Memorial Auditorium Bldg.
1 & 2 March 12, 1962
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session,
on the above date, in the Council Roost of the Memorial Auditorium Bldg., at 7:00 o'clock
P.M., with the following members present:
Kenneth Johnson Mayor
J.Winston Wallander
Dr. D. Clifford Burross Aldermen
0. D. McBride
Roy V. (Pete) Claytor
H. P. Hodge City Attorney

The meeting was called to order by Mayor Kenneth Johnson.
The Invocation was given by Rev. Alex D. Moffat, Pastor St. Mary's Episcopal
Church,
2-a Troop 116. 32, Boy Scouts of America, sponsored by St. Mark's Methodist Church,
along with their scout Master, James Tallant, was recognized.
2 b Mayor Johnson expressed regret at the passing of former Councilman Milani J.
Vaughan, being joined by the Council in offering condolence to his family.
The Council also voiced sympathy for Mr. C. J.Griggs, City Manager, in the
loss of his mother.

2-c - Mayor Johnson read a card from the family of Hal Yeager, thanking the Council
for their expression of sympathy.
2-d Mayor Johnson requested AldermanWallander for a resume of the Council Committee
study of Police Department needs. The Council agreed that a more detailed study was
needed.
3 Moved by Alderman McBride that the Minutes of the regular meeting held Feb.
262 1962, and the called meeting of March 3, 1962, be approved as read.
Motion seconded by Alderman Wallander and carried.
3-a Mayor Johnson, Aldermen Burross and McBride reported that lack of time to study
the report of theCorp of Army Engineers on Lake Kemp Spillway Rehabil.ation and Establishment
of Recreational Areas at Lake Kemp contributed to failure to pass the necessary Resolution
accepting the Proposal.
Mr. Charles L. Adcock, President Sunnyside-Valley Improvement Association,
presented a proposed Capital Improvements Program for the Lamar School Park and Sunnyside
Heights area.
5 City Attorney Hodge was asked to report on the progress being made drawing up a
new sidewalk ordinance.
Moved by Alderman Burross that the Minutes of the Planning Board meeting held

Motion seconded by Alderman Claytor and carried.

Mayor Johnson declared the Public Hearing on the paving of Roosevelt Street, 7
from Neff to Holland, to be open.
No one appearing to object, the Hearing was declared closed.
ORDINANCE NO. 1981
ORDINANCE CLOSING HEARING AND LEVYING ASSESSMENTS FOR PART OF THE COST OF IMPROV-
ING A PORTION OF ROOSEVELT STREET, AND PUBLIC PLACES IN THE CITY OF WICHITA FALLS, TEXAS,
FIXING CHARGES AND LIENS AGAINST PROPERTIES ABUTTING ON SAID PORTIONS OF AVENUES, STREETS,
AND PUBLIC PLACES AND AGAINST THE OWNERS THEREOF, PROVIDING FOR THE COLLECTION OF SUCH
ASSESSMENTS AND THE ISSUANCE OF ASSIGNABLE CERTIFICATES IN EVIDENCE THEREOF: AND DECLARING
AN EMERGENCY.
Moved by Alderman Wallander that Ordinance No. 1981 be approved and passed as
read.
Motion seconded by Alderman McBride and carried by the following vote:
Yeas: Aldermen Wallander, Burross, McBride and Claytor.
Nays: None.
Moved by Alderman Burross that consideration of bids for a Diesel Powered Front 8
End Loader was tabled for further examination at the next Council meeting.

Moved by Alderman Burrose that the Report of theCivil Service Commission 9
covering Activities for the year 1961 be accepted. 21

ORDINANCE NO. 1982 10
AN ORDINANCE AMENDING AND CORRECTING THE CAPTION AND SECTION I OF ORDINANCE N0.
1978, WHICH ORDINANCE N0. 1978 AMENDED ORDINANCE N0. 1688, WHICH IS KNOWN AS THE WICHITA
FALLS PLUMBING CODE.
Moved by Alderman McBride that Ordinance No. 1982 be approved and passed as
read.
Motion seconded by Alderman Claytor and carried by the following vote:

Moved by Alderman Wallander that the Wichita General Hospital bill for the City's :.
part of cost of indigent patient care, for the month of February, 1962, in amount of
$9,461.530 be approved and ordered paid.

13 Moved by Alderman Burross that the Contract for Consulting Engineer for Sewer Bond
Improvements, consisting of Sewage Disposal Plant and Lateral lines, be awarded to Joe Ward
Engineering Co.; authorizing the signing of the same.
Motion seconded by Alderman Wallander and carried unanimously.
14 Mayor Johnson stated that there had been several complaints about the use of the
Patrol Boat on Lake Wichita, and requested Raymond Hayes, Acting Park Director to
investigate them.
Complaints about lack of parking facilities in front of the Auditorium was referred
p.` to City Attorney, H. P. Hodge, Jr.
15 Attorney Frank Gibson, representing Mr. W. E. Elton, filed an Application for a
Permit to operate a business of Hiring or Leasing Driverless Automobiles in the City of
Wichita Falls.
Moved by Alderman Wallander that the above Application be received and that a
Public Hearing on same be set for the regular Council Meeting on March 26, 1962.
Motion seconded by Alderman McBride and carried.
16 v Moved by Alderman Burross that the Board of Aldermen concur with the Mayor's
Proclamation setting the period of March 11-18, 1962, as "DeMolay Week."
Motion seconded by Alderman McBride and carried.
17 Moved by Alderman Claytr®r that the meeting be adjourned,
