Moved by Alderman Bonner that the Minutes of the regular meeting held May 27,
1.957, be and the same are hereb - approved, as corrected, in-so-far as it pertains to
Section 3 of Ordinance No. 1754, which is hereby changed to read as follows:
L "Section A. Vaccination: It shall be unlawful for the owner of any dog to
keen or maintain such dog unless it shall have been vaccinated by a licensed Veti-
,fR narian, with anti-rabies vaccine, within one year preceding the date on which such

As advertised, bids for purchase*of 4 Harley-Davidson Servi-Car Model No.
57-GA, were opened by the City Clerk and read aloud by the City Manager. Only one bid
was received, which reads as follows:

Less trade-in allowance of '$1028.00 for 3-Three [Wheel
and one solo mototcycle, Net price 4827.00
roved by Alderman Foley that the above and foregoing bid be referred to the
Purchasin7 Agent and Chief of Police for recommendation.

James H. Montgomery, Board Member of the Children's Aid Society, requested
that the City sell them approx:Lmately 150 x 120 ft. of land out of Block H, adjacent to
Fowler Home property, for expanded play.7,round area, for a consideration of �1000.00, or

lease the same for a nominal cash consideration. The matter was given due consideration
whereupon t ayor K. C„ Spell appointed Tom C. Foley and Sta,rtor: M. Bonner as a committee �
of two to study the req_zest and make such reconn- endation as their deem advisable, and
report the same at the next re'Ular Council meeting.
Sam B. Spence, Attorney for former employees i-.rs Marzi.e Ola McCormick and Mrs
Viola Jeanine Catter,, appeared before the Council, requesting retroactive pay due each of
them, as alleged by their attorney Mr. Spence, for the difference between salary of
regular employee and that of civil service employees while working for the City in the
building occupied by Police Department employees, whereupon the following motion was
made:
Moved by Alderman Jarratt that the above and foregoing claim be left entirely
up to the City Attorney for proper consideration.
Motion seconded by Alderman Foley and carried.
The official bids of the Wichita National and City National Banks for the City
Depository came on for consideration, whereupon the following motion was made:
Moved by Alderman Jarratt that the °ichita National Bank be appointed Bank
Depository for the City of Wichita Falls for the next two years.
Motion seconded by Alderman Bonner, and lost by the followingY vote:
Yeas: Aldermen Hall, Bonner and Jarratt.
Nays: Aldermen Hale, Foley and Mitchell, with P,Sayor K. C. Spell voting to
break: the tie.
Mayor K. C. Spell made the following remarks: "This is my 14 ;.h month as Mayor
of the City of Wichita Falls, and second opportunity to vote. It appears that I make all
the tough decisions. Incidentally, I do business with both the Wichita National and the
City National, but considering the additional fringe offers in the City National bid, it
is my honest and candid opinion that the City National bid is more beneficial to the City,
hence my reason for not voting in favor of the Wichita National Bank as depository."
Moved by Alderman Foley that the Board of Aldermen does hereby appoint the
City National Bank as Depository for the City of Wichita Falls, for a period of two
years, upon the terms and conditions of their bid.
Motion seconded by Alderman Mitchell and carried by the following note:
Yeas: Aldermen Hale, Foley, Mitchell and ',layor K. C. Spell.
Mays: Aldermen Hall, Bonner and Jarratt.
Mayor K. C. Shell voted Yea, to break the tie.
Moved by Alderman 14itchell, in accordance writh bids opened for paving Flood
Street, from Park to :ftosewood, the Board of Aldermen does hereby accept the recommendation
of F. M. Rugeley, Director of Public Works, and award the bid to the lowest bidder, S �L S
Construction Co., at their bid price of 14,794.35.
Motion seconded by Alderman Foley and carried.
"loved by Alderman Bonner, in accordance with bids opened May 27th, for excavation
of Call Field Road, from City Limits to Fairway Blvd., the Board of Aldermen does hereby
accept the recommendw7.ion of the Director of Public Works, F. M. Rugeley, and award the bid
to the lowest bidder lit. 0. Green, at his bid price of $2432.00.
Motion seconded by Alderman Jarratt and carried.
Moved by Alderman Plitchel.l, in accordance with bids opened May 27th, for paving
Call Field rzoad, to the City Limits, the Board of Aldermen does hereby accept the recommen—
dation of the Director of Public 'r;orks, F. ii. H.u.Teley, and award the bid to the lowest
bidder, R. 0. Green, for a consideration of $18,268.40, being $2000.00 in excess of the bid

price , for reason of a $2000.00 error in totaling the bids. Unit bid quotations were
requested and submitted by the said R. 0. Green and the total unit bid price should have been
$18,268.4.0 instead of A$16,268.40, It. is understood by all parties concerned herewith that the
corrected tabulated bid is still $$1933.88 lower than the second lowest bidder, Virgil Stone.

Moved by Alderman :Mitchell that the Board of Aldermen does hereby approve and
athorize payment to Texas Electric Service Co. the sum of $452.00 for installing 8 polbs
along the Wichita Falls-Lake Kickapoo conduit, and direct the City Clerk to draw a check for
the same, payable out of the Water Bond Improv. Ser. 1955 Fund.

to J. C. Oliver the sum of $2475.99 for Estimate No. 10 on Booster Pump Station improvements,
and direct the City Clerk to draw a check for the same, payable out of the Water Bond Improv.

to United States of America the sum of $1763.02 for landing fees at Kell Field, for period

for the same.

Field Road; further to authorize and empower the City Manarer H. A. Thomason to execute the
said contract for and on behalf of the City of Wichita Falls,

Alderman Mitchell introduced a resolution and moved that it be adopted. The
motion was seconded by Alderman Foley, The motion carrying with it the adoption of a
resolution prevailed by the follovring vote:

visable to issue the bonds of said City for the purpose hereinafter mentioned:
BE IT RESOLCIED BY THE 30ARD OF Or' THEE CITY OF IC1'II:9 FALLS, TEXAS:
1. That an election be held in the City of ,Wichita Falls, Texas, on the 29th day
of June, 1957, at which election the follo�,dnl,-, proposition shall be submitted:

"Shall the Board of Aldermen of the City of W4 chi.ta Falls/be authorized
to issue the bonds of said City in the sum of 500JOOO.00, maturing serially in
such installments as may be fixed by the Board of Aldermen, the maximum maturity
being not more than Thirty (30) years from their date, bearing interest at a r?te
not to exceed Five (5%) per cent per annum, and to levy a tax sufficient to pay
interest as it accrues and principal as it matures on said issue of bonds, for the
purpose of improvin; and extending the Cityts sanitary sewer system, as authorized
by the Constitution and laws of the State of Texas."
2. That said election shall be held at the following places within the City, and
