5 R.3 Wichita Falls, Texas Memorial Auditorium Bldg. June 10, 1963 Item No. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session 1 & 2 on the above date, in the Council Room of the Memorial Auditorium Building at 7:30 o'clock P.M., with the following members present: Dr. Al T. Witcher Mayor pro tem J. Winston Wallander Dr. D. Clifford Burross X 0. D. McBride X Aldermen Roy V. (Pete) Claytor X Don Wade X H. P. Hodge, Jr. City Attorney W. B. Hicks City Clerk Mayor John J. Gavin Absent L. Jack Davis Absent The invocation was given by Alderman Wallander. 3 Moved by Alderman Wade that the minutes of the regular Council meeting of May 27, 1963, be approved as read. Motion seconded by Alderman Claytor and carried unanimously. 4 Item 4 was passed until later in the agenda because the recorder was out of the room at that time. 5 Mayor pro tem Witcher read a letter of recommendation from E. Aubrey Cox M.D., Acting Director of Wichita Health Unit, recommending changes in Ordinance No. 1752 changing food handlers permit requirements. Mayor pro tem Wticher then read the proposed Ordinance No. 2024. ORDINANCE NO. 2024 AN ORDINANCE AMENDING ORDINANCE NO. 1752 (WHICH REQUIRED A HEALTH CERTIFICATE FOR FOOD HANDLERS) BY DELETING THEREFROM THE REQUIREMENT FOR A SEROLOGICAL TEST FOR SYPHILIS, AND PROVIDING FOR THE PAYMENT OF A PERMIT FEE. Moved by Alderman McBride that Ordinance No. 2024 be passed. Motion seconded by Alderman Wade and carried by the following vote: Ayes: Aldermen Wallander, Burross, McBride, Claytor, and Wade. Nays: None 6 Mayor pro ter Witcher next presented a recommendation from Mr. R. S. Jolliff, Director of Public Safety, to Mr. Jack Davis, City Manager, regarding the award of the bid for furnishing the City of Wichita Falls with traffic signal equipment, as listed on the Traffic Signal Equipment Bid Summary Sheet. Moved by Alderman Claytor that the bid for this equipment be awarded to Kar-Trol Signal Company at their low bid of $42,900.00. Notion seconded by Alderman McBride and carried unanimously. 7 Mayor pro tem Witcher next presented a purchase summary and bid tabulation for a 1963 Utility Tractor, prepared by Mr. Spencer Ellis, Director of Parks and Recreation. Moved by Alderman Wade that the bid for one Model 1-404-U Tractor be awarded to International Harvester Company on their net low bid of $1,879.20. Motion seconded by Alderman Claytor and carried unanimously. �'8 Moved by Alderman Wade to introduce an ordinance annexing Lincoln Heights section 3. Nays: None ORDINANCE NO. 2025 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING CERTAIN LANDS ADJACENT TO THE NORTH TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, WHICH LANDS ARE. DESCRIBED IN THIS ORDINANCE (LINCOLN HEIGHTS, SECTION III) . At this time, the recorder having returned to the Council Room, Mayor pro tem Witcher stated that we would return to Item 4 and canvass the election returns of the special election held on June 4, 1963. The canvass was made by Mayor pro tem Witcher and the members of the Council, with the assistance of W. B. Hicks, City Clerk. After the canvass of the vote on each of the nine propositions from each city voting box had been made, the following resolution was introduced. RESOLUTION NO. 516 RESOLUTION CANVASSING ELECTION RETURNS y . THE STATE OF TEXAS COUTNTY OF WICHITA CITY OF WICHITA FALLS WHEREAS, the Board of Aldermen of said City duly ordered an election to be held In said City on the 4th day of June, 1963, on the Propositions hereinafter stated; and WHEREAS, said Board of Aldermen has investigated all matters pertaining to said election, including the ordering, giving notice, officers, holding, and making returns of said election; and WHEREAS, the election officers who held said election have duly made the returns of the result thereof, and said returns have been duly delivered to said Board of Aldermen. