Moved by Alderman Reichmuth that the Minutes of the regular meeting held
Sept. 10, 1956, be and the same, are hereby approved,

As advertised., bids for purchase of 45 tons Ferrous Sulphate were opened by the
City Clerk and read aloud by the City Manager, The bids were as follows:
Thompson Hayward Chemical Co. $21.00 per ton fob Sayreville N.J.
Chemical Supply Co, 49-80 per ton fob Wichita Falls,, less 1% cash disc,
John P. Ruhnannj, Dir. Utilities,, recommended purchase from Chemical Supply Co.
even though the price is slightly higher, for reason the Water Dept. is in immediate
need of this chemical, and to purchase from Thompson Hayward Chem. Co. would cause too
much delay in delivery., thereupon the following motion was made:
Moved by Alderman Foley that the Board of Aldemen does hereby accept the recom-
mendation of the Director of Utilities and award the bid for 45 tons of Ferrous Sulphate to
Chemical Supply Co. at their bid price of $49.80 per ton., less 1% cash discount, fob Wichita
Falls.
Motion seconded by Alderman Jarratt and carried.

Moved by Aldeinan Reichauth that the Board of Aldermen does hereby authorize pay-
ment to Wichita General Hospital the sum of $8181.82 for charity patients for the month of
August; further to direct the City Clerk to draw a check for the same,

Moved by Alderman Reichmuth that the Board of Aldemen does hereby authorize
payment to the U.S.A. the sum of $1666.'21 for landing fees at Kell Field for period from
Sept. 21., through Dec. 20., 1956., and direct the City Clerk to draw a check for the same.

As advertised, the secorid hearing of Ordinance No. 1764 was,, in all respects.,
duly held, at which time information was disclosed that this ordinance is a duplication of
Ordinance No. 1747., passed and approved March 12., 1956,, and the M.K.& T. Ry Co. has advised

motion was made:

PRIVILEGE AND FRANCHISE TO CONSTRUCTs MAINTAIN AND OPERATE A SPUR TRACK IN's UPON., OVER AND
ACROSS PARK STREET AND IN., UPON's OVER AND ACROSS AN ALLEY SITUATED IN BLOCK B OF THE
GRANGER AND BALLOW ADDITION TO THE CITY OF WICHITA FALLS* WICHITA COUNTY., TEXAS., AND TO
OPERATE ITS TRAINSP ENGINES AND CARS THEREON.
Moved by Alderman Foley that Ordinance No. 1764 be and the same is hereby
passed as read:

As advertised., the second hearing on Ordinance No. 1765 was., in all respects,
duly helds at which time Harr7 Katz requested the Council to delay passage of this ordinance
so as to permit him to determine if the spur track described in the said Ordinance No.
1765 crosses his privately owned propertyo thereupon the following motion was made:
Moved by Alderman Reichmuth that the Public Hearing of Ordinance No. 1765 Ve and
the same is hereby closed.
Motion seconded by Alderman Jarratt and carried by the following vote:
Yeas: Alderman bbaft- Reichmuths Foley., Mitchell and Jarratt.
Nays: None* Alderman Hyatt not voting.
No further action taken on Ordinance No, 1765 at this time.

The application from Homer G. Maxey & Co. to close that portion of the alley
separating Lots 1 & 2 from Lots 9 & 10s Block l6s Barwise & Jalonic Addition., was discussed.,
whereupon the following motion was made.,
Moved by Alderman Reichmuth that the City Attorney be and he is hereby directed
to prepare an ordinance for the purpose of closing the alley separating Lots 1 & 2 from Lots
9 & 10, Block l6s Barwise & Jalonic Addition., with the provision that the building., or
buildingss will be constructed and located so as not to interfere with maintenance of the
now existing sewer lines., and to reserve all rights for other utilities; same to be sub-
mitted to the Council for further consideration.

