410 Item Wichita Falls, Texas Memorial Auditorium Bldg. March 26, 1962 1 & 2 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session, on the above date, in the Council Room of the Memorial Auditorium Bldg., at 7:00 o'clock P.M., with the following members present: Kenneth Johnson Mayor J. Winston Wallander Dr. D. Clifford Burross Aldermen Dr. Al T. Witcher Roy V (Pete) Claytor H. P. Hodge, Jr. City Attorney A. L.Fitts, City Clerk Absent: Aldermen O.D.McBride and Mrs H. P. Ledford The Invocation was given b67 Rev.,francis W. Fowler, .All Saints Episcopal Church. 3 Moved by Alderman Burross that the Minutes of the regular meeting held March 12, 19610 be approved. Motion seconded by Alderman Claytor and carried. 4 Mayor Johnson declared the Public Hearing on application of W. E. Elton for license to engage in the business of hiring or leasing driverless automobiles in the City of Wichita Falls, to be open. No one appeared to oppose the above application, and the Public Hearing was declared closed. Moved by Alderman Wallander that license be granted to W. E. Elton to engage in the business of hiring or leasing driverless automobiles in the City of Wichita Falls. Motion seconded by AldermanBurross and carried by the following vote: Yeas: Aldermen Wallander, Burross, Witcher and Claytor. Nays: None. 5 Hearing on the Application of Mr. H. E. Weakley for a Lease Contract with the City for the purpose of operating a Fishing Barge at Lake Wichita, was postponed for further study. 6 Moved by Alderman Claytor that the Minutes of the Park Board meeting, held March 21, 1962, be accepted. Motion seconded by AldermanWallander and carried. Item No. 5, regarding Weeks Park Road, adjacent to property of Lots, Inc., was discussed by various members of the Council with Mr. Tom Hill and his attorney, Frank Gibson. Item No. 4, (Plans for Picnic Shelter in Weeks Park) Moved by Alderman Burross to accept $14027.00 as the price of the Park Shelter to credit on Park Land allotment. Motion seconded by Alderman Claytor and carried unanimously. Item 411 6-con't Item No. 3, Park Board Minutes, was discussed by Dr. Burross with Mr. Gene Stephens, Larry Moore, Tom Hill and Joe Best, Mayor Johnson inquired about the widening of Taft Street, on the south end. Alderman Burross requested that his previous motion regarding Park Shelter in Weeks Park, be withdrawn. Alderman Claytor, the second, agreed. Moved by Alderman Claytor that the City accept a contribution of $14.,327.00 in lieu of land for park purposes in the development of Colonial Park by Lots Inc. Motion seconded by Alderman Witcher and carried unanimously. Mayor Johnson recommended that the Planning Board Committee re-study Resolution �,- NQ. 395 (Declaration of Policy Concerning Park Land in Connection with Plats and Subdivisions.) for possible revision. The item of location of Park land adjacent to new school in University Park, Section D-3, came up for discussion. Moved by Alderman Witcher that the school be permitted to locate on nine (9) acres provided by Robert Seabury and that the City continue negotiations with Hill & Moore and Dub Dennis for the acquisition of 6.11 acres additional park land. Motion seconded by Alderman Claytor and carried unanimously. 7 Moved by Alderman Wallander that the Minutes of the Traffic Commission meeting, held March 13, 1962, be received. Motion seconded by Alderman Burross and carried. Director of 8 Moved by AldermanWallander that the recommendation of the/Department of Public Works be accepted and the bid for purchase of a Front End Loader be awarded to Shaw Hobbs Equipment Co., on their second low bid of $12,500.00. This motion died for want of a second. Moved by Alderman Claytor that the bidt.for purchase of a Front End Loader be awarded to J. W. Bartholow Machinery Co. on their low bid of $11035.00. r Motion seconded by Alderman Witcher and carried. Moved by Alderman Burross that the Minutes of the Wichita City-County Welfare 9 Board Meeting, held Feb. 22, 1962, be accepted. Motion seconded by Alderman Claytor and carried. 10 Moved by Alderman Witcher that payment on the Reimbursement Contract be allowed and ordered paid, as follows: ' To Titus Mitchell, $21.00, on sewer mains in Mitchell Subdivision. Motion seconded by Alderman Claytor and carried. Item 412 11 Mr. Joe E. Ward, Engineer, presented a request for revision of a contract for sewer facilities, which was referred to Mr. C. J.Griggs, City Manager. 12 A request from Mr. C. M. Crowell, Attorney, for a Paving Lien Release, was referred to Mr. H. P. Hodge, Jr., City Attorney. 13 Mr. Jack Ballard appeared before the Council with various requests in connection with the colored section of Wichita Falls. 14 Moved by AldermanWallander that salaries of Policemen be increased, effective April 1, 1962, in accordance with Schedule recommended in the attached Committee report. Motion seconded by Alderman Witcher and carried unanimously. 15 Moved by AldermanWallander that all City employees be retired at age 65, effective April 1, 1962, subject to the discretion of the City Manager. Motion seconded by Alderman Burross and carried unanimously. Moved by Alderman Claytor that the meeting be adjourned. Motion seconded by AldermanWallander and carried.
