Items 1 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on
the above date in the Council Room of the Memorial Auditorium Building at 7:30 o'clock P.M.,
with the following members present:

The invocation was given by Alderman Burross.
3 Moved by Alderman Wade that the minutes of the Council meeting and Public Hearing on
March 23, 1964 be approved as read.
Motion seconded by Alderman Claytor and passed unanimously.
Moved by Alderman Claytor that the minutes of the regular council meeting held on
March 30, 1964 be approved as read.
Motion seconded by Alderman Wade and passed unanimously.
4 Mayor Gavin now read a letter of resignation from City Clerk W. B. Hicks, which had
V previously been tendered to him, and stated that they hated to see any good employee leave
the employment of the City, but he congratulated Mr. Hicks on the opportunity that was
afforded by the new job, and stated that the Council would accept the resignation of Mr.
Hicks as City Clerk, but with regret.
V Mayor Gavin now commented on the fact that 24 of the 34 departments of city government
directly participated in disaster work on Friday, April 3, 1964, and commended those de-
partments. He further stated that some of these participating departments were the Police,
Fire, Fire Marshall, Water, Sewer, Public Utility, Traffic, Municipal Garage, Tax, Engin-
eering, Purchasing, Print Shop, Accounting Department, the secretarial staff of various
departments, Switchboard Operator, Department of Public Safety, Street Department, Sanita-
tion, Legal, Parks and Recreation, Public Works, Inspection, Health, Animal Control, and
Civil Defense, as well as others, and that he thought they had done a fine job. He further
expressed his appreciation for the'help of different firms and groups besides the City
departments who helped in this work, specifically naming National Trailer Company, various
news media, and in spite of their own problems, the help that Sheppard Air Force Base ren-
dered at this time. Mayor Gavin stated that many of these people from the various city
departments worked day and night up to 72 hours or longer without any thought of pay or
special consideration of any kind, but solely from desire to be helpful to those who had
losses as-a result of the tornado.
V6 Mayor Gavin next introduced Dr. Witcher, who had several remarks to make on the sani-
tation ordinance. Dr. Witcher stated that on page 3, section 10, removal of garbage at
the curb due to no alleys, and further pointed out that a single family pickup at the curb
was made for $1.50 per month. Dr. Witcher had some further comments to make on the curb
pickup of garbage, and then stated that it had been his pleasure and privilege to serve
the people of Wichita Falls, and with Mayor John J. Gavin and the rest of the Council, and
also with City Manager Jack Davis and staff. Dr. Witcher further stated that he thought
the public information program now in effect was excellent, and the only suggestion he had
would be that the approximate dates of starting each project be put on the Wichita Willie
signs.
7 Mayor Gavin called on Alderman Don Wade, who was also retiring from the Council, who
stated that he wanted to give credit where credit was due in all cases, and that it had
been his pleasure to serve the people of Wichita Falls.
8 Before making the official canvass of the vote of the election of April 7, 1964, a
resolution approving an agreement with the Highway Department for illumination of the
Highway project from U.S. 281 north to 16th Street in the City of Wichita Falls, and au-
thorizing the execution of said agreement was read.

RESOLUTION NO. 558 8 cont'd.
A RESOLUTION APPROVING THE AGREEMENT DATED JANUARY 13, 1964, BETWEEN THE
STATE OF TEXAS AND THE CITY OF WICHITA FALLS FOR THE INSTALLATION, CONSTRUC-
TION, EXISTENCE, USE. OPERATION AND MAINTENANCE OF A HIGHWAY ILLUMINATION
PROJECT FROM EXISTING U.S. HIGHWAY 281 NORTH TO 16TIl STREET IN THE CITY OF
WICHITA FALLS; AND PROVIDING FOR THE EXECUTION OF SAID AGREEMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS:
Section 1. That the certain agreement dated January 13, 1964, between the State of
Texas and the City of Wichita Falls for the installation# construction, existence, use,
operation and maintenance of certain highway illumination located from existing U.S.
Highway 281 north to 16th Street, in the City of Wichita Falls be, and the same is,
hereby approved; and that Jack Davis, City Manager, is hereby authorized to execute said
agreement on behalf of the City of Wichita Falls and to transmit the same to the State of
Texas for appropriate action.
Moved by Alderman Burross that Resolution 558 be passed.
Motion seconded by Alderman Witcher and passed by the following vote:
Ayes: Aldermen Burross, Witcher, McBride, Claytor, and Wade.
Nays: None
At this time Mr. Jack Davis, City Manager, made some complimentary remarks regarding 9
the members of the Council who were stepping down after the canvass of the vote. Mayor
John J. Gavin expressed his thanks to representatives of the news media who were present,
and complimented them on the excellence of their coverage during his term of office.
Mayor John Gavin now stated that the votes cast in the April 7 election would be 10
canvassed, and instructed the City Clerk to start opening the tally sheets submitted by
the precinct judges. The envelopes containing the tally sheets were opened by the City
Clerk and presented to the Mayor, who in turn read the number of votes cast for each can-
didate at each city box. These votes were tallied by a recorder to become the official
canvass of the election. Mayor Gavin then stated that the total number of votes cast in
the election were 10,465, and that it would be necessary to pass a resolution canvassing
the returns.
RESOLUTION NO. 559
A RESOLUTION CANVASSING RETURNS OF THE MUNICIPAL ELECTION HELD IN THE CITY OF
WICHITA FALLSO TEXAS, APRIL 7, 19640 FOR THE PURPOSE OF ELECTING MAYOR AND
ALDERMEN FOR POSITIONS NO. I (UNEXPIRED TERM), NO. 4, NO. 5 AND NO. 6.
WHEREAS, at a regular meeting of the Board of Aldermen of the City of Wichita Falls,
TexasP held in the Memorial Auditorium Building on the 13th day of April, A.D. 1964, at
which time a quorum was present, came on to be considered the returns of the municipal
election held on the 7th day of April, A.D. 1964, for the purpose of electing Mayor and
Aldermen for Positions No. 1 (unexpired term), No. 4, No. 5 and No. 6; and
WHEREAS, after canvassing the returns of said election it was found to be duly and
legally held in all respects, and there were cast at said election 10,465 votes for the
election of Mayor and four Aldermen; and that

