Min 07/23/1962 4.44 Wichita Falls, Texas Memorial Auditorium Building July 23, 1962 Item lo. 1 & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 7:00 o'clock P. M., with the following members present: Dr. Al T. Witcher Mayor Pro Tem J. Winston Wallander Dr. D. Clifford Burross 0. D. McBride Aldermen Roy V. (Pete) Claytor Don Wade C. J. Griggs City Manager H. P. Hodge, Jr. City Attorney A. L. Fitts, ' City Clerk Absent: Mayor John J. Gavin The meeting was called to order by Mayor Pro Tem Al T. Witcher. The Invocation was given by Mayor Pro Tem Al T. Witcher. 2a — Mayor Pro Tem Witcher announced that a detailed study of the various City departments including the Fire Department was being made by the City Council acting as a committee of the whole. 3 Moved by Alderman Claytor that the minutes of the regular meeting held July 9, 1962, be approved. Motion seconded by Alderman Burross and carried. - - - - - - - - - - Li Mr. Kenneth B. Kramer, Attorney, representing Mr. A. L. Leal and others, presented a request that the City make an exception to the Building Code with reference to the building line at 2108 Santa Fe. Alderman Burross voiced an objection. Mr. Benton Ross, property owner in the vicinity of 2108 Santa Fe, voiced the objections of property owners in that area. The request was passed to a later date. 5 Moved by Alderman Burross that the minutes of the Traffic Commission meeting held July 10, 1962, be received. Motion seconded by Alderman Wade and carried unanimously. 5a " Mr. Gregory, Director of Public Works, was asked for a report on the progress of widening Taft Street. Mr. Gregory reported that all of the engineering had been completed and that the signature of Mr. Louis Sikes to the easements for property necessary for widening Taft St. were in readiness and would be signed on the following morning. Alderman Burross stated that Mr. Sikes should be commended for his civic mindedness and co-operation in the alleviation of the traffic hazards on Taft Street extending from Archer south to F.M. 369. 6 Moved by Alderman Wade that the minutes of the Planning Board meeting held Wednesday, July 11, 1962, be received. Motion seconded by Alderman Claytor and carried unanimously. 445 7 - ORDINANCE NO. 1991 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY ANNEXING CERTAIN LANDS ADJACENT TO THE SOUTH EASTERN TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, WHICH LANDS ARE DESCRIBED IN THIS ORDINANCE. (KROTTINGER SUBDIVISION) Moved by Alderman Burross that Ordinance No. 1991 be introduced and ordered published one time in the newspaper. Motion seconded by Alderman McBride and carried by the following vote: Ayes: Aldermen Wallander, Burross, McBride, Claytor and Wade. Nays: None. 8 Moved by Alderman Claytor that the minutes of the Park Board meeting held July 17, 1962 be received. Motion seconded by Alderman McBride and carried. Alderman Wallander inquired about the Hughes Development Co. Club House in 8a Lynnwood. Mr. Spencer Ellis, Director of Parks and Recreation, stated that he did not know what the status of the house was at this time. With reference to Item 5, in the Park Board Minutes, Mayor Pro Tem Witcher voiced regret at the resignation of Mr. Melvin Evans and asked that a suitable letter of commenda- tion be written to him thanking him for his unselfish service on the Park Board. Alderman Claytor called attention to the fact that Mrs. Bailey Collins had missed four meetings of the Park Board during the calendar year and that according to the rules passed, she should be replaced on the Park Bca rd. Mr. Ellis clarified Item #2 for members of the Council. This item was in reference to acreage for a park in the Adams subdivision. ORDINANCE NO. 1992 9 — AN ORDINANCE REGULATING SOLICITORS, PEDDLERS, HAWKERS, ITINERANT MERCHANTS OR TRANSIENT VENDORS OF MERCHANDISE WHO GO IN OR UPON PRIVATE RESIDENCES WITHIN THE CITY OF WICHITA FALLS, TEXAS, WITHOUT HAVING BEEN REQUESTED OR INVITED TO DO SO, FOR THE PURPOSE OF SOLICITING ORDERS OR THE SALE OF GOODS OR MERCHANDISE; PROVIDING FOR A PERMIT AND LICENSE FEE; PROVIDING PENALTIES FOR THE VIOLATION HEREOF; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; DECLARING AN EMERGENCY. Moved by Alderman Burross that Ordinance No. 1992 be passed and approved. Motion seconded by Alderman Wade and carried by the following vote: Ayes: Aldermen Wallander, Burross, McBride, Claytor and Wade. Nays: None. Alderman Burross commented on the failure of protection for citizens from 9a solicitors and peddlers. Alderman Burross, Chairman of the committee appointed by Mayor Gavin to study the 10 feasibility and procedure of the City in supporting the North Texas Mental Health Center reported on the study that had been made so far and recommended the continuation of the committee for further study and also recommended that the opinion of the Board of Health be solicited. - - - - - - - - - - Mrs. Knight, President of North Texas Mental Health Association was recognized. Mayor Pro Tem Witcher continued the committee for future study and asked that a report be made at a future date. 446 11 Moved by Alderman Wade that the Wichita General Hospital bill for the care of indigent patients in the amount of $7,160.58 be allowed and ordered paid. Motion seconded by Alderman Claytor and carried unanimously. lla The City Manager was asked to investigate several charges appearing on the bill with reference to jail patients. 12 — Moved by Alderman McBride that the following reimbursements due under existing Water and Sewer Main Contracts be allowed and ordered paid: Hughes Dev. Montgomery, Water in Sec. 2, Lefall Heights Addn. 290.14 Motion seconded by Alderman Claytor and carried unanimously. - 13 Alderman Burross stated that Carroll Copelin, reporter for the Wichita Falls Times and Record News, should be complimented on his article about Lake Kickapoo which appeared in the Sunday edition, July 22, 1962. This was concurred by all members of the Council present. 14 Moved by Alderman Claytor that the regular meetings of the City Council be dispensed with during the month of August and that the Council be available for called meetings if necessary. Motion seconded by Alderman Burross and carried unanimously. 15 Mr. Henry Anderson, Jr., Attorney, representing the members of the Fire Department appeared before the Council inquiring about the disposition of a petition recently filed asking for a salary increase for the City firemen. 16 Moved by Alderman Claytor that the meeting be adjourned.
