1 & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in postponed
regular session, on the above date, in the Council Room of the Memorial Auditorium Building,
at 7:00 oldlock P.M., with the following members present:
John J. Gavin Mayor
J. Winston Wallander

The meeting was called to order by Mayor John J. Gavin.
The Invocation was given by Alderman Don Wade.
3 Moved by Alderman Burross that the Minutes of the regular Council Meeting
held January 14, 1963, as read, be approved.
Motion seconded by Alderman McBride and carried unanimously.
4 Mayor Gavin announced the receipt of the 1961-1962 fiscal year audit
presented by Allred & Armstrong, Certified Public Accountants.
5 Bids on yearly supply of automobiles, trucks, and one Truck Service body
were received; copies of bid Summaries attached hereto.
Moved by Alderman Burross, on the recommendation of the City Manager and
Purchasing Agent, that the lowest and best bids be accepted and purchase be authorized
✓ according to Schedule as listed below.
Motion seconded by Alderman Witcher and carried unanimously.

Item No.
Mr. Roger Thoes presented a request from Pat Carrigan Post No. 120, 6
American Legion, for the purchase from the City of a tract of land adjacent to their
property at Lake Wichita. Mr. Ken Brockman,Commander of Pat Carrigan Post No. 120,
American Legion, joined with Mr. Thoes in the presentation.
The request was turned over to City Manager, Jack Davis, for further °"
investigation.
Moved by Alderman Witcher that Alternate Plan No. 1, for the Construction of 7
a Parking Area andDrive-Mn Window, at Memorial Auditorium Building, for the payment of
water bills, be approved, and the City Manager be authorized to make payment for same
out of the regular budget funds.
Motion seconded by Alderman McBride and carried.unanimously.
RESOLUTION NO. 501 g
BE IT RESOLVED BY THE BOARD OF ALDEUIEN OF THE CITY OF WICHITA FALLS, TEXAS:
That the provisions of.Mi.nute No. 52086 passed by the Texas Highway Commission
on December 12, 1962, are acceptable to the City of Wichita Falls. We do hereby order f
that the City of Wichita Falls cooperate with the State Highway Department and proceed
with the obligations so stipulated in above said Minute Order as being responsibilities
of the City. `

Moved by Alderman Wade that the Final Plat of the Wichita West Shopping Center 10-a
be approved; copy of said Plat being on file in Office of City Clerk.

copy of said Plat being on file in Office of City Clerk.

4 ORDINANCE NO. 2012
AN ORDINANCE AM124DING ORDINANCE NO. 2000, WHICH PROVIDED FOR CLASSIFICATION OF
ALL FIR&4EN UIDER CIVIL SERVICE, BY REDUCING THE NUMBER OF LIEUTENANTS FROM 27 TO 24, AND
DECLARING AN EMERGENCY.
Moved by Alderman Claytor that Ordinance No. 2000, be approved and passed
as read.
Motion seconded by AldermanBurross and carried by the following vote:
Yeas: Aldermen Wallander, Burross, Witcher, McBride, Claytor and Wade.
Nays: None.
5 Moved by Alderman Witcher that the General Hospital bill for $9,837.34 be
allowed and ordered paid; being one half the cost of indigent patient care for the month
of December, 1962.
Motion seconded by Alderman Claytor and carried unanimously.
6 Mayor Gavin announced the appointment of the following named persons to serve
on a panel Group to study and detennine the solution of the care of indigent patients at
Wichita General Hospital;

7 Mayor Gavin read a letter from Mr. Bill Thacker, Chairman of the Planning &
Zoning Commission, citing the reaction and complaints received at the four hearings held
for the purpose of securing data on which to base a comprehensive Zoning Ordinanci4
1B i A request from the Imperial 400 Motel for a lease on Lots 4 & 5, Block B,
J. A. Kemp Addition, on which to erect a sign, was passed for further study.
9 Mr. C. C. McDonald., Attorney for Cliff Moore Lumber Company, presented
a proposal to settle taxes on one-nifith basis, owing to hardship, and incident to the loss
of property for the Expressway.
Moved by Alderman Burross that the City accept the adjustment on a basis
of one-ninth.

SUBJECT: BIDS ON TRUCK SERVICE BODY FOR TRAFFIC ENGINEERING DIVISION
COMMENT:
The attached bid for a truck service body for the Traffic
Engineering Department was received January 23, 1963. Only one
bid for this item was received, although bids were solicited and
discussed with representatives of at least one other company.
The bid submitted is considerably below list price and it is my
recommendation that this bid be accepted.
