FALLS, TEXAS:
THAT, by this resolution there is hereby exoressed the appreciation of the people
of the City of Wichita Falls for his unselfish effort and distinguished service to the
citizenship of the City of Wichita Falls as Mayor.
BE IT FURTHER RESOLVED that Kenneth Johnson shall be granted either a life-member-
ship in the .Municipal Golf Club of Wichita Falls, Texas, or a life-estate in a lot for a
camp site on the shores of Lake Kickapoo (the latter being su'(Pject to a thirty day removal
therefrom in the event the same is needed for an additional water supply), in appreciation
of his service.
BE IT FURTHER RESOLVED that an exemplified copy of the Resolution be presented
to him and the original hereof be recorded on the Minutes of this Meeting.

WHEREAS, Mrs H. P. Ledford has heretofore served as a Member ofAgmaboacdcolkx
the Board of Aldermen of the City of Wichita Falls, Texas, for a period of two years; and

WHEREAS, during this period of time this most gracious lady has unselfishly
devoted a great amount of time and energy in the service of the City of Wichita Falls and its
citizens; and
WHEREAS, she has recently completed such term of office.
NOW, THMUORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS, TEXAS: `
THAT, Mrs H. P. Ledford be thanked for all of the time and effort which she
has devoted to City affairs and for her distinguished service to the City as a member of
the Board of Aldermen.
BE IT FURTHIM RESOLVED THAT she shall be granted either a life membership in the

A petition was received from members of the Fire Department, asking for a 15%

salary increase in the base pay of a recruit Fireman; calling for the proposal to be
submitted to the Electorate if not granted.
Mayor Gavin asked that the receipt of the Petition be noted and that the City
Clerk check the Petition.

Moved by Alderman Wallander that the Minutes of the Traffic Commission meeting
held May 8, 1962, be received.
Motion seconded by Alderman Burross and carried.
Mayor Gavin introduced Ralph Morgan Jr., Chairman of the Traffic Commission,
replacing Mr. Richard Long, deceased.
Alderman Burross asked that Mr. Hodge, City Attorney, prepare a suitable Reso-
lution, expressing appreciation from the Council for the service of Mr. Richard Long
on the Traffic Commission, also extending sympathy and condolence to the family of Mr.
Long in their bereavment.

Mayor Gavin acknowledged receipt of the 1961 Annual Report of the Traffic
Engineering Department activities, and complimented Mr. R. S. Jolliff, Traffic Engineer,
on its design and contents. "
Alderman Burross commented that it was a pleasure to see the improvement in the
Department -and especially in the area of improved relations with the citizenry of the City
of Wichita Falls.

8 Mayor Gavin read a letter from the Wichita County Commissioner's Court, setting
forth the present proceedure in handling charity patients and asking that the City join
the County in paving the parking lot at the General Hospital.
Moved by Alderman Burross that the City contribute $705.19 toward the paving of
the parking lot at the Wichita General Hospital.
Motion seconded by Alderman McBride and carried.

Moved by Alderman Burross that the bid of Meissner Industrial Supplies, Inc.
,in the amount of $3996.50 for asbestos cement Class 150 water pipe, be accepted, this
being the lowest and best bid; bid Summary attached hereto.

10 Moved by Alderman Wade that the Board of Aldermen accept the bid of Hi Way
Machinery Co. in the amount of $2674.00 for one (1) self-propelled Roller gasoline engine
with trailer; bid Summary attached hereto.

ORDINANCE NO. 1985 19
AN ORDINANCE PROVIDING RETIREMENT REGULATIONS FOR ALL EMPLOYEES OF THE CITY OF
WICHITA FALLS, TEXAS; PROVIDING A MANDATORY RETIREMENT AGE FOR ALL CITY EMPLOYEES;
REPEALING ALL ORDINANCES, POLICIES, RULES AND REGULATIONS IN CONFLICT WITH THIS ORDINANCE
AND DECLARING AN EMERGENCY.
Moved by Alderman Burross that Ordinance No. 1985 be passed and approved as
read.

Alderman Witcher asked the Mayor to request a Report from the Committee 20
appointed to study revision of the City Charter.
Alderman Witcher asked that plans be speeded for parking facilities around ,
the Municipal Auditorium and a drive-in window for payment of water bills.
The City Manager advised that a drive-in window would be completed in the
near future.

21 Mr. Gus Jolliff presented a plea for consideration of a Civ$1 Defense budget for the
years 1962-1963.
This was referred to the City Manager.
22 Mr. C. W. L. (Dub) Dennis asked for the approval of the Plat of Lake View Manor
Addition, Section 2, with the attached restrictions and covenants.
Moved by Alderman Wallander that the Plat of Lake View Manor Addition, Section
2, with attached restrictions and covenants, be approved; copy of said Plat being on file
in Office of City Clerk.
Motion seconded by Alderman Witcher and carried.
23 Mr. Dod Wiley, County Commissioner, presented a request for the City to share
the expenses of the operation of Civil Defense.
This was taken under advisement for future study.
Moved by Alderman Claytor that the meeting be adjourned.
