The Board of Aldermen of the City of Wichita Falls met in regular session on the
above date, in the Council Room of the Memorial Auditorium Brig., at 8 o'clock P.M., with
the following members present: '"

The Invocation was given by Rev. 0. S. Welch, Pastor Central Baptist Church.
Moved by Alderman Jarratt that the Minutes of the regular meeting held September
23, 1957, and the called meeting held October 7, 1957, be and the same are hereby approved.
Motion seconded by Alderman Mitchell and carried.
Moved by Alderman Foley that the Minutes of the Welfare Board meeting held
September 25, 1957, be and the same are hereby approved, copy of which is attached
hereto and made a part of the records hereof.
Motion seconded by Alderman Jarratt and carried.
As advertised, bids for paving 13th Street, from Scott to Indiana, were opened
by the City Clerk and read aloud by the City Manager. The bids were as follows:
Timmons & Anderson $5655.11
W. S. Duke Concrete Construction Co. 5802.82
Moved by Alderman Foley that the bid for paving 13th Street, from Scott to
Indiana, be and the same is hereby awarded to the lowest bidder, Timmons & Anderson,
at their bid price of $5655.11,

City
Attorney C. C. McDonald, representing the Wichita/Lines, Inc., came before the
X Council, requesting six months extension of the Bus Franchise, which, in his opinion,
would be advantageous to both the Wichita City Lines Inc. and the City, whereupon the
following motion was made:
Moved by Alderman Jarratt, in accordance with the request of the Wichita City
Lines, Inc. the Board of Aldermen does hereby extend the franchise of Wichita City Lines,
Inc. for a period of six months from November 13, 1957, to May 13, 1958.
Motion seconded by Alderman Foley and carried.
Moved by Alderman Mitchell that the Board of Aldermen does hereby authorize
payment to Clayton Electric Co, the sum of $141.62.40, for Estimate No. 1, for installing
remote control and supervisory equipment on the Water Supply System, and direct the
City Clerk to draw a check for the same, payable out of Dater Bond Improv, Series 1955
fund.

Moved by Alderman Foley that the Board of Aldermen does hereby authorize
payment to Pole Line Construction Co. the sum of $7412.31 for the third and final payment,
inclusive-of a change order increase of $2317,27, on their contract, dated Jan. 14, 1957,
and direct the City Clerk to draw a check for the same, payable out of Water Bond Improv. E
Ser. 1955, Fund.

Moved by Alderman Foley that the Board of Aldermen does hereby authorize the
execution of a Water Main Reimbursement Contract, between the City of Wichita Falls
and University Park Corporation, in the amount of $62,302.86, for water mains in University
Park Addition, more particularly described as Section A & B-3, Section B 2, Section A,
Section A & B-2, Section A-1 & C, Section A 3 and Section A 3 & C-1; further to authorize
and empower City Manager H. A. Thomason to execute the said contract for and on behalf of
the City of Wichita Falls.
Motion seconded by Alderman Jarratt and carried.
Moved by Alderman Mitchell that the Board of Aldermen does hereby approve water
main extensions as outlined by John P. Ruhmann, Director of Utilities, schedule of the
same being attached hereto, and Futher authorize and direct the City Manager, or Director
of Utilities to advertise for bids on this project to be opened at the regular meeting
to be held Nov. llth; and further authorize the continuance of the services of Joe E.
Ward, Consulting Engineer, for the above described projects.

Moved by Alderman Jarratt that the Board of Aldermen does hereby authorize
tax refunds, as follows:
To J. W. Slack, $2.71 on account of double payment of 1956 taxes on one automobile. t
Carl Wayne Conrad 17,60 on account of an overpayment on 1956 taxes on Lot 4, Block 1,
University Park Addn. Section C;
further, to direct the City Tax Assessor, or the City Clerk, to refund each of the above
stated amounts.

payments on the following Water and Sewer Main Reimbursement Contracts:
To Hamilton Investment Co. $437.95, due 10-1-57 on Water Main contract on Mockingbird
Lane, 6th Supplemental Addn, to Country Club

Hughes Development Co. Inc. 6578,63, due 10-1-57 on Water Main Contract in Faith
Village, Unit #1.
Hughes Development Co. Inc. ,424.95, due 10-1-57 on Water Main Contract in Faith
Village, Unit #3.
Hughes Development Co. Inc. ,298.94, due 10-1-57 on Sewer Main Contract in Faith
Village, Unit #1.

further, to direct the City Clerk to draw checks for each of the above stated amounts.