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: 1. That the Board of Aldermen officially finds and determines that said election was duly ordered, that proper notice of said election was duly given, that proper election officers were duly appointed by the Board of Aldermen prior to said election, that said election was duly held, that due returns of the result of said election have been made and delivered, and that the Board of Aldermen has duly canvassed said returns, all in accordance with law. 2. That the Board of Aldermen officially finds and determines that only resident, qualified electors who own taxable property in said City and who have duly rendered the same for taxation were allowed to vote at said election, and that the following votes were cast at said election on each Proposition submitted: PROPOSITION NO. 1 "FOR THE ISSUANCE OF STREET IMPROVEMENT BONDS" 4,956 Votes; "AGAINST THE ISSUANCE OF STREET IMPROVEMENT BONDS" 2,870 Votes; PROPOSITION NO. 2 "FOR THE ISSUANCE OF PARK BONDS" 4,462 Votes; "AGAINST THE ISSUANCE OF PARK BONDS" 3,441 Votes; PROPOSITION NO. 3 "FOR THE ISSUANCE OF AUDITORIUM BONDS" 4,547 Votes; "AGAINST THE ISSUANCE OF AUDITORIUM BONDS" 3,361 Votes; PROPOSITION N0. 4 "FOR THE ISSUANCE OF LIBRARY BONDS" 49,622 Votes; "AGAINST THE ISSUANCE OF LIBRARY BONDS" 3,280 Votes; PROPOSITION NO. 5 "FOR THE ISSUANCE OF POLICE BUILDING BONDS" 4,661 Votes; " "AGAINST THE ISSUANCE OF POLICE BUILDING BONDS" 3,243 Votes; PROPOSITION NO. 6 "FOR THE ISSUANCE OF FIRE STATION BONDS" 4,867 Votes; "AGAINST THE ISSUANCE OF FIRE STATION BONDS" 3,031 Votes; PROPOSITION NO. 7 "FOR THE ISSUANCE OF PARKING LOT BONDS" 3,865 Votes; "AGAINST THE ISSUANCt, OF PARKIN" LOT BONDS,, 4,041 Votes; 535 PROPOSITION NO. 8 "FOR THE ISSUANCE OF WASTE: DISPOSAL BONDS" 4,721 Votes; "AGAINST THE ISSUANCE OF WASTE DISPOSAL BONDS" -3,209 Votes; PROPOSITION NO. 9 "FOR THE ISSUANCE OF WATER SYSTEM IMPROVEMENT REVENUE BONDS" 4,729 Votes; "AGAINST THE ISSUANCE OF WATER SYSTEM IMPROVEMENT REVENUE BONDS" 3,143 Votes; 3. That the Board of Aldermen officially finds, determines and declares the result of said election to be that each of said Propositions so submitted, except Proposi- tion No. 7, has received a favorable majority vote and has carried, and that all of said bonds, except said Parking Lot Bonds, may be issued in accordance with law. The aforesaid Proposition No. 7 has failed to carry, and said Parking Lot Bonds shall not be issued. Moved by Alderman McBride that Resolution No. 516 canvassing the election returns be passed. Motion seconded by Alderman Claytor and carried by the following vote: Ayes: Aldermen Wallander, Burross, McBride, Claytor, and Wade. Nays: None y Mayor pro tem Witcher stated that they had received a report from the Hospital Study Committee, and that the Council thinks very highly of the recommendations made in this v report. The Council thanks the committee for the time and effort involved in preparation of this report, and further stated that the report would not be laid aside to gather dust, but would receive the immediate and concerted attention of the Council. Mayor pro tern Witcher stated that he would entertain a motion to receive this re- port from the Hospital Study Committee. Moved by Alderman Burross to receive the Hospital Study report, after having made some explanatory and complimentary remarks regarding same. Motion seconded by Alderman Wade and carried unanimously. At this time Mr. Bill Thacker, a member of the audience, was recognized and took the floor to read a resolution from the Fain Improvement Association recommending Improve- ment of Edgemere Park. d Moved by Alderman Wade that improvement work to include grading for a baseball diamond and erection of a back stop in Edgemere Park be made as soon as practicable. Motion seconded by Alderman Claytor and passed unanimously. Moved by Alderman Wallander that the Council authorize City Manager, Jack Davis, to enter into negotiations with the architectural firm of Ponds and Bellamy to draw the plans and make recommendations on site selection for the fire station and police station. Also that the City Manager be authorized to negotiate with the architectural firm of James Killibrew, and Associates for the design of the addition and remodeling of Kemp Public Library. Motion seconded by Alderman Claytor and carried by the following vote: Ayes: Mayor pro tem Witcher, Aldermen Wallander, Burross, McBride, Claytor, and Wade. Nays: None Moved by Alderman Claytor that the meeting be adjourned. Motion seconded by Alderman Wade and carried unanimously. The Board of Aldermen then adjourned at 9:16 P. M.
