for which the City hereby agf'ees to contribute a fixed sum of 5�57,800.00 to the said
State Highway Com * ssion toward the construction cost of this work; and further does

Moved by Alderman Foley that the Board of Aldermen does hereby authorize tax
refund to the Trinity American Lutheran Church the sum of $254.08 for city taxes, covering
the West 15 ft. Lot 18, and all of Lot 19, Block 39; Country Club Estates, for the years
1952 to 1955, inclusive; this refund authorized by virtue of the fact that this property
has been owned, indirectly, by the said Trinity American Lutheran Church during the
above mentioned period; further to direct the City Clerk to draw a check for the same.

Moved by Alderman Hale that the Board of Aldermen does hereby authorize pa�nment
to the Board of Water Engineers of the State of Texas the sum of $520.00 for stream flow
on Little Wichita River near Henrietta, Texas, for the period of Sept. 1, 1957 to Sept.
1, 1958, and directs the City Clerk to draw a check for the same; further authorizes
and empowers the City Manager to execute the said Memorandum of Understanding with the
Water Board of Engineers for and on behalf of the City of Wichita Falls, Texas.

to Joe E. Ward, Consulting Engineer, the sum of02545.91, for engineering fees in connection
i-rith the 20 140 pump station and equipment, also the Booster pump stations & equipment; further,
to direct the City Clerk to draw a check for the same, payable out of Water Bond Improvement,
Series 1955, fund.

A proposed Ordinance, amending Ordinance No. 1667, to provide permits for Ki.lk
Producers, Out of City 1,Iilk and Ice Cream Processors selling products in the City, setting
forth fees to be char;;ed milk producers, came up for consideration, whereupon Mr. Bill
Chapman, representing milk producers of the Wichita Falls area, and ter. E. M. Friend, repre-
senting the Producers Association, came before the Council and stated that the proposed
fees were confiscatory, and asked that action upon the proposed ordinance be deferred to a
later date. After much discussion by both proponents and op--)onents, the following motion
was made:
Moved by Alderman Jarratt that the above -roposed ordinance be deferred until the
next regl.ilar meeting Sentember 23rd, at which time the s�urne would "lie put to a. vote by the
Council.

School, came before the Council to state that his station operation is being put to a
decided disadvantage due to recent traffic reulations, and asked for immediate relief;
thereupon by common consent of the Council, the :natter was deferred until the next,
meeting for further study.

of a certain 200 Acre Tract out of the 4m. Ilicyer Si1r. A 193, Idichita County, Texas,

Mr. Terryp representative of the ti;ichi.ta National Bans, presented a letter to
the Council, in which Mr. Joe B. Wolverton, President of the said Wichita National Bank,
asserts that the City Nlational Bank had violated its agreement with the City by discon-
tinuar_ce of paying Armored Car Service, and asked that the Contract be re-awarded to the
Wic'_:ita National Bank, copv7- of the letter being attached hereto. _
The matter was discussed both pro and con, thereupon the following motion was
made:
Mloved by Alderman Jarratt that the City Attorney be and he is hereby directed
to furnish the Council with a written opinion as to whether or not the City National Bank
has actually violated its contract in such manner as to actually void the Contract, and
report back to the Council.

5. A recommendation that a Parallel Parking restriction be applied
to the 1500 Block of Eleventh St.
Motion made by Frank Craig that the recommendation for Parallel
Parking in the 1500 Block of Eleventh St. be approved. Seconded
by Ralph Morgan, Jr. Carried unanimously.
6. A recommendation that a "No Parking 4 - 6 p.m." parking prohibition
be applied at the normal curb line of the 800, 900 and 1000 Blocks
of 7th Street, north side.
Motion made by Frank Craig that this recommendation be approved.
Seconded by G. H. Kirby. Carried unanimously.
7. The recommendation of an ordinance amending Section 29 of Ordinance
No. 1641 the same being the traffic code of the City of Wichita Falls,
Texas, by changing Section 29 subsection (a) defining Emergency and
experimental regulations.
Motion made by Ralph Morgan, Jr. that Section 29. Emergency and
experimental regulations be amended to conform with the original
model traffic ordinance which reads as follows: Sec. 29.
Emergency and experimental regulations. -- (a) The chief of police
by and with the approval of the city traffic engineer is hereby
empowered to make regulations necessary to make effective the
provisions of the traffic ordinances of this city and to make and
enforce temporary or experimental regulations to cover emergenc__es
zr special conditions , No such temporary or experimental regulation
shall remain in effect for more than 90 days. Seconded by Frank
Craig. Carried unanimously.
The next regular meeting of the Traffic Commission will be in the
Council Room of the Memorial Auditorium at 2:30 p.m., Thursday,
September 19, 1957•
