July 22, 1963 Item No. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session I & 2 on the above date, in the Council Room of the Memorial Auditorium Building at 7:30 O'clock P.M.P with the following members present: John J. D. McBride Absent The invocation was given by Alderman Witcher. 3 Moved by Alderman Wade that the minutes of the regular meeting of July 8, 1963 be approved as read. Motion seconded by Alderman Burross and carried unanimously. 4 A statement of estimated cash flow of Wic hita General Hospital through July 1, 1963P was reviewed by the Council. City Manager Jack Davis recommended to the Council that they appropriate $43,000.00, which was 50% of the $86,000.00 needed immediately by Wichita General Hospital to meet their outstanding obligations. Moved by Alderman Burross that the Council approve payment of $43 000-00 to the Wichita General Hospital, and that a meeting be arranged with the hospital board for a discussion of the balance of their deficit. Motion seconded by Alderman Witcher and carried unanimously. 5 Mr. Frank Medanich appeared before the Council and presented a proposed resolution for the redemption of outstanding sewer revenue bonds, series 1949, and a resolution for the redemption of first mortgage waterworks system revenue improvement bonds, series 2, and first mortgage waterworks system revenue improvement bonds series 1947. RESOLUTION NO. 524 CALLING CITY OF WICHITA FALLS (TEXAS) SEWER REVENUE BONDS, SERIES 1949 FOR REDEMPTION ON DECEMBER 1, 1964. WHEREAS, the following bonds of said City are presently outstanding: City of Wichita Falls (Texas) Sewer Revenue Bonds, Series 1949 Bonds Numbers 451 through 900, in the denomination of $1,000 each, aggregating $450,000 in principal amount, maturing serially December 1, 1965 through December 1, 1974, bearing interest at the rate of 2 3/4% per annum; and WHEREAS, said bonds are subject to redemption prior to maturity on December 1, 1964 at the option of said City, and said City has determined to exercise said option. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: 1. That the bonds described in the preamble hereof are hereby called for redemption, and shall be redeemed, prior to maturity, on December 1, 1964, at the Mercantile National Bank at Dallas, Dallas, Texas. 2. That funds sufficient to pay the par or principal amount of said bonds and accrued interest thereon to said date fixed for redemption, shall be placed in the Mercantile National Bank at Dallas, Dallas, Texas. 3. That an appropriate written Notice of Redemption of said bonds shall be (a) mailed to the said place of redemption, (b) mailed to the Harris Trust and Savings Bank Chicago, Illinois, (c) Published once in a financial publication in the City of Chicago, Illinois, and (d) published once in The Wichita Falls Record News, Wichita Falls, Texas, all not less than 30 days prior to said date fixed for redemption. Moved by Alderman Wallander that Resolution No. 524 be adopted. Motion seconded by Alderman Witcher and carried by the following vote: Ayes: Aldermen Wallander, Burross, Witcher, Claytor, Wade, and Mayor Gavin. Nays: None 549 RESOLUTION NO. 525 Item No. Sa CALLING CITY OF WICHITA FALLS FIRST MORTGAGE WATERWORKS SYSTEM REVENUE IMPROVEMENT BONDS, SERIES 2 AND THE CITY OF WICHITA FALLS FIRST MORTGAGE WATERWORKS SYSTEM IMPROVEMENT REVENUE BONDS, SERIES 1947 FOR REDEMPTION ON APRIL 1, 1964. WHEREAS, the following bonds of said City are presently outstanding: city of Wichita Falls First Mortgage Waterworks System Revenue Improvement Bonds, Series 2, dated May 1, 1944, Bonds Numbers 451 through 2000, in the denomination of $1,000 each, aggregating $1,550,000 in principal amount, maturing serially April 1, 1965 through April 1, 1979, bearing interest at the rate of 2-3/4% per annum; city of Wichita Falls First Mortgage Waterworks System Revenue Improvement Bonds, Series 1947, dated June 1, 1947, Bonds Numbers 119 through 500, in the denomination of $1,000 each, aggregating $382,000 in principal amount, maturing serially April 1, 1965 through April 1, 1979, bearing interest at the rates of 2-1/2% and 2-3/4% per annum; and WHEREAS, said bonds are subject to redemption prior to maturity on April 1, 1964, at the option of said City, and said City has determined to exercise said option. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: 1. That the bonds described in the preamble hereof are hereby called for redemption, and shall be redeemed, prior to maturity, on April 1, 1964, at the Mercantile National Bank at Dallas, Dallas, Texas. 2. That funds sufficient to pay the par or principal amount of said bonds, and accrued interest thereon to said date fixed for redemption, shall be deposited with said place of redemption. 