the above date in the Council Room of the Memorial Auditorium Building at 7:30 o'clock

3 Moved by Alderman Witcher that the minutes of the meeting held February 10, 1964, be
approved as read.
Motion seconded by Alderman Claytor and carried unanimously.
/y4 RESOLUTION NO. 549
WHEREAS, on February 18, 1964, the City of Wichita Falls lost one of its most valuable
and capable police officers; and,
WHEREAS, due to his ten years or more of faithful and dedicated service as a police
officer in the protection of lives and property the entire community was benefited and
made a better place in which to live; and,
WHEREAS, since September 1, 1956, W. A. "Bill" Capehart has capably served as a
lieutenant in the Police Department of the City of Wichita Falls, endearing himself not only
to the men with whom he worked but to all who came in contact with him.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS:
THAT the City of Wichita Falls does hereby recognize and express its appreciation for
the dedicated services rendered not only to the Police Department but to the entire commun-
ity by Lieutenant W. A. "Bill" Capehart, and does hereby express its deepest sympathy to
the family of Bill Capehart in their bereavement; and it is further resolved that a copy
of this resolution be delivered to Lieutenant Capehart's family.
Moved by Alderman Wade that Resolution No. 549 be passed.
Motion seconded by Alderman McBride, and passed by the following vote:
Ayes: Aldermen Wallander, Burross, McBride, Witcher, Claytor, and Wade.

After passage of Resolution 549, Mayor Gavin presented an original resolution to
Agapito Martinez, Director of Personnel, for presentation to Mrs. W. A. Capehart.

The Chief of Police shall post a properly executed copy of this resolution, order and
notice at the places where the election is to be held, such notice to be posted at least
thirty (30) days before the date of said election.
Moved by Alderman McBride that Resolution No. 550 be passed.
Motion seconded by Alderman Burross with the stipulation that the City Clerk recheck
the precincts and voting places, and make necessary corrections because of the change in
the boundaries of some county precincts on January 1, 1964. Resolution No. 550 passed by
the following vote:
Ayes: Aldermen Wallander, Burross, McBride, Witcher, Claytor, and Wade.

ORDINANCE NO. 2070 �6✓
AN ORDINANCE AMENDING ORDINANCE NO. 2022 (THE 1963 ELECTRICAL CODE OF THE CITY OF
WICHITA FALLS) , WHICH AMENDMENTS CONCERN WIRING IN METAL CONDUIT, KITCHEN CIRCUITS,
AND GROUNDING.
Moved by Alderman Burross that Ordinance No. 2070 be passed.
Motion seconded by Alderman Witcher and passed by the following vote:
Ayes: Aldermen Wallander, Burross, McBride, Witcher, Claytor, and Wade.
Nays: None /
After some discussion by the Mayor, and expression of appreciation by Mayor Gavin to 7
Malcolm and Aubrey Vordenbaum for their willingness to negotiate on the auditorium improve-
ment contract, the Mayor further stated that negotiations not being completed in trying to

Item 7 bring this contract into line with the authorized amount, but that time being of the
cont'd. essence, he would entertain a motion to award the contract to M. A. Vordenbaum and Sons
in an amount to range somewhere between $420,000.00 and $490,000.00.
Moved by Alderman McBride that the contract for the auditorium improvements be awarded
to M. A. Vordenbaum and Sons in the price range stated by the Mayor.
Motion seconded by Alderman Claytor and passed unanimously.
//8 Moved by Alderman Witcher that the contract for the Weeks Park Golf Club House be
awarded to General Construction Company on their low net bid of $64,994.00.
Motion seconded by Alderman Claytor and passed unanimously.
Mr. Tom Crane, the new chairman of the Park Board, was recognized at this time, and
took the floor to state that the contractor's completion date would allow completion of
the new Golf Club House prior to the Texas-Oklahoma golf tournament, and that it would be
in use at the time of the tournament. Mr. Crane was thanked by the Mayor for this addi-
tional information.
t �9 Moved by Alderman Claytor that the contract to furnish three dump bodies for the
Street Department be awarded to Motor Truck Equipment Company on their low bid of $2,382.
Motion seconded by Alderman Witcher and passed unanimously.
10 Moved by Alderman Wallander that the plans and specifications for the Sey-Vista sani-
tary sewer project be accepted, and that authorization be given to advertise for bids on
the project as soon as 750 of the property owners have been signed up, authority to ad-
vertise being limited to date of the last council meeting in March.
Motion seconded by Alderman McBride, and carried unanimously.
% 1 Moved by Alderman Burross that authority be granted to advertise for bids on the
following:
a. Electrical equipment for completion of the lighted baseball fields (bond issue)
b. 60 tons of fertilizer for various park projects.
c. A three-gang self-propelled lawn mower.
Motion seconded by Alderman Wade and carried unanimously.
12 Moved by Alderman Wade that authority be granted to advertise for bids on the

