, AND WITH THE CROWDED
CONDITIONS ON WEEKENDS, A TRAFFIC PROBLEM EXISTS WHEN BOATS MOVE
IN ALL DIRECTIONS. AFTER A THOROUGH STUDY OF THE LAKE, HE RECOM-
MENDED THAT THE WEST END OF THE LAKE BE DIVIDED DOWN THE CENTER AND
THAT THE TRAFFIC PATTERN SHOULD BE ROUTED IN A ONE-WAY DIRECTION
WEST ALONG THE NORTH SHORE LINE, AND EAST ALONG THE SOUTH SHORE
LINE. TRAFFIC WOULD BE CHANNELED INTO 800 FOOT LANES, AND BY MOV-
ING IN ONE DIRECTION, A SAFER PATTERN WOULD DEVELOP, ADEQUATE
MARKING DEVICES AND DIRECTIONAL SIGNS TO KEEP THE TRAFFIC MOVING
IN THE PROPER DIRECTION WOULD BE INSTALLED. A CONSIDERABLE AMOUNT
OF DISCUSSION FOLLOWED AND THE FOLLOWING ACTION WAS TAKEN:
MOTION �f602: MRS. STAFFORD MOVED THAT A TRAFFIC PATTERN BE ESTAB-
LISHED ON LAKE WICHITA WITH THE TRAFFIC MOVING IN A
WESTERLY DIRECTION ALONG THE NORTH SHORE LINE AND IN
AN EASTERLY DIRECTION ALONG THE SOUTH SHORELINE, AND
THAT ADEQUATE DOUYS AND MARKERS BE PLACED IN THE LAKE
TO DIRECT THE TRAFFIC ACCORDINGLY.

ITEM 3 MR. EVANS ASKED WHETHER OR NOT THE POSITION OF SUPERINTENDENT OF
RECREATION HAD DEEN FILLED, AND MR. ELLIS STATED THAT IT HAD NOT.
MR. HARVEY STATED THAT HE WAS SORRY TO SEE MR. kBDUEHL LEAVE AND
THAT HE THOUGHT MR. t-,7,f3UEHL HAD DONE A FINE JOB AS SUPERINTENDENT
OF RECREATION.
MOTION #603: MR. HARVEY MOVED THAT A RESOLUTION ON BEHALF OF THE
PARK BOARD OF WICHITA FALLS BE PREPARED AND SENT
TO MR. ADDUEHL THANKING HIM FOR HIS EFFORTS.

ITEM #4 MR. EVANS REPORTED THAT THE OPTIMIST CLUD DESIRES TO CONTINUE ITS
CO-SPONSORSHIP OF THE WICHITA FALLS JUNIOR OLYMPICS AND TO ASSIST
THE PARKS AND RECREATION DEPARTMENT IN ANY MANNER POSSIDLE IN THE

The City of Wichita Falls Traffic commission met in regular
session on July 24j 1958 at 2:00 p.m.�, the sixth meeting of the
year,
Mr. Jack C. Reed, Acting Chairman, called the meeting to order
at 2:10 p.m.
OLD BUSINESS:
1. Discussion of a proposed ordinance relating to automobile
parking lots� which was tabled at a previous meeting.
Frank Craig moved that a committee be appointed, consisting
of two members of the commission and one member represent-
ing the parking lot business., to meet with the Traffic
Engineer and make an investigation and present recommend-
ations to the Traffic Commission at its next meeting.
Seconded by Geo. Adams and carried.
Acting Chairman, Jack Reed appointed Geo. kdams� T. Herbert
Brown and Larry Tarpley to serve on the above committee.
2. Discussion of angle parking in the 1500 block of Eleventh
Street.
Moved by Ralph Morgan, that we leave angle parking in the
1500 block of Eleventh Street.
Seconded by Geo. Adams and carried.
NEW BUSINESS:
1. Request for a loading zone on the eastside of the 700
block of Lamar.
Ralph Morgan moved that a loading zone be granted on the
eastside of the 700 block of Lamar and the details to be
worked out between the interested party and the Traffic
Engineer.
Seconded by Geo. Adams and carried.
2. Recommendation for the widening of the eastside of
Holliday Road to two lanes for 150 feet south of Kell Blvd.
Richard Long made the motion to widen the eastside of
Holliday Road five feet for 150 feet south of Kell Blvd.
Seconded by Ralph Morgan and carried.

3. Recommendation for the closing of Bridwell Street at
the intersection with Kell Blvd.
Moved by Ralph Morvan that Bridwell Street at its
intersection with Kell -:1vd. be left open and a complete
study of p�,ssible signal system modifications be made
and a report be presented at our next meeting.
Seconded by Geo, Adams and carried.
Request for a discussion of the charve bein'g assessed
for the loadim, znnes at 701, '(02 and 703 Scott Street
and 723, 725 and 727 of Seventh Street.
