Motion seconded by Alderman Wade and carried unanimously. - - - - - - - - - - 4 RESOLUTION NO. 508 Wliereas, the Capitol Improvements Steering, Committee has made an intensive ana comprehensive study of the needs of the City of VV'ichita Falls for capitol improvements, and has made a report and recommendation to the Board of Aldermen that a bond election be called to finance certain capitol improvements; and, !'d&;EkLAS, this Board of Aldermen has studied such report and recommoudat ions, and has received further suggestions and recommendations from other interested citizens of the City of Wichita Falls; and, hIlLREAS, it is the opinion of the Board of Aldermen that an election should be called in the near future on the question as to whether such a capitol improvements program should be instituted and carried out. NOW, THERL-FORE1. BE IT RESOLVED BY THE BOARD OF ALDERMEN UF THE CITY OF w1cm-1A FALLS, TEXAS that this Board of Aldermen intends to call a Capitol Improvements Bond Issue Election, such election to be held on the 4th day of June, 1963, and at which election the following improvements will be submitted to the voters: Street Improvements 2)1153,300 Storm drainage improvements IX183j,500 Traffic improvements 457,500 Park improvements 321,000 Memorial Auditorium improvements 7951000 Library improvements 250,000 Police Station improvements 7500000 Fire Station improvements 2500000 Parking lots improvements 950000 Sanitary land fill 125#000 Water system improvements 5251*900 Moved by Alderman Wade to pass and approve Resolution No. 508. Motion seconded by Alderman Claytor and carried by the following vote: Ayes: Aldermen Wallander, Burross, McBride, Witcher, Claytor, and Wade. Nays: None. - - - - - - - - - - 5 RESOLUTION NO. 509 WHEREAS, only a few months ago a number of citizens of Wichita Falls, recognizing the need for an incentive for industrial development, took on the tremendous task of raising the sum of one million dollars ($1,000,000) to accomplish this purpose; and, Item No. 5-con't. WHEREAS, the many leaders and workers in this campaign, with the encouragement and assistance of practically all of tile persons and firms in the City of Wichita Falls, exerted such tireless arid enthusiastic work on this campaign that it brought nation wide attention to our City; and WHEREAS, as a result of this united effort, the goal of one million dollars ($1,000,000) was not only reached, but was over-subscribed by more than one hundred forty- seven thousand dollars ($147,000) , a result which will help to insure the future growth and prosperity of our City. NOW# THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN Of THE CITY OF WICHITA FALLS, TEXAS, THAT THE City hereby compliments the Industrial Development Committee, the leaders and workers, the news media, the subscribers to tile fund., and all the many others who made this ambitious crive a success, and the City further extends its appreciation to them for this accomplishment which will benefit Wichita Falls and its citizens for genera- tions to come. Nays: None. - - - - - - - - - - Mr. Robert Seabury was recognized and presented a report of the Parks Committee _6 of the Charber of Commerce which included some slides showing the location of a recommendedi., park site for the City of Nichita Falls that the ComMittee had investigated as to tile aVailibility and cost of acquisition. Mayor John Gavin commented that it was certainly a needed enterprise and that it was desirable, but that tile cost of acquisition inlight be more than the City could pay. Alderman V�'allander also comi:-,ented on the proposed park site and stated that the Committee should be commended for their crithusiasm. and work toward the acquisition of a park site in this area. Moved by Alderman '.,�'allandcr to allow the City INianager and the Director of Parks with the Chamber of Commerce Parks Committee to negotiate for the proposed park site land subject to the Council's approval. Motion seconded by Alderman I'Vlade and carried unanimously. - - - - - - - - - - Mayor Gavin announced that tile Park Board would conduct a tour of Park facilities 8 on tMonclay, May 6, 1963, beginning at 10 A.H. with lunch at the 1%�'eeks Park Picnic Shelter. - - - - - - - - - - A letter was received from Hobbs Trailers with reference to their bid on four" _1' _9 ,-- V packer ty e garbage bodies in which they stated that the), were willing and able to furnish 1p pusher type bodies at the same price as the packer type bodies. Moved by Alderman Claytor that the Hobbs Trailer Company be awarded the bid for four pusher type garbage bodies on their low bid of $11,896.00. Motion seconded by Alderman Witcher and carried unanimously. - - - - - - - - - - Mayor Gavin announced that due to the stipulations as recited in Ordinance No. 1985 10 that a replacement would be necessary for the position of City Clerk, owing to the present,",,,I' ,�e City Clerk, A. L. Fitts, reaching the age of 65. Moved by Alderman Wade that William B. Hicks, Jr. be appointed City Clerk effective as of May 1, 1963. Gregory, Director of Public Works for permission to advertise for bids on one street sweeper and one asphalt distributor. (Copy of request is attached.) Moved by Alderman Burross to grant the Director of Public Works permission to advertise for bids on one street sweeper and one asphalt distributor. Motion seconded by Alderman Witcher and carried unanimously. - - - - - - - - - - 12 RESOLUTION NO. 510 V WHEREASP the City of Wichita Falls desires and needs to obtain an easement on the right of way of Nlissouri-Kansas-Texas Railroad Company near the intersection of such railroad