3. That an appropriate written Notice of Redemption of said bonds shall be (a) filed with the said place of redemption, and (b) published once in the Dallas Morning News, Dallas, Texas, both not less than 30 days prior to said date fixed for redemption. Moved by Alderman Wallander that Resolution No. 525 be adopted. Motion seconded by Alderman Witcher and carried by the following vote: Ayes: Aldermen Wallander, Burross, Witcher, Claytor, Wade, and Mayor Gavin. Nays: None R. T. Gregory, Director of Public Works, recommended to the Council that the bids 6 received on July 15 for the sale of property on the Northeast corner of Loop 165 and 7th Street, presently occupied by the sanitation department, be rejected since only one bid was received, and it was considerably below the appraised value of this property. Moved by Alderman Burross that the bid on the sanitation department property be rejected. Motion seconded by Alderman Claytor and carried unanimously. On the advice of the City Manager and City Attorney, Mayor Gavin stated that Item 7 7 on the agenda would be passed at this meeting, but would be considered by the Council at a special called meeting to be held at 10:30 A.M. on August 1. Mr Roy W. Kee presented plans and specifications for two new fire stations to be 8 k1 located at Farm-to-Market Road 369 at Kiwannis Park, and on Windthorst Road, to the Council. The Council examined the blue prints, which were explained by Mr. Kee, but since the specifi- cations were extremely volumious and none of the Council had had an opportunity to study them, Mayor Gavin suggested that they study these specifications and make preparation to let bids on the construction of these two new fire stations no later than August 1, 1963. Mr. Fred Finch, an Attorney from Dallas, was recognized and was given an opportunity 9 to explain to the Council why the claim by Thurman Johnson against the City for damages and personal injury should be allowed. Mayor Gavin stated that the Council had considered the claim, and that it had been reviewed by Mr. Davis and other appropriate authorities who re- commended that the claim be denied, and would entertain a motion to that effect. Moved by. Alderman Wade that the claim of Thurman Johnson be denied. Motion seconded by Alderman Burross and carried unanimously. Mayor Gavin recommended to the Council that since the CPA firm of Allred and 10 Armstrong had made such a splendid and enlightening audit for the fiscal year 1961-62 that 41 550 Item No. they be retained to make the 1962-63 audit and would entertain a motion to that effect. 10 Moved by Alderman Burross that the firm of Allred andArmstrong be employed by the Council to make the 1962-63 audit. Motion seconded by Alderman Witcher and carried unanimously. Moved by Alderman Claytor that a contract for engineering services be awarded to R. Ernest Lee for the construction of Pierce Street from 9th Street to the Seymour Highway, and that the City Manager be authorized to execute said contract. Motion seconded by Alderman Wallander and carried unanimously. 112a Moved by Alderman Witcher that the low bid of $8,850.00 for the purchase of one Front End Loader be awarded to Browning-Ferris Machinery Company. Motion seconded by Alderman Wade and carried unanimously. ' 12b Moved by Alderman Burross that the low bid of $3,536.00 for one Ferris Sulphate c Feeder, and the low bid of $6, 498.00 for one Lime Slaker be awarded to Wallace and Tiernan. Motion seconded by Alderman Claytor and carried unanimously. 13 Moved by Alderman Wallander that Ordinance No. 2028 be passed. Motion seconded by Alderman Burross and carried by the following vote: Ayes: Aldermen Wallander, Burross Witcher, Claytor, and Wade. Nays: None V 14a Moved by Alderman Wallander to receive the minutes of the Traffic Commission meeting held on July 9, 1963. Motion seconded by Alderman Wade and carried unanimously. 14b Moved by Alderman Witcher that the minutes of the Electrical Advisory Board meetings & c held on June 13 and July 5 be received. Motion seconded by Alderman Claytor and carried unanimously. �14d Moved by Alderman Burross to accept the minutes of the Planning Board meeting �held July 10, 1963. Motion seconded by Alderman Claytor and carried unanimously. is ORDINANCE NO. 2033 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE- CITY OF WICHITA FALLS, TEXAS, BY ANNEXING CERTAIN LANDS, ADJACENT TO THE SOUTHWEST TERRITORIAL LIMITS OF THE CITY' OF-, WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED IN THIS ORDINANCE. Moved by Alderman Wade that Ordinance No. 2033 be introduced. Motion seconded by Alderman Cla tor and carried by the following vote: y Ayes: Aldermen Wallander, Burross, Witcher, Claytor, and Wade. Nays: None V16 Moved by Alderman Wade that the settlement of tax suit of L. J. Prince, recommended by Robert 0. Winters, Tax,Assessor and Collector, be approved.