Moved by Alderman Reiehmuth that the Board of Alderman does hereby authorize the
issuance of a pipe line right-of-way easement to the Continental Pipe Line Co, for the
purpose of laying a 6-inch gasoline products pipe line across and under Sinclair Blvd.
and Pleasantview Drive., providing the required $2000.00 bond is posted with the Citys
with further provisions if and when removal of the above described pipe line may become
necessar7 for use of the public, the said Continental Pipe Line Co. agrees to remove the
same at its own expense., or pay the City for such expense; further to authorize and
empower the Mayor., or City Managersto execute the same for and on behalf of the City of
Wichita Falls.

The request of Sunnyside Development Co. for immediate payment to them the sum of
$21..350,00., alleged by than to be due from the City by virtue of a contract dated Feb, 25..
1952,, was discussed at length., thereupon by common consent of both the Council and Messrs
Hines and Best, deferred until the next regular meeting.

The request of former Alderman R. P. Willis to be given an additional lot adjoining
,, his Lot No. 2. Block S. at Lake Kickapoo, was discussed, but no official action taken,

Bids for leasing grazing land at Lake Kickapoo were submitted by the City Attorney
which were as follows:
H. C. Lylez $1.30 per acre
Jack O'Donohoe 1.15 per acre
Moved by Alderman Foley that the Board of Aldermen does hereby accept the bid
,,by H. C. Lyles for grazing land lease at Lake Kickapoo at the bid price of $1.30 per acre.,
for a period of 12 months,, and authorize and empower the City Manager to execute a Lease
Contract for the same for and on behalf of the City of Wichita Falls.

AN ORDINANCE AMENDING SUBDIVISION (8) OF SECTION 131: OF ORDINANCE NO. 1644
, PROVIDING FOR ALLOCATION OF LOADING ZONES FOR CLEANING AND DYE WORKS., AS HEREIN SET OUT.
Moved by Aldeman Jarratt that Ordinance No. 1768 be and the same is hereby
approved and passed as read,

Moved by Alderman Jarratt that the City Manager be and he is hereby authorized
to enter into an Agreement with J. B. Allred & Co. to audit the records of the City of
Wichita Falls for the fiscal year ending Sept. 30, 1956, at a cost not to exceed the sun
of $2750-00.

Moved by Alderman Mitchell that the request of the Park Board,,for the City to
,,sell a certain portion of Lakeview Cemetery,, be deferred until the rogula:� Council meeting
to be held October 22, 1956, so that representatives of the colored people may be present
to express their views on the same.

ease Rental Agreement with Mid-Continent Supply Co.,, dated Sept. 30, 1956.. for a period of
two years from Oct, 15., 1956 to Oct. 15,, 1958.. covering that portion of Indiana Avenue lying
[between Lots 2 to S., inclusive., of Block 76., and Lots 22 to 28 inclusive., of Block 77j,
Original Townsite,, less certain trackage right of way and unloa'#ding dock space heretofore
granted to the Fort Worth & Denver RR Co.., for a consideration of $200,00 per year rental*

on the same basis as before, providing letters., or statements., signed by the District
Judge, are presented to verify the fact that such person, or persons, are actually entitled
to free parking while doing jury service.

authorize the execution of Water and Sewer Main Reimbursement Contracts,, as hereinafter
set forth:
Hughes Development Co. for water mains in Faith Village., Unit No. 3,, in the amount of
$12:899-73.
Mary Lillian Singleton., for water mains in Lots 1 through 8., and 11 through 20., Blodk
5.,; Lots 1 through 9 & 12 through 22,, Block 6,; Lots 1 through
7 & 16 through 28, Block 70 and Lots 3 through 5, Block 8 of
the Singleton Addition; and south. and east of Singleton Ave and
east of Lake Park Drive in the amount of $11,069.87.
Hill & Moore for water mains in Block 4., the South 1/2 of Blocks 2., 3 & 6,
and North 1/2 of Block 5' Hursh Subd. south of Hursh Ave. between
Jacksboro Highway and Southmoor Lane, in the amount of $8878.03.
Hughes Development Co. for sewer mains in White, Acres., a subdivision of Unit No. 1,, of
Faith Village., in the amount of $5552.52;
further, to authorize and empower Mayor K. C. Spell to execute each of the above stated
contracts for and on behalf of the City of Wichita Falls.
