RESOLUTION NO. 505 WHEREAS, an extensive survey and study has been made of tile Wichita Fal-Is Police Department in comparison with Police Departments of comparable cities in Texast with the purpose in mind of improving the efficiency and operation of our Police Department; and WHEREAS, as a result of this study, the Board of Aldermen have concluded that a salary adjustment will increase the efficiency of the department. TEXAS, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLSP That the City Manager of the City of Wichita Falls, be, and he is hereby, authorized to increase the salaries of the members of tile Police Department up to tile amounts set out in the following wage scale: MONTHLY BASE PAY Chief �725.00 - Captain 510.00- Lieutenant 460.00 Sergeant 420.00 - Patrolman, beginning salary 345.00 -- Patrolman, top salary 385.00 In addition to the above base pay, each of the above will continue to be paid longevity pay as formerly; that is, $5.00 per month for each year of service in the department up to a maximum of $75.00 per month. B. 13 is extremely detrimental to Texas cities.% including the City of Wichita Falls, for the reasons that it would impede their orderly growthp allow substandard areas to be built up around their boundaries, and possibly interfere with their financial structures and bond issues. APPROVED this the 2 ay of 196 Mayor ATTEST: City Clerk March 15, 1963 TO: city Council From: City Manager RE: SALARY ADJUSTMENTS IN POLICE DEPARTMENT Following an extensive survey and study of the Wichita Falls Police Department in comparison to the police departments in other cities, and with due consideration of local factors, I am of the opinion that there would be some salary adjustment made. A comprehensive survey is attached to this report. A study Of the experience record of the Police Department reveals that 64 men have less than five years service, not including four vacant positions. These 68 positions equal 60.2% of the 113 authorized in the 1962-63 Budget. Of this number 33 men have less than two years service. The obvious conclu- sion is that police officers are leaving the service to enter other pro- fessions or they are moving to other cities with higher pay. One other factor is important to note. The City of Wichita Falls pays 7 1/8% of salary of employees, other than firemen and policemen, into Social Security and TMRS. The City presently pays5% into the Firemen's Pension Fund, and it is anticipated that this figure will be 6% after the current Legislature adjourns. The City pays3.5% on police retirement or 3 5/8% less than on other employees, except firemen. The following will illustrate this disparity: 7 1/8% of $300 $21.38 per month 7 1/8% of $400 $28.50 per month 3.5% of $320 (base salary) $11.20 per month In comparing salary scales I will use the following cities: Odessa, Lubbock, Austin, Beaumont, Waco, Amarillo, Abilene, Midland, Galveston, and Corpus Christi. This will exclude El Paso, Dallas, Ft. Worth, Houston, and San Antonio since they are considerably larger than Wichita Falls, although we lose some of our men to them. Rank Average Salary W.F.
