Ward, Consulting Engineer, for the installation of control equipment of Lake Kickapoo pump stations, and advertise for bids to be opened July 22, 1957. Motion seconded by Alderman Hale and carried. Moved by Alderman Hale that the Board of Aldermen does hereby authorize payment to Wichita General Hospital the sum of $9657+71, for May charity patients, and direct the City Clerk to draw a check for the same. Motion seconded by Alderman Bonner and carried. Moved by Alderman Hale that the Board of Aldermen does hereby authorize payment to Jas R. Killebrew and Glen L Harris, L. W. Riesen, Trustee, and Stewart Trust. Co. the sum of $124.92 for payment due June 20, 1957, on water main reimbursement contract, in Sect. A & B, Sikes Addition. Motion seconded by Alderman Jarratt and carried. 143 Moved by Alderman Mitchell that the Board of Aldermen does hereby authorize payment to Allis-Chalmers Mfg. Co. the sum of $2738.00 as final payment on 20 MM Pump and motor, and Motor Control Assembly, and direct the City Clerk to draw a check for the same, payable out of Water Bond Improv. Ser. 1955 fund. Motion seconded by Alderman Hall and carried. Moved by Alderman Hall that the Board of Aldermen does hereby accept, with regret, the resignation of Oral Jones as City Treasurer of the City of Wichita Falls, and further, that E. A. Davis, Vice-President of the City National Bank of Wichita Falls, be and he is hereby duly appointed City Treasurer of the City of Wichita Falls, effective this date. Notion seconded by Alderman Mitchell and carried. Moved by Alderman Jarratt that the request of the Hamilton Investment Co. for adoption of the Plat of Second Extended Section of the 7th Supplemental Dedication Plat of Country Club Estates 1st Section be and the same is hereby referred to the Planning Commission. Motion seconded by Alderman Hall and carried. The matter of city-owned property abutting the Fowler Home, was, by common consent of the Board of Aldermen, deterred until the neat regular meeting. Mr. Byrd, Chairman of the Beautification Committee of the Chamber of Commerce, appeared before the Council, requesting that serious consideration be given Parks and f Recreational Program in the overall long range development program which the City is now in the process of completing, whereupon Mr. Ellis, Director of Parks & Recreation, stated the Park Commission is now in the process of preparing a similar program. The motion was seconded by Alderman Avery Mitchell. The motion carrying with it the adoption of the resolution prevailed by the following vote: Yeas: Aldermen Hall, Bonner, Foley, Mitchell and Jarratt and Mayor Spell. Nays: None. The resolution as adopted is as follows: RESOLUTION NO. 310 BY THE BOARD OF ALDERMEN OF -THE CITY OF WICHITA FALLS, TEXAS, CANVASSING RETURNS AND DECLARING RESULT OF AN ELECTION ON THE QUESTION OF THE ISSUANCE OF $500,000.00 SEWER IMPROVE4MT AND EXTENSION BONDS. WHEREAS, heretofore on the llth day of June, 1957, the Board of Aldermen of the City of Wichita Falls, Texas, adopted a resolution calling an election to be held in said City on the 29th day of June, 1957, on the following proposition: "SHall the Board of Aldermen of the City of Wichita Falls, Texas, be authorized to issue the bonds of said City in the sum of $500,000.00,, maturing serially in such installments as may be fixed b the Board,of Aldermen, the maximum maturity being not more than Thirty (301 years from their date, bearing interest at a rate not to exceed Five (5%) per cent per annum, and to levy a tax sufficient to pay interest as it accrues and principal as it matures on said issue of bonds, for the purpose of improving and extending the City's sanitary sewer system, as authorized by the Constitution and laws of the State of Texas," and WHEREAS, said election was duly held at the time and place specified after due notice as required by law had been given by posting and publication; and WHEREAS, there were cast at said election the following votes: "FOR THE ISSUANCE OF SEWER IMPROVEM[ENT AND EXTENSION BONDS" 787 Votes; "AGAINST THE ISSUANCE OF SEWER IMPROVEMENT AND EXTENSION BONDS" 775 Votes; as is reflected in the election returns heretofore filed with the City Clerk; and WHEREAS, only qualified taxpaying voters owning taxable property in said City and who had duly rendered their property for taxation were allowed to vote; BE IT RESOLVED BY,THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: 1. That said election was duly called; that notice was given in accordance with law and in accordance with the resolution calling the election; that the election was held in accordance with law; that the returns of said election have been made by the proper officers; that a majority of the qualified voters who own taxable property in said City and who have duly rendered the same for taxation voting at said election have voted in favor of the issuance of said bonds. 