Min 08/15/1956 49 Wichita Falls, Texas Memorial Auditorium Bldg, August 15, 1956 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session, in the Council Room of the Memorial Auditorium Bldg., on the above date, at 2:00 P1M., with the following members present: K. C. Spell Mayor Roy C. Hyatt 0 W.B.(Bill) Reichmuth Aldermen Avery Mitchell J. B. Jarratt Geo. T. Henderson City Clerk H. A. Thomason City Manager J. Walter Friberg City Attorney Mayor K. C. Spell stated the purpose of this meeting to be the consideration of various items of importance to the City. RESOLUTION NO, 299 WHEREAS, on June 19, 1956, a meeting between representatives of the City of ,dichita Falls, the Civil Aeronautics Administration and the Air Force, concerning re- location of the Municipal Air Terminal from Kell Field, was held in Washington, D.C.; and WHEREAS, the Air Force submitted to the City of Wichita Falls, a proposal, as is shown by Exhibit "A" attached hereto; and WHEREAS, on July 30, 1956, over the signature of Colonel Payne, the Air Force made certain additional concessions with reference to their original proposal as is shown b r Exhibit "B" attached hereto; and, WHEREAS, it is the desire of the City and the citizenship of Wichita Falls, Texas, to cooperate with the United States Air Force in all matters and particulars in the furtherance of the National Defense Program; and, WHEREAS, the City of Wichita Falls is unable to finance separate facilities for civil aircraft other than through a Joint-Use-Agreement of the kind and character proposed; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDER�M OF THE CITY OF VICHITA FALLS: That the City of Wichita Falls does hereby accept the offer of the United States heretofore made by its duly delegated authorities of the Department of the Air Force, as reflected by Exhibits "A" and "B" attached hereto, and further agrees that such proposals may be reduced to contract and that the same will be acceptable to the City of i'lichita Falls. r . Motion seconded by Alderman Mitchell and carried by the following vote: Yeas: Aldermen Hyatt, Reichmuth, Mitchell and Jarratt. Nays: None. RESOLUTION NO. 300 WHEREAS, the City National Bank in Wichita Falls, Texas, has deposited in trust with the First National Bank in Dallas the sum of $600,000. in U.S. Treasury Bonds and U.S. Treasury Notes as security for the account of the City of Wichita Falls, Texas, as evidenced by First National Bank in Dallas Certificates Nos. 53082 and 61488, as herein- after set forth: Cert. No. 53082, dated 7-15-54, U.S. 1 7/8;b Treasury Notes; Serial A-1959, due 2-15-59 Nos. 2597/2599 J 100114 ea $300,000.00 Cert. No. 61488, dated 2-10-56, U.S. 2 1/8b Treasury Bonds of 1960, due 11-15-60, Nos. 1162/1164 �OL 100M ea 300,000.00 $600,000.00 50 WHEREAS, the City National Bark in Wichita Falls, Texas, has requested release of the above described Treasury Bonds and Treasury Notes; and WHEREAS, it appears that sufficient securities have been pledged by the City National Bank in Wichita Falls, Texas, with the First National Bank in Dallas to secure the deposits of the City of Wichita Falls, Texas; NUV, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERT-IEN OF THE CITY OF i�;ICHITA FALLS, TEXAS: THAT the City Clerk of the City of Wichita Falls, Texas, be and he is hereby authorized to surrender the above described Treasury Bonds and Treasury Notes as eviden- ced by Certificates Nos. 53082 and 61488, aggregating the sum of. $600,000. now on deposit with the First National Bank in Dallas. Moved by Alderman Reichmuth that Resolution No. 300 be and the same is hereby adopted and passed as read. Motion seconded by Alderman Jarratt and carried by the follovring vote: Yeas: Aldermen Hyatt, Reichmuth, Mitchell and Jarratt. Nays: None. As advertised, bids for paving Weeks Park Club House Parking Area were opened by the City Clerk and read aloud by the City Manager. The bids were as follows: Virgil Stone: A. Grading, Shaping, etc. 200 per sq. yd B. Furnishing, Spreading, Watering, etc. .500 per cu. yd. �/ ✓� C. Furnishing & Applying MC-1 Prime Coat 200 per gal. `7L D. Constructing concrete curb & gutter /.15¢ per lin. ft. E. Constructing concrete return & valley gutter 450 per sq. ft. F. Furnishing, spreading, & rolling hot mix asphalt 750 per sq. Moved by Alderman Reichmuth that the Bid for the above and foregoing paving be awarded to Virgil Stone on a unit basis, not at�,8 � A� % sum of 3500.00; which sum may be arrived at by elimination of certain l ems/ o e approved or recommended by F. M. Rugeley; further to authorize the City Manager to execute a contract for and on behalf of the City of V4ici-dta Falls. Motion seconded by Alderman Jarratt and carried. Moved by Alderman Jarratt that the Board of Aldermen does hereby authorize Water Improvement payments as follows: To F. S. Oldt Construction Co. Estimate No. 7 $566o.96 J. C. Oliver 'l No. 3 13230,00 Hicks Construction Co. ►i No. 7 23043.52 Joe E. Ward, engineering fees on Clear Well & Water Line Distribution No. 2 637.78 further, to direct the City Clerk to draw checks for each of the above, all payable out of Water Bond Improv. Ser. 1955 Fund. Motion seconded by Alderman Mitchell and carried. Moved by Alderman Mitchell that the Board of Aldermen does hereby authorize the execution of a Quit Claim Deed to Wichita Valley Railway Company on Lot No. g, Block B. Grainger and Ballow Addition to the City of Wichita Falls, and does hereby authorize and empower Mayor K. C. Spell to execute the said Deed for and on behalf of the City of Wichita Falls; the purpose of this conveyance being for title perfection only. CIVIL SERVICE EMPLOYED BY THE CITY OF WICHITA FALLS, REPEALING ALL PRIOR ORDINANCES INCONSISTENT HERvT�,iITH, AND DECLARING AN E iGENCY. Moved by Alderman Mitchell that Ordinance No. 1766 be and the same is hereby approved and passed as read. Motion seconded by Alderman Jarratt and carried by the following vote: Yeas: Aldermen Reichmuth, Mitchell and Jarratt. Nays: Alderman Hyatt. ORDINANCE N0. 1767 AN ORDINANCE. ABANDONING AND CLOSING THE ALLEY THAT ADJOINS THE WEST AND NORTH LINES OF LOT FIVE (5) IN BLOCK W, OF 64MT RIVER.CREST ADDITION TO THE CITY OF WICHITA ''FALLS, AS IS MORE PARTICULARLY DESCRIBED HEREIN; AND RETAINING ALL UTILITY EASE=TS UNDER SUCH PROPERTY. Moved by Alderman Jarratt that Ordinance No. 1767 be and the same is hereby approved and passed as read. Motion seconded by Alderman Kitchell and carried by the following vote: Yeas: Aldermen Hyatt, Reichmuth, Mitchell and Jarratt. Nays: None. Mr. James, representative of Public Administration Service, at the request ,'of the Council, gave a verbal detailed report on the written survey recently made of the Police Department. Many questions were propounded by various Councilmen, whereupon the following motion was made: Moved by Alderman Jarratt that the Board of Aldermen does hereby authorize payment to Public Administration Service the sum of $5,012.26, being balance due on their survey contract. Motion seconded by Alderman Hyatt and carried. Moved by Alderman Reichmuth that the meeting be adjourned. Motion seconded by Alderman Mitchell and carried. The Board of Aldermen then adjourne .