(Pete) Claytor received the greatest number of votes cast at said election for Alderman,

election for Alderman, Position 6;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS,
TEXAS, that J. Winston Wallander was duly and legally elected Mayor of the City of Wichita
Falls., Texas, and that Kenneth Hill, Leroy Daniel, Roy V. (Pete) Claytor and Cletus C.
Schenk were duly and legally elected Aldermen of the City of Wichita Falls, Texas, at said
election, and that said election was in all respects legally held in accordance with the
laws of the State of Texas and the Charter and Ordinances of the City of Wichita Falls.
Moved by Alderman Witcher that Resolution No. 559 be passed.
Motion seconded by Alderman Wade. and passed by the following vote:
Ayes: Aldermen Burross, McBride, Witcher, Claytor, and Wade.
Nays: None
/11 At this time Mayor Gavin left his place in the Council Chamber and went out in front
of the Council seats calling Mr. J. Winston Wallander to the front, and administered the
oath of Mayor to J. Winston Wallander, and presented him with the gavel symbolizing the
take-over of the Mayor's duties by Mr. Wallander from himself. The Mayor then walked down
the aisle to take a seat in the audience, and was given a standing ovation by all those
present.
L/12 Mayor Wallander now called forward the candidates who had won places on the Council
in the election just canvassed, as follows:
Place One, Kenneth Hill; Place 4, Leroy Daniel; Place 5, Roy V. (Pete) Claytor;
Place 6. Cletus C. Schenk, and administered the oath of office to the four of them as a
body. The new aldermen took their official places with the Council, as Mayor Wallander
complimented the outgoing aldermen, Dr. Al T. Witcher and Mr. Don Wade. Mayor Wallander
now recommended to the Council that the senior member of the Council, Dr. D. Clifford
Burross, be elected Mayor pro tem.
Moved by Alderman Claytor that Alderman D. Clifford Burross be elected Mayor pro tem.
Motion seconded by Alderman McBride and passed unanimously.
Dr. Burross replied that he would be most pleased to accept, and was honored at being
elected Mayor pro tem.
13 Mayor Wallander stated that with the changes on the Council it would be necessary
V that some appointments be made to the various boards and commissions as ex officio board
members, and recommended that Alderman Kenneth Hill be appointed to the Traffic Commission.
Moved by Alderman Burross that Alderman Kenneth Hill be appointed to the Traffic
Commission.
Motion seconded by Alderman Schenk and passed unanimously.
Mayor Wallander recommended the appointment of Alderman Cletus C. Schenk to the
Planning Board.
Moved by Alderman McBride that Cletus C. Schenk be appointed Council representative
to the Planning Board.
Motion seconded by Alderman Claytor and passed unanimously.
Mayor Wallander recommended that Alderman Pete Claytor be appointed to the Park Board.
Moved by Alderman Burross that Alderman Pete Claytor be appointed Council representative
to the Park Board.
Motion seconded by Alderman McBride and passed unanimously.

It was recommended by Alderman Wallander that Mr. James Thomas be appointed to a 13, cont'd.
three-year term on the Civil Service Commission.
Moved by Alderman Burross that James Thomas be appointed to the Civil Service Commi-
ssion for a term of three years.
Motion seconded by Alderman Daniel and passed unanimously.
Mayor Wallander now asked if there wereany business to cometefore the Council or if 14
there were any in the audience who wished to be heard by the Council. No one asked for
recognition.
At this time Mayor Wallander stated that he would like to recognize,�,_a few people in
the Council Chambers, and introduced his wife, Mrs. Juanita Wallander, his father and
motherf Mr. and Mrs. F. S. Wallander, and his daughter and her husband, Lieutenant and
Mrs. James Gilliam.
Alderman Claytor stated that he believed a new record had been set for a meeting of is
the City Council, when the agenda contained practically no business, and moved that the
meeting be adjourned.
Motion seconded by Alderman Schenk and passed unanimously.
The Board of Aldermen then adjourned at 8:43 P.M.
