Nessrs Nelson, Shaw, Nacol, Bailey and Boyd appeared before the Council on behalf
of the Down-Town Merchants Assn., pleading for assistance in solving the parking problem in the
down-town area. Following questions and discussion, Mayor Protar, Witcher annoix-Iced that the V
Council as a whole would meet with them at a future date to explore the question farther.

along with their Scout Master, L. W. Maloney, was recognized.

of the City of WichitaFalls,Texas with the Texas Electric Service Company providing for the
extension of that certain agre�,ent between the City of WichitaFalls,Texas, and Texas Electric
Service Company made on the 26th day of October, 1941, as supplemented by an agreement dated
February 5, 1947, and as further supplemented by an extension agreement dated the 29th day of
October, 1951, for a period of ten (10) years from October 29, 1961.

WichitaFalls, Texas; said Storm Sewer project being the responsibility of the City; also
that a check be drawn for $136,000.00, payable to the State Treasurer, Account of Trust Fund
No. 927, to accompany the signed Agreement.

It shall not be necessary for the City Clerk t7 mail said notice to any owner or other person
claiming an interest in the property to be assessed when the address of such owner or other
parson is unknown to theCity Clerk and cannot be determined by the City Clerk after reasonable
investigation. In this connection, the City Clerk shall prepare and file with these proceed-
ings a list of the properties to be assessed, the names of the record ormers of respective
properties and the names of those persons owning n_or claiming any interest in said properties
to whom the notice was mailed, together with the Nast know address of the respective owners
and those persons owning or claiming any interest in said property. The City Clerk shall
certify that each of the persons named in said list whose address was !mown to him, was
mailed a copy of the notice of hearing and shall further certify the date or dates on which
said notice was mailed. A copy of the notice shall be attached to such certificate. The
certificate of the City Clerk shall be conclusive evidence of the facts therein recited.
Failure of the City Clerk to give the notice of hearing; by mail as herein provided for, or
failure of the owners or other person interested to receive said notice, shall in nowise
invalidate said hearing or any assessments levied pursuant to said heari.nr, but notice of
hearing shall be sufficient, valid and binding upon all owning or claiming such abutting
property or any interest therein when said notice shall have been given by newspaper adver-
tisement as first herein above provided.