Moved by Alderman Uarratt that the Board of Aldermen does hereby authorize the
execution of a Right-of-Way Easement by and between the Texas Electric Service Co, and
the City of Wichita Falls to operate and maintain a 31 inch tile sewer line on the
following tracts of land:
Lots 1,2,3,4,5,E & 7, in Block No. 12, South Park Addition to the City of WichitaFalls,
as shown by the map or plat of record in the office of the Co. Clerk of WichitaCo., Tex,
as recorded in Vol 567, Page 141, Deed Records of Wichita Co. Texas; and

Tract 1: A 0.76 ac, tract of land out of South 1/2 of North 1/2 of Block 1, Irrigation
Subd, in the John A. Scott Sur. No. 10, Wichita Co. Texas, as recorded in Vol. 477, Page 425,
Deed Records of Wichita Co. Tex.
Tract 2: A 0.53 ac. tract of land out of the West 1/2 of the North 1/2 of North 1/2 of
Block 1, Irrigation Subd. in the John A. Scott Sur. Abs. No. 10, Wichita Co. Texas;

COMMENT:
The propoas(l 12" na.4n extension from the Sikes Addition in the Farm
to Market R,)ad to the intersection of the Farm to Market Road and Fairway
Blvd. is estimated to cost $48.,450,,10, This main would T)rovide water to
start the following subdivisions:
1. Cleabury Ad :ition in University Park
2. Hill and Moore Tract near Reservoir
3. Small Tract adjoining Rosemont Cemetery
h., University Tract adjoining Lake Wichita
50 3ubdivisior. on South side of Lake Wichita
It should be pointed out that this main is not sufficient to fully
develop all of these tracts but could be used for a start. Is is also
probable that we will want to resupport the South end of both Faith
Village and University r, ark with this main.
The proposed 1211 from Jasper and the Virginia Street cut off is
estL-ated to cost 345.,797-50 and would go out 26th Street to the South
side of Sunnyside and provide for the following,%
1. Resupport for Henrietta Highway and 'Water Dist. 5
2. Chapel Hills Addition
3. Visita Heights Addition
4. Property in city limits between 26th Streets Henrietta
Highway and Sunnyside Heights.
It is estimated that both of these mains plus onsite water facilities
in several subdivisions will be required by January. The Water Department
with our present load from paving cannot possibly do any of this work and
meet the requirements of the subdividers. An estimate of our Paving work
load and time tw complete it is as follows:

Total 21 Weeks
In other words all of our forces will be tied up until approximately
April 1. This no doubt will hold up some of the paving program (both City
or Highway) and we might require help to meet the time schedule required.
In any event we are not in a position to do witt, any dispatch either
the engineering or the construction on the two mains mentioned above or
the onsite facilities for the several subdivisions involved.
On the basis of the above it is requested that we have an outside
engineer begin work on both the two mains mentioned above and the required
onsite facilities.
The above estimates are made without any easements to the South of
Sunnyside and our chosen route may be in error. The estimates are there-
fore preliminary and are, no doubt, not exactly correct but they should
be close enough for council approval.
There has recently been considerable pressure for the City to furnish
water to Water District 6. and at least four other large tracts of land
that extend past Sheppard Field. If it is necessar7 to supply water to
these tracts on the Sheppard Access Road it is requested that a 20" -main
be approved from the circle on Seymour Highway and Beverlyo out Beverly
to the Iowa Park Road,
As mentioned to you some time back it is necessary to extend the lb"
main out the Jacksboro Highway to the Farm to Market Road to resupport the
South end of the Spicer Addition# Edgemere South and the Singleton Addition,
There is also a small tract in the city limits not in any addition which
should have water. As soon as we get this other work under way a separate
report will be made on this project.
