July 22, 1957 The Board of Aldermen of the City of WichitaFalls, Texas, met in regular session on the above date, at 8 o'clock P.M., in the Council Room of the Memorial Auditorium Bldg., with the following members present: K. Ward, Consulting Engineer. The bids were as follows: Clayton Electric Co. $31,472.00 Peoples Electric Co. 32,187.00 Moved by Alderman Jarratt'that the above bids be referred to Joe E. Ward for immediate comparison and recommendation, whereupon after careful comparison, Mr. Ward recommended the low bid of Clayton Electric Co., thereupon the following motion was made: Moved by Alderman Foley that the Board of Aldermen does hereby accept the fa recommendation of Joe E. Ward, and award the bid for control equipment at Kickapoo P*mp Station to the lowest bidder, Clayton Electric Co. at their bid price of $31,472.00. Motion seconded by Alderman Bonner and carried. Moved by Alderman Foley that the request of the Texas Company for permission to construct wider driveways at the proposed service station, located at Kemp Blvd. and Ave. U which is in direct conflict with the present code governing such installations, be and the same is hereby refused and denied. Motion seconded by Alderman Hale and carried. Moved by Alderman Foley that the Plat of Subdivision of Homestead No. 38, Wichita Gardens Homesteads, Wichita Falls, Texas, be and the same is hereby adopted, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Jarratt and carried. Moves! by Alderman Foley that the Plat of Ed F. Riley Subdivision No. 4, a part of Blocks Z& B,3ayles Subd. of J. A. Scott Survey No. 13, A-303, Wichita County, T exav, be and the same is hereby adopted, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Jarratt and carried. Moved by Alderman Hall that the Board of Aldermen does hereby authorize payment to Wichita General Hospital the sum of $10,093.32 for June charity patients, and direct the City Clerk to draw a check for the same. Motion seconded by Alderman Bonner and carried. Moved by Alderman Jarratt that the Board of Aldermen does hereby authorize final w{ � z payment to DeLeval Steam Turbine Co. the sum of $7195.00 for pumps, etc. used on Kickapoo conduit, and direct the City Clerk to draw a check for the same, payable out of Water Bond Improv. Fund, Ser. 1955. Motion seconded by Alderman Bonner and carried. Moved by Alderman Foley, in accordance with bids opened July 8, 1957, for paving portions of Corwin, Calhoun, Washington and Caroline Streets, the Board of Aldermen does a hereby accept the recommendation of the Director of Public Works and award the bid to the lowest bidder, Virgil T. Stone, at his bid price of $17,724.02. Motion seconded by Alderman Mitchell and carried. Moved by Alderman Mitchell, in accordance with bids opened July 8, 1957, for paving Marconi, Bailey and Juarez Streets, the Board of Aldermen does hereby accept the r.. recommendation of the Director of Public Works and award the bid to the lowest bidder, Virgil T. Stone, at his bid price of $5483.93, less error in bid specifications of $162.00, Net amount $5321.93. Motion seconded by Alderman Jarratt and carried. 154 Moved by Alderman Jarratt that if the S & S Construction Co. does not begin 47 actual paving of Flood Street, from Park to Rosewood, within 10 days hereof, the bides r; awarded them on June loth in the amount of $14,794,35, be cancelled and the City Manager be and he is hereby authorized and Ampowered to award the contract to the second lowest bidder, R. 0. Green Construction Co., Motion seconded by Alderman Bonner and carried. Moved by Alderman Mitchell, in view of the fact that the City received no bids for re-location and construction of sewer lines on the Truck Route, on July 8th, and it being imperative that this project proceed immediately, the City Manager be and he is ' hereby authorized and empowered to negotiate contract for and on behalf of the City, to have the work done on a cost, plus 10%, basis. Motion seconded by Alderman Bonner and carried. Moved by Alderman Foley that the Wichita Falls Housing Authority be and they are hereby permitted to reduce their cash deposit with the City of Wichita Falls by the sum,of $699.00, as its contribution for the following-paving: Corwin St, from Caroline to Washington Calhoun it Caroline to Washington Washington it Corwin to Calhoun Caroline " Calhoun 32.5' East of Clay & likewise; Caroline " Corwin 1501 west of Corwin; Marconia, from Rosewood to Bailey, Bailey t1 Marcordto Juarez, and Juarez " Bailey to Neff; for reason that the said Wichita Falls Housing Authority agrees to install curb and gutter on both sides of the streets on the above named streets. Motion seconded by Alderman Mitchell and carried. Moved by Alderman Bonner that the Board- of Aldermen does hereby authorize the issuance of a Certificate of Convenience and Necessity to National City Truck Rental Company to operate, for hire or lease, five driverless trucks upon the streets of the City of Wichita Falls, when and at such time as the necessary bond or insurance policies, as required by terms of the ordinance governing driverless motor vehicles have been filed with the City of Wichita Falls. Motion seconded by Alderman Hale and carried. Moved by Alderman Jarratt that the Board of Aldermen does hereby designate August 30, 1957, 2:00 P.M., as the date to read bids for sale of $500,000. sewer bonds; also hereby designates the City National Bank of Wichita Falls, and First National Bank at Dallas as co paying agents for the above mentioned bond issue. Motion seconded by Alderman Hale and carried. Mr. Watson, representative of Watson-Camp Company, and other business firms in the 1300 block on llth Street, came before the Council, seeking immediate removal of No Parking signs, between the hours of 4 to 6 P.M,, also asked for angle parking instead of parallel parking. Mr. Watson stated his business, together with other business houses in the 1300 block, were suffering considerable loss of trade due to the above mentioned regulations. The matter was discussed at length by both opponents and Traffic Engineer Earl Williams, whereupon the following motion was made: Moved by Alderman Jarratt that the Mayor appoint a committee for the purpose of studying and observing the complaint, and report its findings and recommendations to the Council at a called meeting scheduled at 5 P.M., Wednesday, July 24th. Motion seconded by Alderman Hale and carried. 155 In accordance with the above motion, Mayor K. C. Spell appointed each member of the Board of Aldermen to serve in the above stated capacity. ` Moved by Alderman Foley that the meeting be adjourned. Motion seconded by Alderman Mitchell and carried.