right of way with U. S. I-Ilighway No. 277. NOW, THEREFORL, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF IVICHITA FALLS, TEXAS, that that certain pipe line license dated March 20, 1963, between Missouri-Kansas-Texas Railroad Company and the City of Wichita Falls, be and it is hereby approved and accepted, and that Jack Davis, City Manager, be and lie is hereby authorized, empowered and directed to executed said agreement and to do all things necessary therefor, and that his act in so doing hereby adopted, ratified and confirmed as the act of the City of Wichita Falls, Texas. Moved by Alderran Wallander to pass and approve Resolution No. 510. Nays: None. - - - - - - - - - - The City Clerk was instructed to draw a check in the amount of $20.00 payable to the Mlissouri-Kansas-Texas Railroad Co. as consideration for the easement. - - - - - - - - - - 13 RESOLUTION NO. 511 WHEREASP it is deemed to be necessary to the best interest of the City of Wichita Falls that certain public improvements be provided, the same being the construction of two fire stations and Weeks Park Clubhouse and Golf Course improvements; and, WHEREAS, the City is duly authorized under the provisions of Chapter 163, Acts of the Regular Session of the 42nd Legislature of the State of Texas to issue time warrants in payment for the labor, material, and supplies used in the construction of such improvements. NO'i'14', THERLFORl", BE IT RESOLVED BY THF BOARD OF ALDERMEN OF THL CITY OF WICHITA FALLS, TEXAS that it is the intention of the Board of Aldermen to issue time warrants to pay for all or part of the above-named improvements, such warrants not exceeding the principal sum of One Hundred Seventy Thousand Dollars ($170,000) , to bear interest at a rate not exceeding four percent (4%) per annum, and the maximum maturity (late to be not more than ten (10) years. The City Clerk is directed to make these recitations in the Notice to Bidders which will be published in accordance with the provisions of Chapter 163, Acts of the Regular Session of the 42nd Legislature of the State of Texas. Item #16 was Iassed for consideration at the end of the regular business. 16 - - - - - - - - - - A suggested ordinance was presented by the City Attorney in which changes in the 17 Electrical Code would be adopted. Joe Adair, Jr. , Chairman of the Electrical Advisory Board, was recognized and spoke in favor of the proposed change. Mr. Adair answered questions and stated that all electrical contractors doing business in the City of Ivichita Falls were contacted and these changes were an outgrowth of their recommendations. Moved by Alderman Witcher to receive the proposed ordinance for study. (Copy filed in City Clerk's office.) Motion seconded by Alderman Claytor and carried unanimously. - - - - - - - - - - The Mayor thanked the Electrical Advisory Board for their diligence and efforts in preparing the proposed changes in the Electrical Code. - - - - - - - - - - RESOLUTION NO. 512 18 WHEREAS, on March 16, 1963, the Board of Aldermen adopted Resolution No. 505 wherein, as a result of a study of the Wichita Falls Police Department, they authorized the City Manager to increase the salaries of the members of the Police Department; and WHEREAS, it was intended to authorize the increase of the monthly base pay of Chief to seven hundred thirty-five ($735) dollars, but by error this resolution set such monthly base pay at seven hundred twenty-five ($725) dollars. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF wIC1iITA FALLS, TEXAS: THAT the City Manager of the City of Wichita Falls, be, and he is hereby, authorized to increase the salary of Chief of the Police Department up to the amount of seven hundred thirty-five ($735) dollars. Moved by Alderman Witcher to pass and approve Resolution No. 512. After explanations of Mr. John 11. Ruhmann, Director of Public Utilities, regarding the increase in cost of engineering services on sewer line for Westmoreland Addition, Sharon Lane, and Barker Streets, the following motion was made. Moved by Alderman Burross that the final payment for engineering services by R. Lrnest Lee in the amount of $424.06 for sewer extensions in the Westmoreland Addition., Sharon Lane, and Barker Streets, be approved and ordered paid. Notion seconded by Alderman Claytor and carried unanimously. - - - - - - - - - - 25 Mayor Gavin announced that this was Library Week and read a statistical report of the Library and its functions. - - - - - - - - - - 26 Dr. Al T. Witcher commented upon the unsightly automobile graveyards along the V/ expressways and highways leading into Wichita Falls and asked if there were some legal procedures that could be instituted to clear up the eye-sores. City Attorney 11. P. Hodge commented that there seemed to be no way in which the City could require that this be done. - - - - - - - - - - 27 Mr. James Brown, a resident of Wellington Lane, appeared to protest about the lack of mosquito control in his area. Mayor Gavin answered Mr. Brown's questions and asked that the City Manager confer with the Health Unit to ascertain if there were any slackness in the vector control. - - - - - - - - - - 517 Moved by Alderman Claytor that the meeting be adjourned. In many Instances each call results In a trip to the dump ground because brush takes up so much space In a truck. J0111ff, Director of Public S&fGtY FROM #505 sUBJECT: Revising Resolution COMMENT: on march 16, 1963, Resolution #505 was Passed authorizing the City Manager to Increase the salaries of members of the police Department. I believe the Intent was to raise the salary of the Police Chief $50 from his base Pay.
