3 Moved by Alderman Wade that the minutes of the regular Council meeting of May 13,
1963, be approved as read.
Motion seconded by Alderman Claytor and carried unanimously.
4 Item 4 on the agenda was passed until a later date.
5 Mayor pro tem Witcher read a letter from Mr. Bill G. Hale, Chairman Camp Committee,
Boys Clubs of Wichita Falls, requesting adjustment of lease on the Boys Club land at Lake
v Kickapoo.
Moved by Alderman McBride that instead of charging $1.00 per acre per year, this
land be leased to the Boys Club for a total of $1.00 per year for the entire area.
Motion seconded by Alderman Wade and carried unanimously.
6 Mayor pro tem Witcher read a memorandum from Mr. R. T. Gregory, Director of Public
Work4, addressed to Mr. Jack Davis, City Manager, regarding the bids received on May 14 for
an asphalt distributor to be mounted on a truck furnished by the City of Wichita Falls.

Moved by Alderman Burross that the low bid of $5,704.00 be awarded to Highway
Machinery Company for this asphalt distributor.
Motion seconded by Alderman Claytor and carried unanimously.
7 Mayor pro tem Witcher presented a memorandum from Mr. R. T. Gregory, Director of
x Public Works, addressed to Mr. Jack Davis, City Manager, listing the bids received on May 21,
1963, for furnishing a street sweeper for use of the Street Division of the Public Works
Department, on which two old sweepers are to be traded in.
Moved by Alderman Wallander that the bid to furnish a street sweeper be awarded to
the Browning-Ferris Machinery Company at their net bid of $8,966.00.
Motion seconded by Alderman Burross and carried unanimously.
8 & 9 Mr. R. T. Gregory, Director of Public Works, requested through Mr. Jack Davis, City
Manager, that the Council authorize the pruchase of a truck for water pressure tank, three
V, truck chassis for truck bed, and one chassis for a flat bed, and that the Council authorize
advertising for a bid on three four-yard dump beds.
Moved by Alderman McBride that authority to purchase requested items and advertise
for bids on the dump beds be given.
Motion seconded by Alderman Claytor and carried unanimously.

Item 10 of the agenda, which was a proposed policy for assessments against Item No.
adjacent property owners for street improvement projects for the City of Wichita Falls was 10
read by Mayor pro tem Witcher, after which a discussion was held by several members of the
Council.

AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS,
TEXAS, BY ANNEXING CERTAIN LANDS ADJACENT TO THE NORTHWEST TERRITORIAL
LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED
IN THIS ORDINANCE (RICHLAND ESTATES, SECTION 1) .
Moved by Alderman McBride that an ordinance extending the city limits to include
Richland Estates section 1 be introduCed.
Motion seconded by Alderman Wade and carried by the following vote:
Ayes: Mayor pro tem Witcher, Aldermen Wallander, Burross, McBride, Claytor, and Wade.

13 The terms of five members of the Planning Board expired on May 23, 1963. After
being contacted by the board chairman, they expressed a desire to continue to serve on the
board.
Moved by Alderman Claytor that Miss Charlye Farris, Mr. J. S. Brimmage, Mr. Ronald
Lundien, Mr. Howard Morgan, and Mr. Jack Helmcamp be appointed to the Planning Board for a
term of three years commencing May 24, 1963.
Motion seconded by Alderman Wade and carried unanimously.
At this time Mayor pro tem Witcher instructed the City Clerk, W. B. Hicks, to write
letters of appreciation from the Mayor and Council for past service rendered and willingness
of these members to again serve on the Planning Board.
14 Item 14 was passed until the amendments are prepared to change the food handlers
permit requirements to conform to state law.
Moved by Dr. Burross that requirements of Ordinance Number 1753 be waived until the
amendments to the Ordinance have been made and passed.
Motion seconded by Alderman Wade and carried unanimously.
15 Moved by Alderman Claytor that reimbursement contract payments to the following be
approved for payment:

17 A letter from Mr. Ronald J. Neighbors, Director of Finance, addressed to Mr. Jack
Davis, City Manager, recommending changes in the operating policy of the utility collection
`, office relative to penalties and reconnect charges was read by Mayor pro tem Witcher. The
letter also recommended an alternate change in this policy.
Moved by Alderman Wade that the legal department prepare an ordinance on the various
proposed change in this operating policy proposed by the Director of Finance, Ronald J.
Neighbors, and that the alternate proposal not be considered.
Motion seconded by Alderman Wade and carried unanimously.
Mayor pro tem Witcher then instructed the legal department to prepare an ordinance
Incorporating this change in policy.
All the regular scheduled business of the Council having been completed, Mayor
pro tem Witcher then asked if there were any citizens in the audience who would like to
appear before the Council. Mr. Wayland Keith asked for recognition which was granted by
Mayor pro tem Witcher. Mr. Keith came to the microphone to ask some questions regarding
the refunding of bonds. City Manager, Jack Davis, was instructed by Mayor pro tem Witcher
to answer Mr. Keith's questions, which he did. After Mr. Davis had answered Mr. Keith's
questions, Alderman Burross made some remarks to the audience to clarify Mr. Keith's ques-
tions, and the Council's feelings in regard to bond issues. Mr. Keith again returned to the
front of the room to further clarify his statements and then retired to his place in the
audience.
Moved by Alderman Claytor that the meeting be adjourned.
Motion seconded by Alderman McBride and carried unanimously.
The Board of Aldermen then adjourned at 8:58 P. M.
