Attorney Charlye Farris,, representative of a group of colored merchants., pro-
tested the Traffic Commission's proposed plans to establish a fire lane in the 100 block
on Lake Street, thereupon the following motion was made:
Moved by Alderman Hyatt that the Minutes of the City Traffic Commission meeting.,
held Oct. 4o 1956, be and the same are hereby approved and ratified., save and except Item
No. 2, which is hereby deleted and referred back to the City Traffic Commission; copy of
which is attached hereto and made a part of the records hereof.

RESOLUTION NO. 301
BE IT RESOLVED THAT:
Whereas, this is the opening day of the 1956-57 United Fund Campaign which
deserves the support of every one.,
Whereas, many worthwhile activities benefit from this unified approach of
the 17 agencies of United Fund, and the contributor has the added satisfaction of knowing
that whatever he or she gives will be used for the greatest possible good.,
Whereas., these co-ordinated efforts to raise operating funds for local and
national health., welfare and character building agencies make fund-raising more efficient
and equitable.,
Therefore: We the combined city council of Wichita Falls do hereby commend the
600 volunteer workers in their efforts to raise the goal of $505,372. We recognize the
17 agencies of United Fund to be nec4ssary to a healtirand progressive city. We further
urge all of the people of our city to participate generously in the Campaign,

As advertised., the public hearing on the proposed budget for the fiscal year
beginning Oct. 1., 1956, and ending Sept. 30., 1957., was., in all respects, duly held, at which
time the same was discussed both pro and con. Everett Hughes took the occasion to criticise
the method in which the Bank accounts were being handled by the City Clerk.

fiscal year 1956-57 be and the same is hereby closed,

ing; with further provision that a guard remain on duty at night., and the proper insurance
is provided; the purpose of this tent being for the Club's annual rmnage sale,, proceeds
of the same being for benefit of the Cerebral Palsy Clinic,

of Public Convenience and Necessity to operate two taxicabs between the Municipal Airport
and the Kemp Hotel, be set down for public hearing at the next regular meeting to be held
Oct. 22, 1956, and proper notice of such hearing be given all existing Taxicab Companies.

.within the City of Wichita Falls I under the assumed name of United Cab Comoany, be set down

Co. and the City of Wichita Falls, for a consideration of $6077.04,, for water mains in Section
2 of Seventh Supplemental Addition to Country Club Estates Addn; further to authorize the
City Manager or Mayor K. C. Spell to execute the same for and on behalf of the City of Wichita
Falls.

Ralph Hines and Joe A. Best., Jr.., partners in the Sunnyside Development Co.., again
appeared before the Council, demanding immediate payment of the sun of $21.,350,00,, alleged by
them to be due on a certain water main contract., dated Feb. 25., 1952. After considerable
discussion by both Messrs Hines and,Best and members of the Council., the following motion was
made:
Moved by Alderman Mitchell that the Board of Aldermen does hereby agree to enter
into a contract with the Sunnyside Development Co. to pay the sum of $21,350,00 in three
equal installments., for the water main installation as mentioned in that certain contract
dated Feb. 25., 1952., such payments to be as follows: $7116.66 to be paid now, or as soon
thereafter as practicable; $7116.67 on or about one year from,date, and the remaining
$7116.67 two years from date; further to direct the City attorney to draw a contract for
the same,

CLD BUSINESS
1. Recommendation of an ordinance regulating parking from 2 a.m. to
6 a.m.
Motion made by Sam B. Spence that the ordinance he recommended
to the Council. Seconded by i4artin Ne2son. Carried unanimously.
Recommendation that "No Parking Fire Lane" restrictions be applied
in the 100 Block of Lake Street - westside.
Motion made by K.B. Hallmark to recommend that this act-on be

taken by the Council. Seconded by Martin Nelson. Carried unanimously.
3. Request for Loading Zone at 812 Eleventh
Motion made by K.B. Hallmark to deny request. Seconded by Sam B.
Spence. Carried unanimously.
4. The problem created by trucks loading and unloading at parking
meter spaces when the meter indicates a violation.
Jack Christopher, Chairman, agreed to appoint a committee to
make a study of Loading Zones.
5. Request for Loading Zone at 608 Sixth Street.
Motion made by Maurice McCall to grant request, Seconded by
K.B. Hallmark, Carried unanimously.
NEW BUSINESS
1. Request for permission to dedicate Wayne Avenue and the Gillespia,
Second Addition to the City of Wichita lalls, Texas as shown
in the Petitioner's drawing.
Recommendation made by Jack Christophsr thpat the petitloner,
Mr. W.B. Featherston, and Traffic Engineer, Earl C. "Wil-liams) Jr...
jointly prepare a plan to be submitted to the Traffic Commission.
2. A public hearing on Section 118 of Ordinance No. 16bl regulating
"Stopping, Standing and Parking".
During the hearing numerous requests were made for special parking
Privileges. Motion made by K.B. Hallmark to table all requests
for further study. Carried unanimously.
3. A recommendation that "Stop for Pedestriaull signs be installed
at all major school crossings.

AN ORDINAYCE AMENDING SECTION 121 OF ORDINANCE NUMBER 1641, THE SAME BEING
THE TRAFFIC CODE OF THE CITY OF WICHITA FALLS� TEXAS BY PROHIBITING ALL NIGHT
PARKING ON ALTERNATE SIDES OF STREETS.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS:
That Section 121 of Ordinance No. 1641 be and it is hereby amended so that
the same shall hereafter read as follows:
ALL NIGHT PARKING PROHIBITED ON ALTERNATE SIDES OF STREETS. It
shall be unlawful for any person, firm, or corporation, to stop, stand, or
park a vehicle, or to cause, or permit a vehicle to be parked, or left
unattended, between the hours of 2:00 A.M. and 6:00 A.M. of any day,
except, unless and provided that said Vehicle be parked on the even
numbered side of the street on those nights bearing an even calendar date
for the portion thereof before midnight and on the odd numbered side of
the street on those nights bearing an odd calendar date during the portion
thereof before midnight.
Nothing herein shall be construed to permit any motor vehicle to be
parked on any street or in any parking area where parking is prohibited
by the terms of any other ordinance.
Nothing herein shall be construed to prohibit cars from parking on
the opposite side of any street where parking is prohibited at all times on
one side of the street only.
Nothing in this Section shall be construed as prohibiting physicians,
or emergency cars., or any other person, firm, or corporation operating
authorized emergency vehicles while engaged in their duties, from parking
a vehicle in said designated areas upon the occasion of any emergency.
Nothing in this Section shall be construed to prohibit taxicabs
standing in any established taxicab stand, provided the same are attended
by the drivers thereof.
All ordinances or parts of ordinances in conflict herewith are
hereby amended and repealed.
This ordinance shall be in full force and effect from and
after its passage, approval and publication, according to law.
