Min 03/25/1963 Wichita Falls, Texas 504 Memorial Auditorium Building Item No. March 25, 1963 1 The Board of Aldermen of the City of Wichita Falls, Texas, net in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 7:30 o'clock P. iM. , with the following members present: John J. Mayor Gavin recognized the presence of a group representing the City Council PTA, Mrs. �,E, Wood, , President. Mayor Gavin recognized a group representing the Business IN9en's Fraternity of Midwestern University, Delta Sigma Pi, Clifford Baggett, President. 3 Moved by Alderman Wade that the minutes of the regular Council meeting of March 11, 1963, and the special Council meeting of Harch 16, 1963, be approved as read. Motion seconded by Alderman Witcher and carried unanimously. - - - - - - - - - - 4 The petition of property owners on the west side of Highway 281 north of the City limits for the extension of water service to a point 1.2 miles outside the City limits was received. Moved by Alderman Burross that the petition be recognized and that the petition be denied. (Petition filed in City Clerk's Office.) Motion seconded by Alderman Wade and carried unanimously. 5 City Manager, Jack Davis, presented the request of General Mills for the extension f' of railroad dock facilities on City owned right-of-way on Burnett Street. (Copy of request and recommendations of Mr. R. S. Jolliff, Traffic Engineer, are attached.) Moved by Alderman Witcher that the request be granted. Motion seconded by Alderman Burross and carried unanimously. 6 A request from Mr. Robert S. Jolliff, Traffic Engineer, for the appropriation of $38,000.00 to fulfill promises and budget needs for the signalization of various intersections along FM 369 and also Hampstead Lane, was received. City Manager Jack Davis recommended that the expenditures be authorized. Moved by Alderman Wallander that the expenditures of $38,000.00 for the signalization program as outlined be authorized due to the fact that this money was not appropriated at the time the 1962-63 budget was made up and that the City had obligated itself and had ordered the materials and supplies thinking that they would be paid for in the 1961-62 budget. Motion seconded by Alderman McBride and carried unanimously. 7 E City Attorney, II. P. Iiodge,presented the recommendation that the City not take any action concerning the abandonment of an 8 foot strip of land extending from Blonde Street north, a distance of approximately 140 feet in the 1800 block of Blonde Street. (Copy of City Attorney's recommendation attached.) 505 Mayor Gavin recognized Mr. IV. E. Phillips, spokesman for a grout; of citizens in the 7 - coat. 1800 block of Blonde Street, who urged that the Council take no action whatever until next meeting. By common consent, the matter was passed until the April 8, 1963, meeting. Moved by Alderman Claytor to pass until next meeting the awarding of bids on i/ 8 packer type garbage bodies for the Sanitation Department. Motion seconded by Alderman I'V'ade and carried by the following vote: Ayes: Aldermen Wallander, Burross, Witcher, Claytor and wade. Nays: Alderman McBride. City Manager, Jack Davis, was instructed to prepare comparable studies on the different types of packer bodies. Mayor Gavin announced the next item on the Agenda was the receipt of the minutes 9 of the Park Board meeting held March 18, 1963. Mr. Jack Ballard immediately asked for recognization to speak on the change in green fees. Mrs. J. D. (Pete) Dixon, President of the 1%r'eeks Park Women's Golf Association, presented a plea not to increase the dues and green fees, as this would work a hardship on the Weeks Park Women's Golf Association. The City Manager recommended that the dues and fees as approved by the Park Board be approved by the City Council. Moved by Alderman Wallander that the minutes of the Park Board meeting of March 18, 1963, be received and approved. Motion seconded by Alderman Claytor and carried unanimously. Mayor Gavin called attention to Item #4 in the Park Board minutes and the recommenda tion of the Park Board in reference to the securing of recreational facilities for teen-age groups. Alderman Burross asked that the City Manager be instructed to set up a meeting between the Board of Education and the City Council to work out details concerning this problem. The City Manager was so instructed. Mayor Gavin presented the minutes of the Traffic Commission meeting of March 12, ."" 10 1963, and called attention to Item #1 under New Business. Moved by Alderman Burross to receive and approve the minutes of the Traffic Commission meeting held March 12, 1963. This item was passed until the April 8 meeting. 13a Mr. Wayland Keith, from the audience, stated that in the past lie had had to pay regular fees for permits and rides on his property, and he saw no reason for the waiving of the permit fee. 14 r ' Mayor Gavin announced the receipt of the minutes of the Electrical Advisory Board y meetings of March 7 and March 14, 1963. Moved by Alderman Witcher that the minutes of the Electrical Advisory Board meetings of March 7 and March 14, 1963, be received and approved. Motion seconded by Alderman Burross and carried unanimously. Mayor Gavin announced the receipt of the minutes of the Board of Adjustments Appeals meeting of February 25, 1963. Moved by Alderman Burross that the minutes of the meeting of the Board of Adjustments and Appeals held on February 25, 1963, be received and approved. Bodge, that the City allow and pay for damages to Roosevelt Gipson's automobile which was struck by a police car on March 50 1963. (The recommendation is attached hereto.) Moved by Alderman McBride that the City pay Mr. Gipson $41.10, that being the amount of damages sustained by Mr. Gipson's automobile. ;lotion seconded by Alderman Wade and carried unanimously. 17 - - - - - - - - - - "` F`' Moved by Alderman Wade to allow and order paid the following payment on Sewer Reimbursement Contract: Titus T. Mitchell, Sewer in Mitchell Subdivision $22.79. Motion seconded by Alderman Witcher and carried unanimously. 18 R. T. Gregory, Director of Public Works, reported on the progress of the widening of Taft Street south of Archer Street. 19 Mr. Clifford Baggett, President of Delta Sigma Pi, was recognized and asked if he desired to make any remarks. - - - - - - - - - - 20 The Mayor asked if any member of the audience had any matter which he wished to present to the Council. Mr. Jack Ballard immediately secured the floor and proceeded to talk for several minutes. Mayor Gavin finally asked Mr. Ballard to cease. 507 f r A petition w;�s presented by Mr. E. L. Luckett for garbage service around IIirschi 21 School. Jolliff, Traffic Engineer SUBJECT: RE(AIEST OF $38,000 FOR NEW TRAFFIC SIGN&IS COMMENT: A earryover of $38,000 from the 1961-62 budget as approved and projected into our 1962-63 budget was for the purpose of installing four (4) new traffic signals which are RampsteaC at Taft, Hatton Road at U. S. 281, Hampstead at Hamilton and Fair- way Bmilevard at U. S. 287. Also included is the revamping of five (5) existing traffic control intersections which are Norman at Jacksboro Highway, Iowa Park Road at Beverly, Iowa Parlk Road at Sheppard Access Road, Virginia at East Stott and North Scott at Lincoln. I have checked these budgeted figures with our City Clerk and our finding is that the $38,000 was not projected and placed in the Traffic Engineering budget an approved.