2. The claim of Mrs Goldie Garrett for damages against the City for $20,000, as alleged by her attorneys, Smoot': & Smoot , was read to the Council by the City Clerk, thereupon the following motion was 'made: Moved by Alderman Foley that the above and foregoing claim be referred to the City Attorney for investigation. Motion seconded by Alderman Bonner and carried. Moved by Alderman Jarratt that the Wichita Falls Boat Racing Club be and they are hereby granted permission (free gratis) to hold their boat racing festivities, etc. at Lake Wichita July 21st, and hereby authorize the City Manager to execute a contract with them for and on behalf of the City, and upon his conditions and requirements. Motion seconded by Alderman Foley and carried. 149 Mr. Bob Gaston, representative of a group of citizens interested in the traffic situation in the vicinity of the 1000 block on 18th St., requested the said 1000 block on 18th St. between Austin and Travis Streets be returned to a 2-way street. Considerable time was consumed by Mr. Gaston explaining the advantages of his views, while Earl Williams, Traffic Engineer, explained at length the dis-advantages, thereupon the following motion was made: Moved by Alderman Bonner that one-way traffic in the 1000 block of 18th St. between Austin and Travis be retained as is. Motion seconded by Alderman Jarratt and carried. Alderman Bonner, Chairman of the Committee appointed to investigate the request of the Officials of the Fowler Home, recommended that the City grant a long-term lease to the said Fowler Home for 25 ft. of city-owned property lying adjacent to the Fowler Home, for a consideration of $1.00, and the remaining 25 ft. of this property be advertised for sale to the highest bidder when and at such time as it is deemed advisable to place the same on the market, whereupon the following motion was made: Moved by Alderman Bonner that the above and foregoing report be accepted and the recommendations be carried out, and the Board of Aldermen does hereby authorize and empower the City Manager to execute a Lease Agreement with officials of the Fowler Home for and on behalf of the City of Wichita Falls. Motion seconded by Alderman Jarratt and carried. Moved by Alderman Mitchell that the Board of Aldermen does hereby approve and authorize the City Tax Collector & Assessor to reduce the taxable value of Lots 11 & 12, Block 173, Original, from $29,000. to $23,200. for the year 1952, this in accordance with an agreed settlement by virtue of a lawsuit with the present owner. Motion seconded by Alderman Foley and carried, Alderman Bonner declining to vote, for reason that he is related to the property owner. Moved by Alderman Jarratt that the meeting be adjourned. Kirby tl.at this recommendation be accepted. Seconded by Sam Spence. Carried unanimously. NEW BUSINESS 1. Request for two-way traffic in the 1000 Block of 18th Street (between Travis and Austin Streets.) Recommendation made by Sam Spence that thi3 item be placed on the agenda of the City Council at their next regular meeting. Seconded by Boyd Kelley. Carried unanimously. 2. Request for a curb loac:i.ng zone on the westside of the 1100 Block of Grace Street. Motion made by Sam Spence that this be denied as there is no + proof that a loading zone is needed at this particular location. Seconded by Boyd Kelley. Carried unanimously. 3. Request for a number of exceptions to the Typical Access Layout - Urban Section - Commercial of the Regulations for Access Driveways to a e Highways as recommended by the City Traffic Commission on February 9, 1956 and approved by the Wichita Falls Board of Aldermen on February 13, 1956. Motion made by Sam Spence that this request be tabled. Seconded by Boyd Kelley. Carried unanimously. The next regular meeting of the Traffic Commission will be in the Council Room of the Municipal Auditorium at 2:30 p.m., Thursday, July 18, 1957.