a. 9 sedans for the Police Department.
b. 2 station wagons for the Department of Public Safety.
c. 2 Station wagons for the Fire Department.
d. 1 four-door sedan for the Fire Department.
e. 1 half-ton pickup for the Engineering Department.
f. 1 four-door sedan for the Planning Department.
g. 1 four-door sedan and 1 half-ton pickup for the Park Department.
Motion seconded by Alderman Claytor and carried unanimously.
Mayor Gavin now read a memorandum from Mr. R. S. Jolliff, Director of Public Safety,
addressed to Mr. Jack Davis, City Manager, recommending an increase in the number of
l ` Sergeants in the Police Department.
ORDINANCE NO. 2071
AN ORDINANCE AMENDING ORDINANCE NO. 19990 AS AMENDED, WHICH PROVIDED FOR
CLASSIFICATION OF ALL POLICEMEN UNDER CIVIL SERVICE, BY INCREASING THE
NUMBER OF SERGEANTS FROM 17 TO 18, AND DECLARING AN EMERGENCY.
Moved by Alderman Wallander that Ordinance No. 2071 be passed.
Motion seconded by Alderman Wade and carried by the following vote:
Ayes: Aldermen Wallander, Burross, McBride, Witcher, Claytor, and Wade.

After considering the pros and cons of replacing or repairing fire truck Unit No. Item 14
5660 it was moved by Alderman Burross that advertising for bids be authorized on a new
750 GPM Pumper, mounted on a C-850 Tilt Cab Chassis, with a 534 cubic inch V8 engine.
Motion seconded by Alderman Witcher and carried unanimously.
On the recommendation of City Attorney H. P. Hodge, Jr., it was moved by Alderman 15
Witcher that authority be granted to settle the personal injury claim of Mr. George W.
Murphy, of 1320 North 3rd Street, in the amount of $18.10.
Motion seconded by Alderman Claytor and carried unanimously.
Moved by Alderman Wade that the minutes of the following Boards and Commissions be 16`
accepted:
a. Electrical Advisory Board - February 11, 1964
b. Board of Adjustments & Appeals - February 17, 1964
c. Planning Commission - February 12, 1964
d. Traffic Commission - February 18, 1964
e. Park Board - February 19, 1964.
Motion seconded by Alderman Claytor and carried unanimously.
Mr. C. P. Warman, of the Wichita Falls Foundry and Machine Company, who had requested 17
to be heard by the Council, was recognized by Mayor Gavin, and took the floor to request
authority from the Council to enlarge their office building, which would encroach on city
property. After some discussion, and the illustration by Mr. Warman through a plat of the
proposed encroachment on city property, it was recommended by Mayor Gavin that this matter
be presented to the Planning Board at their next meeting for their consideration.
Mayor Gavin now requested the indulgence of Mr. Bill Bellamy, of the firm of Pond and 18
Bellamy and Associates, to postpone Item 18 to- the final item of the agenda. This being
agreeable with Mr. Bellamy, Item 18 was postponed.
Moved by Alderman McBride that the City Manager be authorized to execute the contract l9`�
with the Texas Highway Department for the construction, maintenance, and operation of the
illumination system on the South leg of the expressway from 16th Street to the Jacksboro
Highway, the agreement having previously been approved by resolution.
Motion seconded by Alderman Wallander and passed unanimously.
Dr. Otto C. Egdorf was recognized, and took the floor to introduce Mr. Thelbert 20
Martin, who represented the property owners in the Council Chamber with Dr. Egdorf, who 41
advanced to the podium, and requested that an ordinance be passed to control the excessive
noise of the air conditioners at the Brgadoon Apartments.
Mr. H. P. Hodge, Jr., City Attorney, stated that he was of the opinion that the exist-
ing anti-noise ordinance provided for control of excessive noise, and that he would recomm-
end that this problem be handled under the present ordinance, although it would be necessary
that a complaint be filed before any action could be taken under the ordinance. No further
action was taken on this matter, and Mr. Martin resumed his seat in the Council Chamber.
All the scheduled business of the Council having been attended to, Mr. Bill Bellamy
was now asked to present the preliminary plan for the new central police station. Mr.
Bellamy and his associate now showed a number of drawings of the proposed central police
station, with full explanations on each. An artist's conception of the exterior of the U
central police station was also shown and explained by Mr. Bellamy. Various questions were
asked by members of the Council of Mr. Bellamy, who answered all their questions.
Moved by Alderman Claytor that the Council accept the preliminary plans of the proposed
central police station, and that the architect be given the green light to proceed with plans
and specifications.
Motion seconded by Alderman Wade and carried unanimously.
There being no further business, and no member of the audience wishing to be heard, it
was moved by Alderman Claytor that the meeting be adjourned.
Motion seconded by Alderman Wade and carried unanimously.
The Board of Aldermen then adjourned at 9:50 P.M.
