May 13, 1957 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session in the Council Room of the Memorial Auditorium Bldg.,, on the above date, at 8 otclock P.M.,, with the following members present: K. Brannon, Assistant Our Lady Queen of Peace . - - - - - - - - - - Moved by Alderman Jarratt that the Minutes of the regular meeting held April 22., 1957, be and the same are hereby approved. Motion seconded by Alderman Bonner and carried. - - - - - - - - - - Mayor K. C. Spell appointed Alderman J. D. Hall , M.D. liaison officer to the City-County Welfare Board and Wichita General Hospital. - - - - - - - - - - Moved by Alderman Jarratt that the Board of Aldermen does hereby approve and ratify the Minutes of City-County Welfare Board meeting held April 18, 1957t COPY of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Hale and carried. - - - - - - - - - - Moved by Alderman Foley that the Director of Public Works be and he is hereby directed to advertise for bids to pave Flood Street from Park Street to Redwood Street, said bids to be opened at the next regular Council meeting to be held May 27, 1957. Motion seconded by Alderman Jarratt and carried. - - - - - - - - - - Mayor K. C. Spell appointed the following named persons to serve on the City Traffic Commission, until April 23, 1960: Ralph -v,1. Motion seconded by Alderman Bonner and carried. - - - - - - - - - - RESOLUTION NO. 307 BE IT RESOLVED by the Board of Aldermen of the City of Wichita Falls, Texas, that the City Clerk be directed to advertise for applications to be designated as City Depository of the funds of this City., in not i-ess than one (1) nor more than four (4) weeks before our next meeting, in our official newspaper, in order that any interested bank in the City of Wichita Falls may apply for such designation. The City Attorney is directed to orepare the necessp*��r advertisement in compliance with Articles 2559 through 2566a, of the Revised Civil Statutes of Texas, and at our next regular meeting the City of Wichita Falls will select from such applicants a City Depository for the ensuing two years beginning October 1, 1957. C� The City shall reserve the right to reject any and all bids at its discretion and in any contract entered into shall retain the right of investing any of its funds according to law. Nays: None. - - - - - - - - - - 124 ORDINANCE NO. 1783 AN ORDINANCE AUTHORIZING THE CITY MANAGER OF THE CITY OF WICHITA FALLS TO EXECUTE AND TIE CITY SECRETARY TO AFFIX TH]E CORPORATE SEAL AND ATTEST THE SAME,, A CERTAIN AGREEMENT BM,= THE CITY AND THE STATE OF TEXAS PHOVIDING FOR THE CONSTRUCTION, RECONSTRUCTION OR BETTERMENT 11OWK AND MAINTENANCE OF A DRAINAGE DITCH LYING SOUTH AND EAST OF SPUDDER PARK IN THE CITY OF WICHITA FALLS, FROM A POINT NEAR THE INTERSECTION OF ADAMS AND MILL STREET TO THE 'VTICHITA RIVER. Nays: None. - - - - - - - - - - RESOLUTION NO. 308 BE IT RESOLVED BY the Board of Aldermen of the City of Wichita Falls., Texas, that as soon as practical said City shall adopt "fair market value" as a method of evaluation for tax purposes for this City. That in order to facilitate and expedite the matter the City will cooperate with the other taxing units for which it collects taxes and that the costs of such evaluation shall be borne by the City of Wichita Falls, on a basis of one-third (1/3); the Wichita Falls Independent School District on the basis of one-third (1/3); the Wichita County Water Control and linT)rovement District No. 1 and the Wichita Falls Junior College District., each, on the basis of one-sixth (1/6) of the costs thereof. In the selection of personnel to be used in bringing the records of the tax depart- ments up to date., on this basis only local people shall be hired, in-so-far as is Dractical; P .1 outside consultants may be used if it is deemed necessary. That the City of Wichita Falls will appoint one member and an alternate from its Board of Aldermen to a tax committee com. -oosed of the above named units' representatives, who shall each likewise appoint a coimnittee member and an alternate., who shall meet and con- sult for the purpose of following through on this evaluation procedure. That this resolution shall in no way interfere with or change any present assessed valuation, but that the same is made in an endeavor to continue the policy of equalizing taxes as assessed in this community by the City of Wichita Falls. - - - - - - - - - - Moved by Alderman Bonner that Resolution No. 308 be and the same is hereby adopted and passed as read.
